The“people-centered” development thought transcends the practical paradox of Western humanism discourse and the simple "people-based" thought of ancient China, inherits and continues Marx's people-centered thought. It is the theoretical manifestation of historical materialism and the practical expression of the CPC's original aspiration of pursuing happiness for the people. The people-centered thought and the basic policy of taking economic development as the central task is connected by the basic line of development, and our original aspiration and ultimate goal of development is to serve the people. We should remain true to this aspiration and keep the mission firmly in mind of pursing development and happiness for the people. The people-centered principle is based on people-oriented logic, refutes the hidden development boundary of the Western“material-oriented” logic, human alienation, and inherent defects of capital, and safeguards people's economic rights, political rights, cultural rights, social rights, and ecological rights, helping achieve harmony between man and nature, man and society, and among human relations. Therefore, the people-centered principle represents the fundamental stance of putting people first, the idea of taking people as the primary driving force for social progress, the fundamental goal of people sharing the benefits of development, and the conception of taking people's judgment as evaluation criterion. It is followed through in the process of battling against poverty, responding to people's yearning for better life, and realizing comprehensive human development, and it is of theoretical value and practical significance for the realization of the great rejuvenation of the Chinese nation.

15 The New Turn of Platform Labor: the Dynamics, Mechanism and Direction of Live Streaming Sales of Officials

Live streaming sales is a new form of platform labor. As a new form of webcasting to promote the resumption of work and production, poverty alleviation and agriculture subsidies, and consumption stimulation under the COVID-19, live streaming sales of officials refers to a new network marketing model in which officials use live streaming technology to communicate with consumers while displaying and selling products on the Internet platform. Under the government's credit endorsement, consumers trust official when they live stream in terms of their personality, system and data, which is the basis for their effective livestream sales. The real in-depth interaction between officials and consumers during their live stream is an important process of their promotion. Digital management based on data and network traffic has become an important management strategy. On the one hand, live streaming officials create a cyberspace with sufficient and reliable information through emotional labor and performance labor; on the other hand, live streaming platforms build an economically driven intimacy through technical configuration. Because of the particularity of their identities, officials not only realize economic value, but also reflect a certain public welfare and emotionality, inspiring a set of algorithmic recommendation system more in line with mainstream values. In the future, live streaming of goods by officials can establish a long-term mechanism at the conceptual level, technical level and basic level, and strengthen regulation and supervision, making it not only a useful way to solve the urgent need for local products to be unsalable, but also an effective way to help rural revitalization.

In the virtual world, micro-media technology is changing the form, rhythm and structure of time. At motivation level, micro-media technology aims to challenge the inherent temporal, rhythmic, and linear attributes of time, and quickly make time consumption in the virtual space characterized with smooth experience, nodes, and symbols, making up for the limitation of the single-point linear time consumption, bridging the space gap of time consumption and removing the language barrier of time consumption. At civilization level, micro-media technology has become the builder of time-based social civilization, and brought about new time civilizations in terms of curves, circles, leisure and symbols, so as to promote and accelerate the development of social civilization. Micro-media technology is increasingly demonstrating its powerful role and structural energy in the construction of social civilization, and virtual time consumption is becoming more pragmatic, simple and efficient, which shows the function and value of virtual time in reducing time cost or enhancing time efficiency. There is no doubt that micro-media technology creates a time-consumption paradox. Entertainment is not only a pastime for relaxation and enjoyment, but also special practice for humans to transcend the limitations of reality by virtue of their imagination. From the perspective of humanistic care, the appearance of the Metaverse marks a major historical node triggered by entertainment digitalization movement: human cultural life is going beyond the real setting defined by material world, and extending to the virtual world created freely by human beings; through the metaverse platform, human beings are entering an era of cross-border life in which the physical world and the digital world are connected. There must be inherent social risks, which may result in social problems such as addiction and boredom of different degree. But more importantly, it will bring new life into the humanities, and will be widely used in literary and artistic creation and thus provide a broader space for it. As the internal motivation for human beings to create the Metaverse, entertainment serves more than entertaining purposes in the process of digital transformation, providing application scenarios for many scientific and technological achievements, thus becoming a civilization driving force affecting all fields of society. In other words, under the modulation of the humanistic attitude of “Tech for Social Good”, the Metaverse will transform the entertainment activities that were originally only a consumption and recreational activity into creative and productive humanistic digital activities, and thus the Metaverse itself becomes a productive force that drives human cross-border life.

