5 The Large-Scale Development of China’s Emerging Industries: Endogenous Drivers and Institutional Optimization

The large-scale development of emerging industries refers to the process through which emerging industries achieve high-end sophistication, industrial clustering, systematic development and global expansion on the basis of independent innovation, integrated collaborative innovation, technological iteration, ecological coordination and institutional adaptation. Promoting the large-scale development of emerging industries is an indispensable path for China to seize the commanding heights of global industrial competition and achieve high-quality development. However, in the face of institutional bottlenecks including factor market segmentation, fragmentation of science and technology policies, etc, the core solution is to foster and activate the endogenous driving force for the large-scale development of emerging industries.First, the qualitative upgrading of production factors, transformation of innovation models, and in-depth coordination between supply and demand must serve as the fundamental support, core engine, and market guarantee for the large-scale development of emerging industries respectively. Second, reshape the “government-market-society” coordination mechanism: optimize the factor allocation system guided by “getting prices right”, the scientific and technological innovation system oriented at comprehensive innovation, and the social governance system focusing on the development of people. Third, optimize the supply of high-quality institutions: ensure smooth circulation of production factors, from factor formation and market allocation to entity combination, activate the innovation cycle, from basic research and technological breakthroughs to industrial upgrading, and promote the social cycle, from human capital accumulation and consumption reproduction to social equity. In short, to address the institutional barriers to the large-scale development of emerging industries, the fundamental path lies in breaking the path dependence on the traditional factor-driven development model, activating endogenous driving force through systematic institutional innovation, and establishing a collaborative governance system adapted to the high-quality development of emerging industries.

15 The Discourse System of Chinese Marine Education: Connotation, Metaphor and Construction Path

The discourse system of China’s marine education represents the integration of the content, methods, and developmental path of the educational construction of China’s marine discourse. It takes Chinese marine civilization as the educational resource, centers on the core logic of telling good marine stories, aims to construct discourse power, and pursues the educational effect of enhancing China’s marine soft power. The construction of the discourse system of China’s marine education consists of two aspects: the content system and the strategic system of marine education discourse, and it constitutes a crucial component of the independent knowledge system of China’s marine education. A discourse system requires the support of new concepts and iconic concepts; the logic of stories determines the logic of discourse, and telling good marine stories is the key to constructing the discourse system. We need to base ourselves on Chinese marine civilization, keep an eye on the global marine situation, and construct a narrative ethics of China’s marine education for the new era and a system of marine stories with distinctive Chinese cultural characteristics. To tell good Chinese marine stories, we must focus on the educational metaphors of marine discourse power: address the current“stumbling block” in marine narration by reforming the ways and methods of storytelling; transmit soft power through marine narratives; lead the iconic concepts of the ocean through marine thinkers; expand the educational metaphors and value dissemination of discourse power; and contribute to the construction of a strong country driven by marine new-quality productive forces. The construction of China’s marine education discourse system requires: Strategically fostering a maritime vision of “orienting the land toward the sea and advancing from coastal waters to the open ocean”; Intellectually establishing theoretical discourse resources rooted in the discipline of marine education; Communicatively setting agendas for China’s marine education and forming a multi-dimensional narrative mechanism based on human psychology and emotion. These measures will significantly elevate marine soft power and advance the high-quality development of China’s maritime strength.

25 The Proliferation Logic of Technological Feudalism and Its Critique

Technological feudalism, as a new form of contemporary capitalism with strong monopolistic characteristics, seeks to establish a new mode of exploitation that transcends national boundaries and geographical limits through technological monopolies, platform exploitation, and ideological control. Technological feudalism establishes a distinct logic for the proliferation of digital capital by shifting the contents of exploitation from “physical goods” to “virtual data”, disguising the forms of exploitation from “labor exploitation” into “digital exploitation”, expanding the scope of exploitation from “factory spaces” to “the entire society”, and intensifying the degree of exploitation from “physical control” to “ideological control”. In doing so, it carries out predatory labor exploitation on a global scale. The proliferation logic of technological feudalism does not alter the exploitative essence of capitalism. Rather, it contains inherent irreconcilable contradictions, such as increasing the degree of exploitation of individuals, exacerbating social inequality, and causing political polarization within nations. In response to the negative consequences stemming from the proliferation logic of technological feudalism, a comprehensive three-dimensional solution integrating “institutions, technology, and culture” must be constructed in practice, focusing on three key elements: data, platforms, and values. The core of this approach lies in constructing new digital institutions that transcend data monopolies, developing shared technologies that overcome platform lock-ins, and promoting common human values that rise above ideological control. Through these pathways, the proliferation logic of technological feudalism can be dismantled, paving the way for a new era of digital civilization that aligns with the shared needs of all humanity.

