As a composite concept encompassing political, academic, and industrial concepts, new productivity boosters are a core indicator of national competitiveness amidst the accelerated evolution of global political ideology and major changes. It serves as the fundamental driving force for upgrading production factors and transforming production relations through technological innovation. It constitutes the logical starting point and foothold for nurturing and forming strategic emerging industries and future industries. Innovation plays a leading role in developing new productivity boosters. China possesses advantages in innovation carriers, innovation factors, and innovation markets: diverse innovation entities, a comprehensive industrial system, a sound talent pool, a developed digital economy, relatively complete digital infrastructure, immense market scale, and outstanding innovation traction. Following the dynamic evolution logic of “incubation-generation-development-diffusion-sustainability,” there is a need to strengthen the dual balance of disruptive and incremental technological innovation; optimize organizational management models to cultivate new quality production relations; clarify the laws of industrial development to promote industrial integration and upgrading; construct a “industry-region-digital intelligence” integrated innovation ecosystem, optimize the path of institutional innovation, and advance multiple national strategic innovation linkages, ranging from technological innovation, organizational innovation, industrial innovation, ecological innovation to institutional innovation. This constitutes a systematic innovation path for new productivity boosters.

New quality productivity is the endogenous driving force for promoting comprehensive rural revitalization. The driving logic of new quality productivity in rural revitalization is to transmit the traction of scientific and technological innovation to the rural industrial system through the digital economy, to transmit the radiating power of green development to the rural ecosystem through the transformation of production and lifestyle, and to transmit the support of innovative allocation of production factors to the rural distribution system through factor allocation, ultimately achieving the goal of strong agriculture, beautiful rural areas, and rich farmers. The key to new quality productivity driving rural revitalization is to consolidate the agricultural foundation and build a solid foundation for economic and social development; develop new quality productivity according to local conditions and activate county economic vitality; deepen rural reform and build new quality production relations that meet the requirements for the development of new-quality productivity. 25 The Spiritual Obsession and Cultural Construction of Scholar Tourism in the Late Ming Dynasty

Scholars were particularly active and led the tourism fashion in the tourism boom in the late Ming Dynasty. They travelled for the pursuit of comfort and entertainment, or to get rid of identity anxiety in social competition and shape their own cultural taste, distinguish them to the public. More importantly, the special social situation and life experience in the late Ming Dynasty made them have a kind of mental attachment to tourism. Influenced by WANG Yang-ming's heart-mind theory, the self-consciousness awakening scholars devoted themselves to tourism and regarded it as a “pleasure career”, while facing the strong attraction of scenic mountains and rivers. In the process of traveling, they integrated other cultural hobbies into it, forming their own unique cultural taste and lifestyle. They took tourism as their ambition to realize the pursuit of value, wrote their experience to complete the cultural mission after touring and sought fun for reflecting the elegance and novelty of their class. They toured freewheelingly and paid attention to life experience, shunning no difficulties or dangers, exploring bravely, which could be called “travel of natural soul”. As a group with rich cultural and artistic accomplishment, they integrated culture into tourism and carried out cultural construction on tourism. They marked cultural marks on landscape by their poems, paintings and travel notes, investigated history and identified historic sites, protected cultural relics and restored remains, made new tour equipment, opened up new styles of touring, explored and inherited the cultural tradition. The cultural construction made by the scholars in the late Ming Dynasty in their “travel of natural soul”, has written a strong mark in the history of tourism.