Consumption behavior of cultural products keeps changing. Consumers can only determine their cultural consumption behaviors based on limited information of cultural products and personal preference, which requires consumers to have clear idea of their personal preference for cultural consumption and to evaluate whether the cultural products can meet their needs. Personal preference and the ability to evaluate cultural products entails the consumer's accumulation of cultural capital. Cultural capital is attained by consumers in the cultural consumption process, and influences their subsequent consumption behaviors. Both culture and tourism are aimed at meeting people's cultural consumption needs. Cultural consumption experiences are conducive to the accumulation of cultural capital. In the process of cultural consumption consumers develop the habit of integrating culture and tourism. The consumers' demand for innovative cultural products provides new opportunities for the integration of culture and tourism. The increasing benefits of cultural consumption is the key driver for the integration of culture and tourism. On this basis, the change of cultural consumption behavior provides new cultural capital for the integration of culture and tourism, increases consumers' demand for the integration of technology and products of culture and tourism industries, and promotes the organizational integration and market integration of culture and tourism industries.

52 Types, Policies and Roadmap of Regional Development of Chinese Film and Television Industry

Under the adjustment of global film and television industry and the COVID-19 pandemic, Chinese film and television industry is speeding up its reshuffle. At present, there are three types of companies in Chinese film and television industry: companies with the whole industry chain, companies focusing on film and television shooting, and companies focusing on film and television investment. In terms of the number of radio and television program production agencies, Beijing, Shanghai, Hangzhou and Horgos are among the top. In terms of the aggregation of key film and television companies, Beijing and the Yangtze River Delta region account for more than 80% of the country. In terms of the number of cinemas, they are evenly distributed in major cities. In terms of box office, the four economically developed coastal provinces of Guangdong, Jiangsu, Zhejiang and Fujian and the four first-tier cities of Beijing, Shanghai, Guangzhou and Shenzhen contributed the most. Film and television policies in key regions are mainly concerned about four aspects: production, broadcast and awards, companies and talents, investment and financing, and activities in film and television industry. All regions should increase policy support for original film and television scripts, film and television production talents, and R&D in film and television industry. In accordance with their regional characteristics, cultural resources, policy permission and other factors, the key regions follow four paths for the development of their film and television industry: film and television bases, film and television production, film and television technology, film and television policies. In the context of unbalanced and inadequate development of regional film and television industry, all regions should speed up improving film and television policies and development paths, boost the consumption of film and television culture, and promote the high-quality development of regional film and television industry.

62 Risks and Regulation of the Development of Private Digital Currencies Based on Blockchain Technology

Private digital currencies have entered our life and rapidly developed with blockchain technology. From historical perspective, currencies have gone through four major stages of commodity currencies, metal currencies, legal tenders, and digital currencies, and the transition from legal tenders to digital currencies is a big leap. Being an important part of digital currencies, private digital currencies have advantages over non-digital currencies. They are built upon blockchain technology and take distributed ledgers as the transaction prerequisite, which is conducive to the internationalization of currencies. Although the development of private digital currencies has greatly boosted financial innovation, there are great financial, technical and legal risks in the development of private digital currencies. We can draw on the risk management experience of private digital currencies in foreign countries to formulate systematic measures to regulate private digital currencies and promote the steady development of private digital currencies in China. Firstly, we need to put more efforts in regulating private digital currencies to guard against monetary policy risks. Secondly, we need to unify financial regulations to consolidate the critical infrastructures for private digital currencies. Thirdly, we need to be wary of technocentrism and improve risk management. Fourthly, we need to toughen supervision over tax evasion, and actively participate in the international cooperation against tax evasion with digital currencies. Lastly, we need to improve the anti-money laundering and anti-terrorism financing mechanisms for private digital currencies to prevent crimes with digital currencies.