35 Visualized Society: The Bidirectional Construction of Digital-Intelligent Visual Media and Emotional Ideology

With the digital-intelligent development of visual media, the visual landscape has expanded from a means of communication to permeate all aspects of social life. This expansion has given rise to a mode of ideological dissemination anchored in visual emotion, thereby achieving a deep integration of emotion and ideology within digital-intelligent spheres. The concept of “visualized society” refers precisely to the pervasive restructuring of material life by digital-intelligent visual media, the expansion of the ideology of emotion in spiritual life, and their inherent interaction. The logic of formation lies in the general-purpose evolution of digital-intelligent visual media, which accelerates the market-driven dissemination of emotional ideology. The contemporary operation of the visualized society manifests the multiple constructions of emotional ideology by digital-intelligent visual media, characterized by the commodification of visual emotion recreating its materialized carriers, the digitization of visual emotion driving its technical manipulation, and the entertainmentization of visual emotion performing its cultural logic. Looking toward the future prospects of the visualized society, we should dialectically examine visual emotion and adhere to the governance logic of emotional ideology, foster a healthy ecosystem for digital-intelligent visual media. The specific pathways are as follows: to curb the hegemony of visual media by dismantling illusory emotion manipulation; to cultivate visual media literacy by deepening digital emotion education; and to enrich visual media culture by addressing authentic emotional needs. Continued focus on the evolutionary patterns of the visualized society, along with the pursuit of a dynamic equilibrium in the interaction between digital-intelligent visual media and emotional ideology, will help ensure that the development of media technology consistently safeguards the human spiritual realm.

46 Culture-Led Urban Development: Mechanisms and Pathways How the Humanistic Economy Empowers High-Quality Urban Renewal

As a major theoretical innovation in adapting Marxism to the Chinese context and the needs of the times, humanistic economics advocates the organic unity and mutually reinforcing interaction of culture, people, and the economy. Urban renewal, guided by connotative development, is an important pathway for promoting high-quality urban development in China and meeting the people’s ever-growing needs for a better life. Against this backdrop, this paper uses panel data for Chinese cities from 2010 to 2023 to examine the impact of the humanistic economy on high-quality urban renewal and to explore its underlying mechanisms. The results show that the development of the humanistic economy significantly promotes high-quality urban renewal, mainly through three channels: knowledge sharing, talent agglomeration, and capital mobility. Further heterogeneity analysis indicates that this effect is more pronounced in cities with larger market size, higher administrative rank, and non-resource-based cities. Accordingly, urban renewal should better integrate modern technology with traditional culture, reconcile historical preservation with contemporary living needs, strengthen the synergy between knowledge, talent, capital, and urban renewal, and foster open, inclusive, and efficient urban living environments, thereby advancing high-quality urban renewal.

57 The Creation of Digital Reading Space Based on Interaction Ritual Theory

Digital reading spaces are virtual interactive fields composed of countless integrated interaction rituals. Interaction rituals are important mechanisms for consolidating readers’ emotions and empowering reading behaviors. Analyzing digital reading spaces from the perspective of interaction ritual theory helps promote the regeneration and expansion of reading behaviors, stimulate the potential value of reading activities, and create a rich social culture atmosphere.Taking interaction rituals as the starting point, and based on the dimensions of existence, legitimacy, and foreground, a dimensional system for digital reading spaces is constructed. Selected four digital reading spaces—WeRead, Fanqie Novel, LOFTER, and Cheng Guang—as research cases and found that the digital reading space is composed of multiple functional sections, and each section relies on its attributes and characteristics to drive the generation of emotional energy in the space, forming spatial forms that nurture the high emotional energy, which is specifically manifested “group unity spaces” “open interaction spaces” “focal core spaces” among eight other spatial modes. Based on the differentiated paths and practical experiences of creating spaces such as mobile library platforms, online literature reading platforms, and community reading platforms, digital reading spaces can unleash their developmental potential and promote knowledge sharing and emotional flow through strategies such as “innovating interactive mechanisms and establish emotional connections” “extracting elements of recognition and lay out moderate rules” and “releasing hidden emotions and maintain a neighborly environment”, thereby constructing a healthier digital reading interactive ecosystem.

