13 From Study of Confucian Classics to Sinology: The Disciplinary Evolution and Paradigm Shift of the Study of Mencius since Modern Times

Since the end of the Qing Dynasty, with the impact of Western learning and the push of disciplinary replacement, the study of Mencius has changed from Westernized study of Confucian classics to dissociation of the study of Confucian classics, and then dispersed into studies of literature, history and philosophy. After being included in academic disciplines, forms and research paradigms of the study of Mencius have also changed with the evolution of disciplines. After the dissociation of study of Confucian classics, the study of Mencius was initially transformed into a sort of historical study, falling into an evidence-based and theoretically fragmented situation. Then, the philosophical approaches brought the study of Mencius into conceptual category and back to the field of metaphysics. However, whatever the research paradigm it adopts, the study of Mencius is hindered by professional barriers and binary separation between traditional and modern approaches, making it difficult to advance the overall study of Mencius. Therefore, it is necessary to make sinology, which integrates literature, history and philosophy, a prominent discipline in the future so as to further promote the modern transformation and future development of the study of Mencius.

21 Stages, Characteristics and Theoretical Logic of the Reconstruction of Inspection System since the Reform and Opening up

Since the reform and opening up, the reconstruction of inspection and supervision system of the Communist Party of China has undergone an evolutionary process of preparation, exploration, piloting and development. The characteristics of the evolution of the inspection system are manifested in gradual formation, independent and specialized operation, and powerful implementation. In terms of theoretical logic, reconstruction of the inspection system is an institutional strategy to curb localism and unblock the relationship between central and local governments in the context of the rising localism caused in the process of “delegating power and transferring profits” since the reform and opening up. It is an institutional solution to address the blind spots of the “top leader” with severe supervision. It is also a necessary measure to reduce the operation risk and cost of the system and make the system more acceptable in the evolution from a traditional inspection system to a modern one. Since the reform and opening up, reconstruction of the inspection system has effectively handled the decline of the central power and the difficulty of the Chinese Communist Party in supervising the top leaders of the CPC at all levels. It is a political supervision system with Chinese characteristics within the CPC.

41 Institutional Dimension of the CPC’s Anti-Bureaucracy Experience in the Past 70 Years

Bureaucracy is fundamentally divorced from the nature and tenet of the Communist Party of China (CPC). To build better political culture within the CPC, we must fight against bureaucracy. In the 70 years since the founding of the People’s Republic of China, the central leaderships have taken resolute measures against bureaucracy and other unhealthy political cultures within the CPC. Their institutional orientation has become increasingly prominent. Over time, institutions have gradually become major means to fight against bureaucracy. Although the effects of the institutions are different due to different conditions and practices at different times, the central leaderships have been consistent in the notion of using institutions to fight against bureaucracy with continuous innovation and development, and have achieved great accomplishment in institutional construction against bureaucracy in both ideology and practice, but there are lessons to be learned. Looking back on this historical period, we can find that several generations of communists, through continuous efforts and exploration, keep improving their understanding of anti-bureaucracy campaigns and adopting more scientific approaches to institutional construction.

With the advent of the 5G era, 5G technology has brought about profound changes in the production and life of the entire human society. Intelligentization will become one theme for the development of the times, infiltrating all areas of politics, economy, culture and social development. It is regarded as a trend of social and economic development. The cultural industry, known as a sunrise industry, will develop and confront new challenges along with the 5G technology. Under the influence of 5G technology, the cultural industry will reveal new trend in technology, products, business models, management, etc., greatly changing the production, distribution, exchange, consumption and management of traditional cultural products. The production and consumption of intelligent, personalized, rapid, situation-based and international cultural products and services, as well as multi-agent linkage supervision, will become mainstream. At the same time, the industrial structure and organization based on the production of cultural products will also see dramatic changes in the rapid increase in the scale of cultural industry, the widening differences in the layout of cultural industry, and the obvious trend of cultural industry integration. The industrial integration based on a “win-win” principle will become broader and deeper and become a new growth point for the development of new and old industries.

Perfecting modern cultural market system and realizing high-quality development of the cultural industry in Guangdong-Hong Kong-Macao Greater Bay Area is of great significance for building a dynamic world-class urban agglomeration, integrating into the Belt and Road construction, and building a pilot zone for cooperation between Chinese mainland and Hong Kong and Macao. The modern cultural market system has five major characteristics of creative talents, dynamic production, intelligent products, customized consumption, and diverse capital. To build a modern cultural market system, we need to redefine concepts and highlight the fundamental role of big data resources in terms of modernization level, coordinated development, demand orientation and technology support. Besides, we need to exercise overall coordination in regional development, government-enterprise relations, industrial development, and industry allocation so as to realize the mechanism innovation of the construction of the modern cultural market system in Guangdong-Hong Kong-Macao Greater Bay Area. At the same time, efforts should be made to build consensus on regional culture, make adjustment of industrial structure, broaden industrial support, and promote high-quality development of the cultural industry in Guangdong-Hong Kong-Macao Greater Bay Area.

