5 Chinese-Style Modernization and “Gradual Reform” with Chinese Characteristics

As a successful transition, Chinese-style modernization has demonstrated a unique path and enriched the theoretical connotation of transition economics. Progressive reform with Chinese characteristics is the path of institutional change for realizing modernization that suits China’s national conditions. It influences the process of institutional change and Chinese-style modernization in Chinese society through four logics: From the perspective of the evolution mode of institutional change, the mandatory institutional change designed by the central government at the top level and the induced institutional change triggered by special policies, as the two aspects of institutional supply and demand in the reform process, are complementary in institutional performance. From the perspective of the specific implementation path of institutional change, the combination of top-down mandatory institutional change, which is dominant, and bottom-up induced institutional change, which is the result and driving force of mandatory institutional change, constitutes the internal evolution logic of the institutional performance of the progressive reform with Chinese characteristics; from the perspective of the main body of institutional change, the “dual system” and the “dual policy” are the two aspects of the reform process, and the “dual system” is the two aspects of institutional supply and demand. From the perspective of the main body of institutional change, the “double main body structure” is not only an important factor for the progressive reform with Chinese characteristics to unleash potential institutional performance but also an indispensable institutional force for the continuous advancement of Chinese modernization; from the perspective of the driving mechanism of institutional change, Hong Kong and Macao, as “exogenous variables” with great potential, exert significant influence through the learning effect, impacting the development of Chinese modernization. From the perspective of the driving mechanism of institutional change, Hong Kong and Macao, as “exogenous variables” with great potential, facilitate the gradual formation of “adaptive expectations” in the Special Economic Zones (SEZs) through the combined effects of the learning and imitation effects, continuously strengthening the endogenous driving force of progressive reform with Chinese characteristics and thus accelerating the pace of Chinese-style modernization.

At present, our country’s social work practice is in the new era orientation and national governance structure of Chinese path to modernization. The establishment of Society Work Department provides a new organizational ecology and institutional development space for social work practice. In the structural framework of grassroots governance, social work has gained the value and meaning of national grassroots governance by its dual role of boosting the sinking of national power and cultivating grassroots social autonomy. Based on this, the value, content, and methods of social work as basic elements must adapt to the needs of the times and transform. “people-centered” enriches the value of social work in the new era, not only containing the value of traditional individual empowerment, but also highlighting the public value of respecting and protecting the interests of the group and society. The content of social work practice should not only be expanded and optimized to meet the needs of grassroots governance, but also to enhance the quality of social work through “specialized” services. 28 How Traditional Japanese Crafts Have Engaged with the International Market Since Modern Times

Since modern times, Japan has established a foundation for trade with Europe and the United States by exporting traditional crafts in response to the Western “Japanism” movement’s “museological desire” for “Old Japan” driven by the need for promoting industry. The policies on “antique art” and the Mingei movement (民芸運動, folk craft movement in Japan) provided technical, institutional, and consumer bases for the post-war revival of Japanese crafts, while also accumulating intellectual resources for re-entering the international market. After World War II, traditional Japanese crafts were preserved under national protection policies but fell into decline following a period of rapid economic growth. In the 1970s, Japan attempted to revitalize the industry through the implementation of the on the Act on the Promotion of Traditional Craft Industries. However, due to the shrinking domestic market and the influx of high-cost-performance overseas products, exploring overseas markets became a practical choice for the living transmission of traditional crafts. Currently, the traditional Japanese craft industry has shifted from a defensive to an offensive strategy. Utilizing a unique system of official support and the collaborative efforts of government, industry, academia, and media, it has established an export model based on the concept of “glocalization”. This model involves cross-disciplinary product development, overseas exhibitions, innovative alignment with niche markets, and feeding back into large-scale production. This approach has continuously given rise to leading companies in global niche markets and places a strong emphasis on addressing global issues such as environmental protection, sustainable development, and the construction of a circular society. These initiatives gradually permeate consumers’ daily lives, offering solutions derived from Japanese craftsmanship. Ultimately, this points towards the collective international expansion of a “Japanese Craft Corporation” that shares resources across factories, production areas, and industries.