69 The Matching of Supply and Demand Structures in the Digital Economy and the Sports Industry: Theoretical Logic and Empirical Testing

China’s sports industry faces the imbalance of supply and demand structure currently. The rapid development of the digital economy helps improve the quality of sports supply and stimulate enthusiasm in the sports market, so it promotes the supply and demand structure adaptation of the sports industry. By constructing an index system for the supply and demand structure adaptation of the sports industry, this paper systematically examines the effects, mechanisms and heterogeneous manifestations of the digital economy’s impact on the supply and demand structure adaptation of the sports industry, based on panel data from 31 provinces in China from 2013 to 2024. Research has found that the digital economy significantly promotes the supply and demand structure adaptation of the sports industry. The upgrading of the sports industry structure and the improvement of market mechanisms are the mechanisms underlying this relationship. Based on the dimensions of supply and demand, the promoting effect of the digital economy on the supply of the sports industry is more significant. Based on the dimensions of regional urbanization level and sports industry development level, the promoting effect is more significant in regions with higher levels of urbanization or sports industry development. To promote the supply and demand structure adaptation of the sports industry, local governments should further advance the “data element × sports” initiative and accelerate the digital and intelligent transformation of the sports industry. They should stimulate consumer demand for “data element × sports” and explore new modes of intelligent, customized, and experiential sports consumption. Additionally, local governments should develop new business models of “data element × sports” tailored to local conditions to alleviate the imbalance in the supply and demand structure of the sports industry.

78 The Impact of Local Government Attention to New Quality Productivity on the Upgrading of Urban and Rural Industrial Structure

The local government’s attention to new quality productivity refers to the local government’s priority in value selection and targeted focus on new quality productivity issues in the face of an overload of public governance matters. This attention distribution of new productivity has a profound impact on the logic of regional governance and the direction of resource supply, and has an important impact on the upgrading of urban and rural industrial structure. Based on the panel data of 280 cities from 2009 to 2021, this paper explores the correlation between the local government’s attention to new productivity and the upgrading of urban and rural industrial structure. The results show that the promotion effect of local government’s attention to new productivity on the upgrading of urban and rural industrial structure shows a U-shaped trend of decreasing first and then increasing, and the promotion effect is mainly realized through the channels of marketization level, non-agricultural fiscal expenditure and non-agricultural technological innovation. Reasonable labor factor flow rate and high level of industrial chain resilience can help local governments to speed up the development of new quality productivity, and it is more conducive to giving full play to the positive effect of new quality productivity attention on the upgrading of urban and rural industrial structure; the influence of local government’s attention to new productivity on different geographical spaces, policy time points and industrial bases is quite different, and the promotion effect on the eastern and western regions, after the implementation of broadband China strategy and non-old industrial bases is more prominent. Therefore, when distributing the attention of new quality productivity, local governments need to design the development strategy of new quality productivity according to local conditions, build a suitable service system, maintain a reasonable flow rate of labor factors, and strengthen the resilience level of the regional industrial chain, to prevent the strengthening of urban and rural industrial faults.

91 Reconstruction of Geopolitical Discourse Power by Generative Artificial Intelligence: An Analysis from the Perspective of Technopolitics

From the perspective of technopolitics, generative artificial intelligence has evolved into an institutional force embedded in the distribution of discursive power, driving the competition for geopolitical discursive power from explicit games dominated by hard power to a composite game of“technology-cognition-rules”. Through two mechanisms——“explicit power transmission” and “implicit feedback reinforcement”——generative artificial intelligence reshapes the landscape of discursive power along four dimensions: knowledge production, information dissemination, cognitive shaping, and rule-making. Specifically, generative AI intervenes in the production process of policy and strategic knowledge, altering the logic of knowledge legitimacy generation; through coupling with platform algorithms, it reconstructs the allocation of information visibility; through prolonged human-machine interaction, it implicitly shapes the cognitive structures of individuals and groups; and ultimately, at the level of technical standards and governance norms, it triggers new rule-based games and institutional competition. In response to the accompanying risks such as technological monopoly, cognitive alienation, and fragmented governance, sovereign states need to adopt stratified and domain-specific institutional adjustments to prevent the formation of self-reinforcing power loops in the realms of knowledge, information, cognition, and rules. In terms of governance strategies, the following four approaches can be taken: shifting from the pursuit of “technological sovereignty” to the “configuration of critical capabilities” to implement governance of knowledge production; replacing“complete algorithmic transparency” with risk-based classification to implement governance of communication structures; transitioning from direct guidance to cultivating cognitive resilience to implement governance of cognitive shaping; and building a minimum consensus zone amid institutional fragmentation to implement governance of rule-making.