36 Academic Basis, Types and Modes of Dictionary Narrative of Ci

Dictionary narrative of Ci is insert dictionaries into Ci for narration, which is the restatement or deduction of a dictionary by the author of a word, or the borrowing of the original meaning or context of the quotation. It is a kind of concise narrative way to communicate with readers on story and discourse level. The study of dictionary narrative uses the theory of event image and event situation of Chinese poetry to analyze the narrative communication between the reader and the author in the story and discourse levels, its theoretical basis is“pan-event view” and Chinese and western poetry narrative theory. According to the source of allusion, there are two basic types of dictionary narrative of Ci: language narration and story narration. The meaning of the language narration is that, the author uses the context and meaning of the embedded dictionary to communicate with the reader, and the distinguishing mark is“meaning embedded dictionary”. There are two narrative modes in the language narration: source-language communication and source-context communication. The story narration of Ci means that the author embeds the lexicon in the lexicon and communicates with the reader in the way of constructing the event image and the event situation through the indication of people, things and places. The event image narration has two narrative modes: action narration and state description, the event situation narration has four common narrative modes: narrative in one space, performance in one space, juxtaposition of spatial events and juxtaposition of spatial events. Dictionary narrative is a kind of embedded knowledge narrative, different authors or works can give the same allusion different feelings, intentions, will. In this way, the dictionary narrative of Ci is carried out by the active communication and various modes, and the knowledge of classics, myths and legends and their embedded excellent traditional culture are spread in the communication space of reading.

45 Traffic “Enclosure”, Star Effect and Digital Survival of Cultural Industries

At digital times, traffic“enclosure” and star effect coexist. Traffic“enclosure” is manifested in the behaviors of traffic owners to attract fans and expand fan groups through some channels; Star effect shows that people who are well-known, appealing or influential in the industry can get more opportunities, higher incomes and greater achievements. Traffic“enclosure” and star effect bring great challenges to the survival of cultural industries, have both resulted in the centralization of the resource allocation in cultural industries, and partially formed a superposition effect, thus solidifying the income distribution pattern that the cultural industry has formed and intensifying the centralization of resource allocation in cultural industries. In the digital era, both flow and popularity have become decisive production factors in the cultural industries, resulting in a partial concentration of the cultural industrial market to the owners of flow or popularity, and a large number of surplus cultural producers have to share the surplus market. Despite the positive policies introduced by the state, due to the policy time lag and consumer expectations, the surplus cultural producers will have to face the digital survival dilemma caused by the spiral of traffic“enclosure” and star effect for a long period of time. Under such circumstances, cultural producers need to manage risks and gain access to markets. It is necessary to carry out controlled production, and determine the direction, type and scale of cultural production according to data elements: adhere to quality orientation, build brands and influence with the quality of cultural products: achieve accurate distribution, and dominate the niche market in the niche market.

56 Practice Turning and Key Issues of Community Safeguarding of Intangible Cultural Heritage in China

“Community- centered” is a basic concept that UNESCO has always adhered to in the process of safeguarding the intangible cultural heritage. The safeguarding practice has experienced a shift from “intangible cultural heritage into community” to “intangible cultural heritage in the community”. The latter aims to maintain public awareness and participation, so that the intangible cultural heritage that originally belonged to the public can return to the people and the community. Therefore, the public can gain respect and recognition in the process. However, owing to the distinction in both understanding and orientation of the community, the existent proposed mode of “intangible cultural heritage in the community” in China still has obvious traces of “intangible cultural heritage into community”. The endogenous community-oriented mechanism has not been generally formed, and the phenomenon of relying too much on the government and the government arranging still exists. In the future, we should negotiate between the public, inheritors and government staffs and integrate their different understandings of the concept of “community”. In other words, we should not only focus on the main inheritors, but also pay holistic attention to the members of the community, to create a benign atmosphere for the inheritance of intangible cultural heritage. In addition, it is also necessary to balance the relationship between government intervention and civil participation, promote the cooperation between the government and the public in terms of “cultural dialogue”, enhance public enthusiasm to participate, and promote the transformation of the community from being the participant to the leader.