38 From Spices to Traditional Chinese Medicine: A Study on the Introduction and Chinese Medicine Transformation of Cablin Potchouli in Ancient

Cablin Potchouli was introduced to Lingnan from Southeast Asia as early as the Han and Wei dynasties, for a long time it was considered to be“all sharing one wood”. In the Song Dynasty, Cablin Potchouli began to be planted on a large scale in Lingnan, becoming the geo-authentic producing areas and main tribute area for Cablin Potchouli. In its early days, Cablin Potchouli was mainly used as a spice for perfumes and cosmetics, and when it was used in medicine, it was mainly for beauty and fragrance. The medicinal effects of Cablin Potchouli gradually became known after the Southern Dynasties.The medicinal use of Cablin Potchouli began in the Tang Dynasty. The Chinese medicine transformation of Cablin Potchouli was marked by the appearance of “Huoxiang Zhengqisan”in the Song and Yuan dynasties, Cablin Potchouli became a key drug for treating stomach and spleen vomiting. After the Ming Dynasty, the use of Cablin Potchouli in medicine appeared a lot of teration, so it turned to use both leaves and branches. The Chinese medicine transformation of Cablin Potchouli is an example of many foreign species being sinicized. Cablin Potchouli was introduced into China along with other spices through the Silk Road and while retaining its spice properties, it was incorporated into the Chinese herbal knowledge system, becoming an important material for the multicultural convergence of traditional Chinese medicine. The introduction and Chinese medicine transformation of Cablin Potchouli indicate that on the one hand, since the Han Dynasty, with the opening of the Silk Road and the Sino-foreign exchanges, many plants originally from abroad have been introduced to China. These domain foreign parts of plants gradually came to be used as medicine, and entered clinical medicinal use in China, reflecting the inclusiveness of traditional Chinese medicine culture. On the other hand, since the Han Dynasty, traditional Chinese medicine scholars have interpreted the nature and function of foreign plant, initiating the process of sinicization of foreign plant drugs, and the boundaries between foreign plant drugs and traditional Chinese medicine have gradually blurred, reflecting the assimil power of traditional Chinese medicine culture.

45 Individual Value and Generation Mechanisms of Virtual Public Cultural Space

The virtual public cultural space demonstrates a morphological structure and operational mechanism that are different from those of the traditional real space, so it has special value manifestations in meeting the people’s spiritual and cultural needs. Based on a cyber ethnographic study of two online reading communities, Douban groups and WeChat group chats, this paper analyzes the positive value that virtual public cultural space bring to people and the mechanism of its realization. The process of community members’ entry, participation, and movement within virtual public cultural space shapes and sustains the triple configuration of communication, memory and performance spaces. Community members obtain security value in the process of interacting with the communication space, identity value in the process of interacting with the memory space, and self-realization in the process of interacting with the performance space. The consensus of rules jointly constructed by community members is the base point of value generation, the interaction between private life and public sphere form the driving force of value generation, and the pursuit of ideal self becomes the value objective of virtual public cultural space. Cultural practices represented by reading reflect people’s developmental needs and ideal goals, and virtual public cultural space provide supporting conditions for this process. The core essence of guiding the construction of virtual public cultural space lies in highlighting and giving full play to people’s dominant position, so as to meet their essential demands for self-development. In this way, virtual public cultural space will become a new engine driving individual growth and social progress.

56 Theoretical Logic and Practical Approach of Public Interest Litigation for Cultural Heritage Protection

Public interest litigation for cultural heritage protection is a concrete manifestation of the Chinese-style modernization of the rule of law in the practice of public interest litigation systems, and an institutional innovation with Chinese characteristics in the construction of a socialist cultural powerhouse. China’s cultural heritage protection system faces issues such as the lack of public participation rights in cultural heritage preservation, inefficiencies in traditional judicial remedies, and the inability of environmental public interest litigation to comprehensively safeguard intangible cultural heritage, all of which necessitate institutional optimization. China’s cultural heritage legislation has undergone a paradigm shift from special property law to laws safeguarding cultural human rights, while the theoretical foundation of cultural heritage protection has transitioned from property rights to cultural human rights. The public welfare nature inherent in cultural heritage protection aligns with the public interest litigation system designed to protect societal public interests. Applying public interest litigation to cultural heritage protection can address the shortcomings of traditional litigation systems in this domain. Building on China’s existing institutional framework and appropriately drawing on international best practices, it should clearly define cultural heritage rights in law, grant citizens the standing to initiate civil public interest litigation, clarify the application hierarchy between civil and administrative public interest litigation, and prioritize administrative public interest litigation. This approach will achieve optimal outcomes in cultural heritage protection and fully realize the goal of legalizing public interest litigation.