102 The System, Problems, and Improvements of China’s Criminal Legislation on Doping Offenses

With the issuance of the Interpretation on Several Issues Concerning Doping-Related Criminal Cases and the creation of the offense of “Obstructing Doping Control Management”, China’s criminal regulation of doping has evolved from a legal vacuum, to reliance on general offenses, and finally to a dedicated criminal provision—tightening the criminal net. Today, each stage of doping-related misconduct is covered by some criminal provision, forming a “patchwork” structure centered on the dedicated offense but supported by related crimes. However, due to limitations in legislative technique, disciplinary divides, and contextual gaps, current laws still face problems: vague elements of the dedicated offense, incomplete coverage of prohibited conduct, lack of rules for handling overlapping offenses, unclear judicial standards, and missing coordination mechanisms between legal and sports disciplinary systems. Without improvement, these flaws will weaken criminal law’s deterrent effect and hinder efforts to curb doping crimes. To address this, lawmakers should clarify the elements of the dedicated offense, broaden its scope, and adopt a clear concurrence rule — “the dedicated offense applies first, unless another offense carries a heavier penalty”. Additionally, judicial authorities should work with sports and drug regulatory agencies to issue supplementary guidance, define how doping substances are classified under different offenses, and strengthen the link between criminal sanctions and sports penalties, thereby building a more effective legal framework against doping.

The advent of the digital-intelligent era is triggering a paradigm revolution in the holistic digital-intelligent transformation of smart cities. At present, China’s smart city development stands at a crucial historical juncture where four major trends intersect: the rapid evolution and breakthrough of digital-intelligent technologies, the pursuit of high-quality urban development, the all-out effort to consolidate the foundation for modernization, and the profound restructuring of the global political and economic landscape. How to advance the high-quality, holistic digital-intelligent transformation of smart cities has become an imperative issue to address for the modernization of urban governance. The digital-intelligent transformation is characterized by systematicness and ecologicality, which requires constructing a theoretical framework for a “digital-intelligent ecological city” supported by digital-intelligent theories, governance ecology theory, and the people-centered city theory. Taking people-centeredness as its logical starting point, the framework builds an integrated “physical sensing-human sensing” data perception system, develops generic supporting capabilities centered on the urban intelligent hub, and enables smart cities to form an operational mechanism of “self-perception, self-decision-making, self-execution, and self-optimization”. Practically, it is embodied in three key integrations: data integration, digital-intelligent integration, and digital-physical integration. On this basis, smart cities will transform from holistic digitalization to holistic digital-intelligentization, and embedded in the process of high-quality urban development, becoming a key path to support the construction of modern people-centered cities and advance the basic realization of socialist modernization.

123 Educational Kung Fu: A Fundamental Concept for Constructing An Autonomous Knowledge System in Pedagogy

The Educational Kung Fu is a teaching and nurturing ability and Kung Fu developed by the subject in educational practice. It takes the cultivation of embodied nature as the foundation, the practice of teacher-student relationships as the field, the generation of “cross subjectivity” ability as the core, and the goal of achieving “becoming oneself” and “becoming an adult”. The Educational Kung Fu is rooted in the Ontology Kung Fu theory of traditional Chinese philosophy, aiming to respond to the fundamental issue of education in the era of digital intelligence: how to achieve an educational realm that unifies “becoming oneself” and “becoming an adult” in the teacher-student “relational practice” that technology cannot and should not replace. On the one hand, it inherits the embodiment, generativity, and irreplaceability of the Ontology Kung Fu on the path of individual “becoming oneself”; on the other hand, it goes beyond its single focus on individual dimensions and expands its perspective to the field of teacher-student relationships, pointing towards the generation and acculturation of “cross subjectivity”, thereby achieving the internal connectivity of “becoming oneself” and “becoming an adult” in the educational process. The Educational Kung Fu is not only the inner soul that integrates teaching methods, and technical means, but also the objective existence that enhances the value of teaching and academic research, and the comprehensive educational literacy the encompasses instrumental rationality and value rationality. Theoretically, the Educational Kung Fu have created a Chinese and autonomous connotation in the construction of the discipline of education, establishing the core paradigm of the “Humanistic Reasoning” in pedagogy; In practice, it guides educators to return to “relational practice”, advocates a research style of “leading by example”,promotes the deep construction of Chinese educational discourse, and anchors humanistic coordinates for education in the wave of digitalization, thus returning education to the eternal mission of “making people become human”.