66 Capital Markets Empowering the Formation of New Quality Productive Forces: Theoretical Logic, Practical Problems, and Upgrading Paths

The capital market's implementation of its new positioning and its role as a hub are crucial to the cultivation and emergence of new quality productive forces. The innovation incentive effect, factor allocation effect and industrial support effect are important ways for the capital market to empower the formation of new quality productive forces. Specifically, the capital market uses hierarchical direct financing channels to break the funding deadlock in many scientific and technological innovation activities and accelerates the concentration of innovation capital; in the transformation of innovation achievements, the capital market plays the factor allocation function through direct and indirect ways, and guides the matching of new production factors and new quality entities; as an important carrier for policy implementation, the capital market provides development momentum for emerging and future industries by consolidating capital chains and diversifying risks. Due to the short development history, China's capital market still has some problems, which are mainly reflected in the fact that the financial service function has not been fully exerted and the channels for innovative capital formation are narrow; the stock price information content is not high and the quality is poor, and the factors flow and allocation are blocked; a virtuous cycle of investment and financing has not yet been formed, and the capital market structure is poorly coordinated. These problems have caused blockages in the formation of innovative capital, allocation of production factors, and medium and long term financial support, blocking the capital market's path to empowering the formation of new quality productive forces. In the future, multiple measures should be taken to build the capital market into a substantial financial support that serves the real economy and creates new quality productive forces. Firstly, we should steadily optimize the financial structure and guide diversified financing channels to complement each other; secondly, accelerate the improvement of supporting regulatory mechanisms for the registration system to improve the quality and transmission efficiency of information disclosure; thirdly, continue to promote investment-side reforms and carry out in-depth investor structure optimization.

76 The Mechanism and Effect of Home Country's Digital Economic Advantages on Promoting Digital Enterprises' Outward Foreign Direct Investment

As a background factor for the growth of digital enterprises, the home country advantages of China's digital economy have become an important driving force for digital enterprises to “go global”. This article constructs a new OLI location analysis framework that includes the home country's digital economy, and uses listed companies' outward foreign direct investment (OFDI) data to empirically test the impact and mechanism of the national digital economy on digital enterprises' OFDI. The results show that: the development of China's digital economy has significantly improved the number of OFDI by digital enterprises; the digital economy can not only enhance the ability of digital enterprises to pay greater market compatibility costs, but also improve corporate production efficiency, and the two jointly promote the growth of OFDI quantity. Compared with digital manufacturing companies, digital service companies have a driving effect on OFDI due to the customized attributes of product production and the “proximity” of knowledge costs; OFDI of digital enterprises, whether market-seeking or technology-seeking, is driven by the digital economy of their home countries; the marginal law of digital economy and the“new” characteristics of digital industry have led to the positive impact of the digital economy on the OFDI of low-productivity digital companies more significantly than that of high-productivity digital enterprises. Starting from the conclusion, improving the international competitiveness of Chinese digital enterprises and expanding the pace of “going global” requires coordinating the home country's digital economic advantages and market-oriented mechanisms.

87 The Characteristics, Patterns and Mechanisms of Response Behaviors of Grassroots Governments under Non-decision-making Capacity

Government response has the dual attributes of legitimacy and effectiveness, and is a composite of government-public interaction and grass-roots governance. “Non-decision-making capacity” refers to the ability of a power subject to manipulate and guide agenda-setting, interest challenges and potential risks before making decisions. When confronted with the demands and needs of the people, the power subject has the ability to place a particular issue in the decision-making discussion or exclude it from the scope of decision-making by exerting influence, so as to achieve the purpose of risk avoidance, cost reduction, and rationalisation. Non-decision-making ability is influenced by the combination of top-down political pressure, bottom-up public supervision, and autonomous space in the internal and external environments. Under the effect of non-decision-making capacity, the response behavior of the grassroots government is shaped by the characteristics of risk avoidance through the imbalance of power and responsibility, cost-benefit through the calculation of interests, and smoothness through the decomposition of pressure. According to the different states of non-decision-making capacity, the grassroots government flexibly chooses the response behaviors of indifference, procedural reply, moderate negotiation, and transactional communication between the strong and the weak. The influencing factors of non-decision-making capacity, the characteristics of grass-roots government's response behavior and the response types corresponding to non-decision-making capacity together constitute the mechanism of grass-roots government's choice of response behavior.