68 How Digital Trade Affects the Innovation Efficiency of Enterprise:A Natural Experiment Based on the Cross-border E-commerce Comprehensive Test Area

The rapid development of digital trade has brought far-reaching impacts on enterprises’ technology, management and market innovation. Taking the A-share listed companies in Shanghai and Shenzhen from 2011 to 2022 as samples, and taking the cross-border e-commerce pilot zone as a natural experiment, this paper systematically analyzes the impact of digital trade on the innovation efficiency of enterprises and its mechanism. The results show that digital trade has a significant positive promoting effect on the innovation efficiency of enterprises, and digital trade has shown significant cumulative enhancement characteristics through the pilot policy of the cross-border e-commerce pilot zone. Digital trade optimizes the allocation of human capital of enterprises through skills improvement and knowledge dissemination, eases financing constraints by improving enterprise information transparency and opening up more financing channels, and enhances the governance level of companies by improving corporate governance systems and improving corporate management efficiency, thereby promoting the improvement of corporate innovation efficiency. In addition, digital trade has a more significant effect on enhancing the innovation efficiency of non-state-owned enterprises, large enterprises, capital-intensive and technology-intensive industries, industries with low market competition, manufacturing enterprises, and enterprises in the central and western regions. Government departments should further promote the construction of digital trade infrastructure, optimize digital trade policies, promote the digital transformation of small and medium-sized enterprises, and encourage enterprises to participate in the global digital trade network, to better play the role of digital trade in promoting the innovation efficiency of enterprises.

80 Empowering with Data: The Effect of Data Factor Market Building on the New Quality Productivity of Enterprises

In the context of high-quality development of the digital economy, improving the quality and efficiency of data factor flow is a key part of promoting new quality productivity of enterprises in the new era. This paper takes the construction of the data factor market platform as a quasi-natural experiment to empirically test the impact of data factor market construction on the new quality productivity of A-share listed firms in China’s Shanghai and Shenzhen cities, the mechanism, and the change of the effect under the synergy of policies. The empirical results find that data factor market construction can effectively enhance firms’ new quality productivity. The heterogeneity test finds that data factor market construction has a more significant new quality productivity-driving effect on firms with high environmental uncertainty, digital transformation, and growth and maturity. The mechanism study finds that optimizing information quality, reducing inefficient investment and enhancing internal control capabilities are the specific channel mechanisms through which data factor market construction empowers enterprises’ new productivity. Policy synergy research finds that data factor market construction and science and technology financial reform pilot policies, in synergy, can give enterprises greater acceleration of new quality productivity enhancement. Government departments should put more effort into supporting localities to implement differentiated data factor-enabling policies based on their factor endowments, accelerate the construction of big data infrastructures, and fully promote the synergies of multiple policies to enhance the driving effect of data factor market construction on enterprises’ new productivity.

As an organic combination of digital technology and inclusive finance, digital inclusive finance can effectively reduce the financial threshold, accelerate the sinking of financial services and resources to the county industry, accelerate the optimization of the county economic structure, and promote the high-quality development of county economy. Based on the data of 1866 counties in China from 2011 to 2022, the empirical study found that digital inclusive finance can significantly promote the high-quality development of county economy, and the higher the development level of the former, the stronger the enabling effect on the high-quality development of county economy. Specifically, digital inclusive finance can not only accelerate the digitalization, automation and intelligent transformation of county industries, enhance the added value of each link of the county industry chain, but also provide financial support for county agricultural enterprises, promote the coupling of traditional production factors and data factors, and generate new technologies, new formats and new applications, so as to create agricultural new quality productivity and promote the high-quality development of county economy. Digital new infrastructure can accelerate the digitalization and scenario-based transformation of traditional financial services, and amplify the empowering effect of digital inclusive finance on the high-quality development of county economy. Regions with high marketization level and urban agglomerations have advantages such as perfect financial system and concentration of resource factors, which makes the enabling effect of digital inclusive finance more significant. In the future, China should deepen the innovation of digital science and technology and promote the efficient development of digital inclusive finance, effectively build a “double-chain coupling” science and technology system that adapts to the development of agricultural new quality productivity, strengthen the transformation of the agricultural industry chain into an integrated linkage mechanism, promote the development of agricultural new quality productivity, and provide factor engines for promoting the high-quality development of county economy.