74 The Construction of the New Development Pattern Based on a Unified National Market: Logic Direction, Impediments and Roadmap

The establishment of a national unified market is the basis and intrinsic requirement for the construction of a new development pattern. The construction of the new development pattern based on a national unified market follows four theoretical logics: circulation is essential to market economy; smooth circulation is the internal requirement; openness is the key to smooth internal and external circulation; coordinated development of internal circulation and external circulation is the core for the new development pattern. The construction of the new development requires four changes: in terms of demand, we need to shift from export market to domestic demand; in terms of competitive advantage, we need to shift from low-cost advantage to super-large market advantage; in terms of the growth of market value, we need to shift from technology import to technology innovation; in terms of openness, we need to promote both domestic openness and openness to the outside world rather than only focus on the latter. There are many impediments to the construction of a new development pattern: the misplaced role of the government destabilizes the market; the construction of the main structures such as market rules and facilities falls behind; innovation does not have a strong impact on supply; domestic openness and openness to the outside world is not coordinated, resulting in underpowered circulation; the existing distribution pattern has limited impact on supply. To remove these impediments, we should define the boundary between the market and the government, promote the transformation of government functions to reinforce the rule of law and regulatory services, improve rules and facilities for a high-standard unified market, speed up the modernization of innovation-driven industrial chains, build a concerted open system integrating domestic openness and openness to the outside world, and improve the national income distribution system.

85 Three Dimensions of Mencius' Political Jurisprudence: Wang Dao, Wang Zheng and Wang Zhi

Mencius' jurisprudence is mostly political jurisprudence. His political jurisprudence can be perceived from three dimensions of Wang Dao (the kingly way), Wang Zheng (the kingly way of politics) and Wang Zhi (the kingly rule). Wang Dao has metaphysical characteristics and can be regarded as the theoretical basis of Mencius' political jurisprudence. Wang Zhi has physical characteristics and can be regarded as the institutional representation of Mencius' political jurisprudence. What lies between Wang Dao and Wang Zhi is Wang Zheng. This concept appeared in the early stage of Chinese civilization. It is not only representative of a political system, but also of great significance in terms of jurisprudence. Wang Zheng, with Wang Dao as its basis and Wang Zhi as its form, represents Mencius' vision of ideal polity. Mencius' political jurisprudence makes comprehensive, systematic and profound criticism on the political reality of going against Wang Dao, Wang Zheng and Wang Zhi, reflecting the essence and style of critical jurisprudence and creating the critical jurisprudence from the perspective of Confucianism. As an ideological mentor of his time, Mencius provided great spiritual resources comparable to political power and economic wealth of the time. For this reason, Mencius' critical jurisprudence is truly enlightening and inspiring.

96 Algorithms-embedded Public Credit Evaluation:Internal Logic, Risk Review and Regulation Approaches

Public credit evaluation is the core system of credit supervision. With the iteration of algorithm technology, its advantages in public credit evaluation are becoming increasingly obvious. The intelligent fusion of “data + algorithms” is the technical logic of algorithms-embedded public credit evaluation. Promoting the modernization of government governance and improving social credit is respectively the practical logic and value logic of algorithms-embedded public credit evaluation. However, while giving full play to the technical advantages, algorithm may also cause triple risks in public credit evaluation: technical risks(mainly including black box algorithms and data breach), legal risks(mainly including power abuse and data abuse), and ethical risks(mainly including algorithmic supremacy and algorithmic bias). In view of these risks, it is advisable to adopt a “holistic perspective” and a “process-based approach” in regulation. In the ex-ante stage, it is necessary to formulate technical standards for algorithmic credit evaluation, establish an algorithmic information disclosure system, and improve the algorithmic impact assessment system. When applying algorithm technology in public credit evaluation, it is necessary to use the principle of administrative rule of law to restrain administrative power, and use credit and personal information rights to check and balance algorithmic power. In the post-event stage, it is necessary to improve the public credit evaluation objection appeal system, and at the same time strengthen the algorithm audit and judicial review of public credit evaluation. 106 Nested Organization and Operation Mechanism in Rural Cultural Governance for Promoting Social Civility in Rural Areas