97 The Function Mechanism and Boundary Conditions of Government Information Disclosure to Promote the Construction of Service-oriented Government

Government information disclosure is of paramount importance in the digital era, as it serves to alleviate public uncertainty and foster a service-oriented government. Most of the existing studies encompass government information disclosure as a unified concept, with limited attention given to exploring the distinct impacts of different modes of government information disclosure (proactive disclosure and disclosure upon application) on the construction of service-oriented government. This paper employs the survey experiment method to empirically examine the influence mechanism of two government information disclosure modes on the construction of service-oriented government through four experiments. The findings demonstrate that: firstly, in comparison to disclosure upon application, proactive disclosure of government information is more conducive to enhancing citizens' perception of service-oriented government construction. Secondly, citizen trust mediates the impact of both modes of government information disclosure on the perception of service-oriented government construction. Thirdly, government digitization is the boundary condition for two kinds of government information disclosure to play a positive role. When citizens' perception of government digitization level is low, proactive disclosure of government information is more conducive to enhancing citizens' trust. When citizens' perception of government digitization level is high, the disclosure of government information upon application is more conducive to enhancing citizens' trust. Furthermore, in comparison to the government information disclosed upon application, perceived benefits have a stronger positive moderating effect on the association between proactive government information disclosure and citizen trust. Government managers should proactively enhance the extent and depth of information disclosure, effectively provide citizens with government information with higher value, and expedite the process of government digitalization.

110 Community-based Fertility Support Service System: Practical Basis and Construction Path

China's population has entered an era of negative growth, and establishing a more comprehensive maternity support policy system to enhance residents' willingness and level of fertility has become an urgent task to promote balanced and sustainable population development in China. As the closest real-life field to residents, community environmental facilities, community childcare services, community school resources, and other public services have an important practical impact on the fertility willingness of residents. Community environmental facilities have a direct crowding effect on residents' fertility intention. Still, they also have an indirect crowding in effect on residents' fertility intention by enhancing their sense of happiness, which offsets most of the direct crowding out effect. Community childcare services have both direct and indirect positive support effects on residents' willingness to have children. The impact of community school resources on residents' fertility intention is not significant, highlighting the type differences in the role of community public services. At the same time, the impact of community environmental facilities and community childcare services on residents' fertility willingness shows fluctuations along the evolution of intergenerational structure. Therefore, the significance, direction, degree, and intergenerational nature of community public service effects provide a solid practical foundation for constructing a community-based reproductive support service system. It is necessary to comprehensively consider the expansion of the content system, classification and governance mechanisms, and the construction of happy communities. To promote the balanced development of China's population, we need to advance the construction of a community fertility support service system.

121 Theoretical Proof and Institutional Development of Data Trust

Data trusts have unique advantages in protecting data source entities, improving data circulation efficiency, and improving data regulatory systems. Although trust is a system originating from the Anglo-American legal system, its flexible interpretation of the concept of ownership provides new possibilities for exploring the interpretation of data in property law, thereby providing theoretical support for the separation of data property rights. There is also a value consistency between the fiduciary duty in trust and the protection of personal interests in the circulation of personal data. In specific mode planning, the data trustee should serve as the center, representing the data source entity to carry out data authorization, management, and trading activities. Data trust is essentially still a trust activity, and the interpretation of its legal relationship should start from the Trust Law and integrate other relevant legal norms: firstly, in the choice of data trustee subjects, data exchanges should be the best choice; secondly, the data screening for entering data trusts can refer to relevant grading standards and be confirmed through trust registration; once again, the scope of the fiduciary duty of the trustee should be based on the principle of personal interests in the data, with economic interests as exceptions; finally, the responsibility of the trustee should be determined separately based on different circumstances.