133 Geographical Dimensions and Cognitive Construction of Chinese Modernization in Global South Media

Chinese modernization, as a novel practice transcending Western-centric development paradigms, necessitates theoretical elaboration of its international communication mechanisms and cognitive landscapes—a pivotal task for shaping Chinese image. Drawing on a multilingual corpus (2012-2024) from Global South media, this study employs a mixed-methods approach to systematically examine the evolutionary process and inherent logic of perceptions of Chinese modernization among mainstream Global South media. Findings reveal that the Global South’s cognition follows a spiral evolution marked by “cautious observation and skepticism—gradual acceptance—active engagement”, with significant regional variations. These divergent trajectories are primarily shaped by the interplay between regional historical legacies, geopolitical characteristics, and the essential attributes of Chinese modernization. Notably, while media reporting in the Global South tends toward neutrality, vestiges of Western discursive hegemony persist in certain narrative frameworks, undermining the comprehensiveness of perceptions in the Global South. Consequently, international communication of Chinese modernization must move beyond unidirectional experiential dissemination. Strategic differentiation in storytelling, diversified communication platforms, and concrete content offerings are essential to enhance targeted communicative efficacy, counter Western discursive containment, foster cognitive resonance with the Global South, and build a more effective international communication system.

141 From “the Reconciliation within Necessity” to “Objective Power”: Marx’s Transcendence over Hegel’s “Actuality” Thought

The manifestation of the “actuality” of dialectics through “objective power” and the subsequent critique and transcendence of Hegelian dialectics constitute a crucial link in the transformation of Marx’s philosophy. Hegelian dialectics appeals to the dialectical movement of spirit to grasp the “things-itself”, believing that this process highlights “actuality”, which includes the unity of essence and existence, the reconciliation of reason and reality, and the inevitability of the development of logic. However, due to the fact that absolute spirit, as an inevitable priori existence, presupposes the entire speculative structure, “actuality” ultimately becomes a link for the spirit to restore itself, leading to the suppression of the individuality of things by the logic of inevitability, and the process of rational speculation being confused with the historic development. Marxist dialectics grasps the objective relationship between human beings and external nature based on sensory activities, grasps the objective relationship between human beings and external nature based on social relationships, grasps the objective relationship between human beings and social history based on the duality of “real individuals”, and grasps the dialectical relationship between special facts and general laws based on specific historical conditions, thus separating “actuality” from the abstract spiritual realm and endowing it with realistic content. On this basis, Marxist dialectics is based on the dynamic changes in the connotation of the “social existence” of reality beyond the abstraction of thinking, as well as the “reproduction” relationship between specific cognition and specific existence, to analyze the specific historical form of the objective activity mechanism of human beings. In essence, Marx rejects to reconcile reality with necessity within a speculative framework and aims to transform the world from the specific historical conditions of the real world, thus truly surpassing the Hegelian philosophy of concept movement.

152 “Semi-Religious and Semi-Philosophical”: The Hermeneutic Characteristics and Implications of Annotations on the Analects

As a seminal work exploring Confucian-Buddhist syncretism, OUYI Zhi-xu’s Annotations on the Analects exhibits a “semi-religious and semi-philosophical” character. On the “semi-religious” dimension, the text acknowledges the existence of supernatural forces and draws analogies between Buddhist deities and Confucian sages, while simultaneously emphasizing the moral subject’s self-awareness and autonomous agency, thereby infusing faith with a rational spirit of “immanent transcendence.” On the “semi-philosophical” dimension, it employs Buddhist dialectics to deepen Confucian philosophical principles, yet consistently upholds virtue-based praxis as its orientation, ultimately anchored in Confucian practical rationality. Both dimensions are integrated within the framework of theory of mind-nature, grounded in the doctrine of inherent goodness. This results in a structural synthesis in interpretation: the transcendent dimension of Buddhism enriches the metaphysical depth of Confucian heart-mind theory, while Confucian practical rationality moderates Buddhism’s otherworldly tendencies, ultimately pointing toward a spiritual realm that is both worldly and transcendent. Rather than dissolving the subjectivity of Confucian thought, Annotations on the Analects instead utilizes Buddhist resources to highlight the remarkable inclusiveness inherent in Confucianism itself, as well as its distinctive balance between ultimate concern and practical rationality. It demonstrates an interpretive wisdom that respects the transcendent dimension while elevating subjective rationality, absorbs heterogeneous dialectics while returning to concrete praxis. Thus, the work offers a concrete illustration of the Chinese philosophical tradition characterized by “harmony in diversity” and “comprehensiveness,” while also providing a valuable interpretive approach and methodological insight for contemporary reflections on dialogue and transformation between classical and modern philosophies.