With the stratification of rural community and the wide influence of consumer culture in rural areas, the wedding and funeral ceremony, originally an important way to confirm public rules and enhance unity, has turned in to a vanity fair. Rural public culture is at stake as it has become de-publicity, devalued, and vulgar. The squeeze of social strata in rural areas is increasingly obvious. The funeral and wedding committee, an organization composed of multi-level organizations, can effectively integrate governance resources and rules inside and outside the system, provide space and platform for interaction, consultation and communication among multiple governance bodies, and effectively promote the innovation of local institutional and governance mechanism. In the interactive governance of rural culture, the funeral and wedding committee guides villagers to follow civilized and frugal rules in funeral and wedding ceremonies through community governance mechanisms such as institutional norms, elite demonstration, classified mobilization, and reward and punishment. These non-mandatory measures effectively change people's concept of face and improve relationship among social strata in the community. The local government encourages “the two committees (villagers committee and village party branch committee) to play a guiding role, give legal support to nested organizations, restrain administrative intervention. The introduction of these comprehensive measures gives impetus to social governance, realize the institutional reform of rural culture through guidance, and provided experience reference for the construction of national rural culture civilization across the country.

117 Spatial Segregation in Delivery Riders' Social Integration and Social Work Intervention Approaches

While the Internet odd-job platform is building a shared business ecosystem, making employment more flexible, and precisely matching labor supply and demand, new structural factors put young delivery riders in a dilemma in the process of social integration. Based on the problem analysis framework of spatial segmentation, and questionnaires and semi-structured interviews, we find that young delivery riders are confronted with four major barriers in social integration, namely, the geographical barrier due to their migrant life style, self-limitation due to their low resilience, poor career prospect as they take their current job only as a means of making money for a short period of time rather than a lifelong career (much like what is described in the “ work cave theory” in sociology, which holds that some people work like crazy as if they were in a cave with the belief that they will enjoy their lives the moment they climb out of the cave), and social segregation as a consequence of their failure to fit into their surroundings. To help young delivery riders integrate into their surroundings, we need to establish a social work practice framework centered on“space construction to achieve capital accumulation”, adopt the practical approach with resilience improvement as the core and the“1+2+N+n” social worker collaborative governance model as the middle-level intervention method to help young delivery riders break down the spatial segregation in social integration. Besides, we need to build a “stress relief-support-development-integration” service system for young delivery riders to provide them comprehensive help and support in breaking down physical barriers, seeking psychological help, building interpersonal relationship, and improving social governance, so as to build harmonious communities where people enjoy rational and peaceful environment, treat each other with tolerance, integrity, compassion, and respect. In these communities, where everyone is a part of the community and nobody is kept out, we push the overall development of the communities with service-oriented governance.

127 From Shared Digital Labor to Digital Welfare Sharing

The thriving network economy has brought huge amount of digital resources, which come from people's shared digital labor. These digital resources can bring huge profits to their owners and form a new form of capital—digital capital. Digital capital is the third form of capital following industrial capital and financial capital. Karl Marx believes that the essence of capital is to make profits, and the process of making profits entails the exploitation of regular laborers. This is also the case with digital capital. In the digital economy, the monopoly of digital resources by some companies or individuals may lead to new forms of exploitation, while regular laborers do not share the benefits brought by digital resources in this process. To tackle inequality in digital production and ensure justice for all in benefit distribution, we should ensure opportunity for all people to share digital benefit. On the one hand, digital resources should be available to the public free of charge as long as they do not involve personal privacy or cause security concern. On the other hand, the enterprises profiting from digital resources should proactively share the dividends brought by digital resources in the form of donations, or promote public welfare with their profits.