132 From “Shǐ Shì”, “Shì Shì” to “Gōng Fu”: The Historico-metaphysical Dimension of Neo-Confucianism in the Song and Ming Dynasties

Although the Neo-Confucianism of the Song and Ming dynasties emphasize “Xin” and “Xing”, it also has a value orientation of “praising the transformation and education of heaven and earth” to construct social order. Taking “Lǐ” as the highest principle, Confucian scholars of the Song and Ming dynasties followed the understanding of “Shì Zhě Wéi Yě” and believed that “Shì” are dynamic developments under the influence of time consciousness, and are accordingly presented as historical processes. That is “Shì Yǐ Chéng Shǐ”. This process often affected and restricted by “Shì”, thus forming the distinction between “Shì Shì” and “Lǐ Shì”. “Shì Shì” is used by Confucian scholars of the Song and Ming dynasties to express the specific background in which “Shì” unfold, as well as the future development trend. It is the unity of objectivity and inevitability; while “Lǐ Shì” refers to the regulations of everything and the inevitable trend of world change, and takes the dual connotation of course and necessity. Whether it is “Shì Shì” or “Lǐ Shì”, it involves a wider range of facts and values, and has unique metaphysical meaning in Neo-Confucianism of the Song and Ming Dynasties. In the context of “Shì Yǐ Chéng Shì”, the “Shì Zhōng Qiu Lǐ” in Neo-Confucianism of the Song and Ming dynasties can be reduced to “Shǐ Shì Qiu Lǐ”. Extending to the practical level, it points to“Shì Zhōng Qiu Lǐ”, “Shùn Shì 耘鸳r Shì” and “Shì Yǐ Chéng Shì”. The concern for the historical metaphysics of Neo-Confucianism in the Song and Ming dynasties lies in exploring the ultimate concern and realistic logic of constructing a metaphysical philosophical system in Neo-Confucianism in the Song and Ming dynasties.

141 Media Technology Risk Governance in A Sensory Society: A Critique of “Suspended” Data

The concept of “suspension” involves temporarily setting aside the perspective of data technology. “Suspended” data implies questioning what remains beyond the network media, and subsequently exploring what human perception undergoes in the current media environment. This exploration reveals that network media is also linked to sensory technologies related to vision, hearing, and touch, constructing a media environment associated with human perception. Therefore, the morphological structure of media society is not necessarily just a diverse, accelerated, and computational society but also an ever-fragmented, hallucinated, and sensual society. Under the influence of sensory media technologies, the sensory society encounters a transparent, fragmented, and oversaturated living world. It becomes an entertainment-driven, symbolic, and commodified economic system while also fostering a competitive, fragile, and highly complex public life. However, on the flip side of this technology, some risks erode human subjectivity, diminish cultural vitality and charm, and disrupt public discourse. Therefore, future governance should establish the concept of sensory justice, provide timely care for the survival status of vulnerable groups, rectify the shortcomings of immunizing commercial governance through an incentive-based governance paradigm, and prioritize empathetic narratives in public discourse over traditional promotional paradigms to seek innovation in risk governance.

152 World Videoization: Media Cognition and Practice Turn Based on Sora

As the latest stage and holographic form of artificial intelligence technology, Sora, through the technical mechanisms of computational verisimilitude and linear generation, content representation of professional cinematography and sensualism, and the intelligent attributes of infinite output and random variables, is creating an AI Video World. Compared with the previous videoization stage: Sora's super labor capacity means that it is no longer an absolute technological object; the content presented by Sora videos is no longer a direct mapping and basis of the real world; the video world constructed by Sora forms a complementary and intervening relationship with the “real” as the base of human society, but also brings conceptual confrontation and cognitive load, thus triggering a shift in media cognition at the levels of subject, object, and ontology. To prevent the real world and humanity itself from being completely conscripted into the process of virtualization, establishing cognition is the first step, but more crucial is the practice. People need to dissolve cognitive troubles through visual practice, use virtual experiences to reconstruct the real world and use emotional power to highlight human subjectivity, to be an actor with rich emotions and firm will in the living world, and rationally expand the gap that cannot be replaced by humans.