105 Regulatory Intervention: Government Behavior Logic in Agricultural Industry Governance

Under the background of accelerating the construction of agricultural power and implementing the rural revitalization strategy, agricultural industry governance has become an essential issue in grassroots governance. Based on the case of the maize seed industry in L County, the paper constructs an analytical framework of “regulatory intervention” from the perspective of government regulation, discusses the practical basis and operation process of agricultural industry governance, and explains the internal logic of agricultural industry governance on this basis. It is found that due to the imperfect market mechanism, the agricultural industry is easy to fall into the dilemma of disorderly development and increased governance risks. Through the management of market entities based on administrative norms, the allocation of production factors based on county society and the prevention and control of industrial risks based on public interests, the county government has reconstructed the market order of the agricultural industry to a large extent and promoted the orderly development of the agricultural industry. In the above governance process, on the one hand, the county government strengthened the government’s ability to restrain multiple subjects through the flexible use of complex regulatory tools, and on the other hand, it built a diversified control mechanism through multiple resource mobilization, laying a foundation for the role of complex regulatory tools. The regulatory intervention provides an important perspective for understanding the governance of the agricultural industry, helps to clarify the ways and limits of government intervention, and has reference significance for accelerating the construction of agricultural power and promoting rural revitalization.

115 Seeking Common Ground While Preserving Differences: The Commonality and Particularity of Economic Law Liability and Other Branches of Legal Liability

Refining the theory of economic law liability marks a significant step toward the maturation of economic law as a discipline. However, academic research on this subject remains incomplete. Currently, two primary perspectives dominate the discourse on the existence of economic law liability: the “negation theory” and the “affirmation theory”. Both viewpoints overemphasize the distinction between economic law liability and other branches of legal liability while neglecting their interconnections. The lack of a dialectical perspective makes the theory of independence of economic law responsibility relatively limited. To achieve a rational understanding of economic law liability, its particularity should be explored based on recognizing its commonality with other legal liabilities. Through the approach of “seeking common ground while preserving differences”, its independence should be clarified while adhering to the research framework of “essential commonality—methodological innovation—categorical differentiation—independent liability”. Specifically, the first step is to explore the commonality of legal liability and clarify that the essence of all legal liabilities lies in the “detriment” that legal subjects must bear as a consequence of sanctions. Secondly, research methods should be innovated by discarding the traditional “liability-independence” analytical paradigm and reconstructing a new framework of “independence—subject—conduct—liability” to explore the particularity of the elements and classification of economic law liability. Finally, based on this new analytical paradigm and classification system, ambiguities between economic law liability and other branches of legal liability should be resolved, thereby establishing the independence of economic law liability and ensuring the self-sufficiency and self-consistency of the responsibility theory of economic law.

124 The Documentary Concept, Poetic Exploration, and Limits of Canonization in Chinese Writer Biopic Films Since the New Century

As a sub-genre of biographical films, writer biopic films not only provide us with useful references for recalling cultural memories and tracing the lives of writers but also bridge the gap between popular literature and serious literature to a certain extent, filling the gap of humanistic spirit in film creation. Since the new century, compared with Western writer biopic films, Chinese writer biopic films have built up the genre elements of this series with their unique documentary concepts and poetic explorations. The research reveals that its documentary concept is embedded in the narrative practice of audiovisual translation and cross-media reconstruction, striving to establish a contractual relationship based on the commitment of biographical facts among creators, subjects, and audiences, seeking a balance between the narrative rights of creators, the privacy rights of subjects, and the right to know of audiences, and ultimately hoping to achieve a tacit understanding at the ethical level. Based on China’s unique literary tradition, creators pay more attention to concretizing and lyricizing the unique emotional world behind the works of writers. In this way, they achieve the ideological intention of spiritual homecoming. In terms of canonization construction, the understanding and grasp of the spiritual essence of writers and works significantly affect the ideological quality of such works. However, in the creation of such films, there are also issues such as the rigid perception of specific writers, vague genre awareness, and the lack of an established stable narrative style. These problems lead to shortcomings in the films’ ideological depth, narrative strategies, and genre style.