134 Marx and Engels' Deconstruction and Reconstruction of Family Alienation

The idea of family alienation and abolition of families can be traced back to ancient Greece. In Republic Plato suggested to put women and children into care of the state and abolish families. Early Christian communism practiced asceticism, advocating the renunciation of sexual relations and the abolition of family life. Medieval Christian communism advocated abstinence and celibacy, and having wives in common. The philanthropic Utopian communism advocated public education and national education, elimination of family education and patriarchy, and abolition of families. On the one hand, Marx and Engels criticized the practice of having wives in common, and on the other hand, they proposed abolition of families and gave it its true meaning: deconstructing the capitalist alienated family, eliminating the capital abstraction of the capitalist family and realizing the transformation of the abstract alienated family into the natural family. Family is a historic concept. Families in capitalist society are alienated as they are homogeneous with the production mode under private ownership, and they are both profit-driven, power-oriented and utilitarian. These characteristics can be traced back to the early stage of patriarchal families. The capitalist mode of production not only contributes to these alienation features, but also makes them more implicit and even worse. From the standpoint of Marx and Engels, this mode of production is the internal force for the elimination of alienated families. With the fundamental change of capitalist production relations, alienated families will fall apart, equal gender relations will be forged, and a new advanced form of natural families will be reconstructed.

143 Machine Production and Spatial Discourse of Digital Capitalism

In the era of digital capitalism, machine production has undergone the transformation from “machines improving production” to “production improving machines” and from “production with the machine ”to “production of the machine”. The miniaturization and portability of machine forms enable machines to rapidly move across space. With the aid of machinery, especially micro-machinery, digital capitalism can, on the one hand, get rid of spatial constraints of traditional capitalism and become a ubiquitous and widely available powerful force in physical geographical space. On the other hand, it leads people to indulge in the virtual space created by digital machines, thereby opening up a new geographic space for capitalist non-material labor, digital exploitation and information slavery. The space dominated by machine production is reduced by digital capitalism to “dominated space” and “acquired space”, which inevitably results in space alienation, including the space alienation in which digital machines produce benefits in various spaces, the space alienation in which digital machines keep seeking space hegemony, and space alienation in which digital machines exert reverse control over human living space. These problems have put humans in a serious space dilemma, which requires our immediate attention and critical identification.

152 Changes in View of Locusts in the Historical Writing of Some Places Free from Locust Plagues in the Eastern Han Dynasty

Although the historical writing of the phenomenon that locusts stayed away from some regions had not yet become a fixed pattern for depicting good officials in the Eastern Han Dynasty, it is worthy of study that this type of historical writing first appeared in Dongguan hanji, an officially edited history book. In the past, the academics touching upon this topic believe that this writing is a tribute to good officials, and that it reflects the belief that plaques are the wrath of heaven. Their studies relate this type of writing only to the general background rather than the actual reality of the time. Some researchers mentioned Confucianist divination, but their studies are too general. In fact, the writing of the phenomenon that locusts stayed away from some regions first appeared in Dongguan hanji, which is closely related to the frequent and serious locust plagues in the Eastern Han Dynasty, the prevailing ideological theory of divination, the virtue ethics advocated by the disaster risk management experts, who believed governance by virtue could stop cataclysm in the Eastern Han Dynasty. In particular, Wang Chong mentioned many times in his Lunheng that disaster risk management experts advocated stopping cataclysm by virtue, which changed people's view of locusts from “harmful pests” to “sacred insects”. This has more direct impact on the historical writing of the phenomenon that some regions were free from locust plagues. As a thinker, Wang Chong was aware of the huge impact of the disaster risk management theory on historical writing, and criticized and analyzed this fallacy. Wang Chong's thought has important implications for our in-depth understanding of the historical writing about the phenomenon that some places were free from locust plagues in the Middle Ages.