133 The “Sound-Meaning View” and “Naming-Reality View” in Pre-Qin Chinese Philosophy of Language

Language is a symbolic system that combines sound and meaning, from the perspective of linguistic philosophy, the problems of sound and meaning that the ancient Chinese philosophers contemplated and the problems of names and reality are both within the scope of philosophical epistemology. “Sound” and “meaning” are components of “names”. The linguistic symbols that combine sound and meaning are the material substance for constructing “names”, which have stronger tool-like characteristics, and the speculative attributes of the sound and meaning problem are weaker than those of the name and reality problem. The ancient Chinese philosophers used the sound and meaning relationship of the Chinese language to explore the world and produce information. The “sound and meaning view” and the “name and reality view” of the ancient Chinese philosophers both played a role in the intellectual enlightenment of ancient Chinese linguistic studies. The sound and meaning view gave birth to ancient Chinese phonetics and semantics, while the name and reality view gave birth to ancient Chinese lexicography. The emergence of the “sound and meaning view” and the “name and reality view” of the ancient Chinese philosophers had a common social and political background, but their main contents had obvious differences.

Constructing the “Chinese-specific educator spirit” emphasized by President Xi Jinping is a pivotal step in advancing China’s high-quality educational development and building a modernized education system. The term “specific” here signifies that the spirit of educators in the new era must embody the essence of China’s excellent traditional culture. Laozi’s educational philosophy, as a naturalistic view of education, aligns inherently with the value logic of contemporary education: returning to the essence and authenticity of education, recentering life in the educational process, and shaping a future-oriented educator spirit.In terms ofsubjectivity, Laozi’s “simple and unadorned view of human nature” and his emphasis on cultivating the “authentic self” lay the foundation for constructing the subjectivity of educator spirit. Regardingvirtue, Laozi concretizes “acting in harmony with the Dao” into inward “dwelling in what others detest” and outward “non-contention as contention,” offering moral principles of “self-adaptation” and “altruism” for educator spirit. Inmethodology, Laozi’s advocacy of “rare speech” (希言), “valuing actions over words” (贵言), and “emptiness that never exhausts” (虚而不屈) provides a framework for educators to exemplify “moral integrity as a model for scholars” and “conduct as a benchmark for society”. Onspiritual realm, Laozi’s values of “creating without possessing” (生而不有) and “dedicating oneself to the world” (以身为天下) inspire modern educators to pursue a selfless educational ideal where “achievements are made without claiming ownership”. By revitalizing Laozi’s perspectives on authenticity, virtue, methodology, and values, this study aims to reshape the subjectivity, ethics, methods, and spiritual realm of educator spirit in the new era, thereby returning education to its essence, eliminating utilitarian pitfalls, and constructing a unique Chinese educator spirit rooted in traditional cultural excellence.

From the perspective of the materialist conception of history, Marx’s narrative of world history reveals, through the multiple concepts of material production, universal interaction and social division of labor, the laws and motives of history's shift from the territorial to the universal, as well as the practical path to the communist “union of free men”, and has become the source of the theoretical and practical narrative of a community with a shared future for mankind. Along with the unprecedented development of multi-polarization, economic globalization and digital informationization, human societies have demonstrated an unprecedented common destiny of “class meaning” in the course of mutual integration cooperation and exchange. Global impacts and challenges are also intertwined and superimposed, and the inherent contradictions of the Western “center-periphery” type of capitalist modernization are unavoidable. At the new stage of world history, a community with a shared future for mankind appears in the practice of China’s road, which is the inevitable logic of the evolution of China’s relationship and interaction with the world, and is the answer to the question of the “meaning of the world”.