71 Innovation Evaluation System and Model Test for Tourism Enterprises in Guangdong-Hong Kong-Marco Greater Bay Area

Tourism is one of the pillar industries of modern service industry, which is “innovation-driven to promote industrial transformation and upgrade”. It plays an important role in promoting regional industrial upgrade. Through the Analytic Hierarchy Process (AHP), questionnaire surveys, professional discussions and other methods, taking the data of 147 tourism enterprises in Guangdong-Hong Kong-Marco Greater Bay Area as samples, from the perspective of “management-product-marketing-service”, we can construct a tourism enterprise innovation ability evaluation index system which includes 4 first-level indexes and 16 second-level indexes. Besides, the industry coefficient of corresponding second-level indexes obtained from “scenic spots, hotels, travel agencies, e-commerce tourism enterprises, tourism products and equipment supply enterprises”, together with the second-level index weights, we use the linear weighted synthesis method to construct an evaluation model to test the innovation ability of tourism enterprises. The study shows that the level of innovation ability of tourism enterprises in Guangdong-Hong Kong-Macao Greater Bay Area is generally higher, and the innovation ability of tourism enterprises in Hong Kong, Macao, Guangzhou and Shenzhen is better, especially in Guangzhou and Shenzhen. The sub-industries ranked in order of innovation ability are “tourism products and equipment supply enterprises, scenic spots, travel agencies, hotels, and e-commerce tourism enterprises”. The five sub-industries of tourism enterprises have big differences in tourism innovation ability. Scenic spots, tourism products and equipment suppliers are the main force of tourism innovation. Hong Kong is the most prominent in scenic spots, Macao is the most prominent in hotels, and Zhongshan is the best in tourism products and equipment suppliers.

80 Inherent Logic, Global Orientation and Theoretic Basis of the Belt and Road Initiative

The construction and cooperation of the “Belt and Road” is a new starting point for China's reform and opening up, and it is also a new opportunity for China to connect with the world. The Belt and Road Initiative is in line with the inherent logic of historical development and realistic needs. It is a global-oriented Chinese program that embraces the world in an open manner, and is an international cooperation platform connecting the “Chinese Dream” and the “World Dream”. It is an important endeavor to build a community of a shared future for mankind. Looking back on history, we can see the concept of Belt and Road Initiative is in line with the origin of Marxism. It is born out of the Marxist world history theory, contains the latest development of Marxism in the new era, and is a breakthrough in the theory of economic development, geopolitical theory and geo-economic theory. At the same time, the construction and cooperation of the “Belt and Road” is connected with the world both in hardware (such as infrastructure construction) and software (such as relevant policy support systems). The construction and cooperation of the “Belt and Road” is a great project to build a new international economic order and a community of a shared future for mankind. It helps promote world peace, prosperity and development.

90 Characteristics, Challenges and Strategies of Chinese Service Sectors’ FDI under the Belt and Road Initiative

As China’s service industry is getting increasingly competitive in global market, “going out” has become an important way for Chinese service sectors to allocate strategic resources globally. The Belt and Road Initiative provides unprecedented opportunities for Chinese service sectors to “go global”. The analysis based on the data related to OFDI of Chinese service sectors shows Chinese service sectors’ OFDI has grown significantly under the Belt and Road Initiative and has become an important carrier for China's capital “going out”. Chinese service industry has developed in an orderly manner. Asia is a major destination for Chinese service sectors’ overseas investment. The analysis also shows that major challenges Chinese service sectors face in OFDI are as follows: trade and investment protectionism is on the rise; national risks are getting higher globally; the proportion of cross-border merger and acquisition in service industry is relatively low; Chinese service sectors’ direct investment in foreign countries are not in step with the development of China’s service industry. To meet these challenges, we need to deepen reform and opening-up in an all-around way, establish and improve the insurance system for Chinese service sectors to invest overseas, gradually increase the proportion of mergers and acquisitions in the service industry, and balance the two-way investment in the service industry.

99 The Jurisprudence and Emotional Logic of Reforming the Challenge System in People’s Jury System

As an indispensable part of the socialist judicial system with Chinese characteristics, the people’s jury system is not only a key carrier for the people to understand the judiciary, get close to the judiciary, and participate in the judiciary, but also an important step for the advancement of the national governance system and governance capacity in judicial field. However, the people’s jury system does not work satisfactorily in practice. Not only are the functions of demonstrating judicial democracy, embodying judicial openness, and promoting judicial justice not fully brought into play, but the people’s jurors often do not play their proper roles and thus are nothing more than “scarecrows in the court”. Although the Law of People’s Jurors epitomizes the theoretical exploration and experimental experience of the people’s jury system reform in recent years, there are still some unreasonable provisions, the provisions on the challenge system in particular, which treat jurors who are amateur participants in the judiciary the same as judges who are professional jurists. This does not help realize the goal of promoting judicial justice and improving judicial credibility. Therefore,we need to design a challenge system in line with the characteristics of the people’s jury system.

108 Regulatory Approaches to Overlapping Responsibilities in the Local Government’s Power and Responsibility List

As a fundamental institution to build a law-based and service-oriented socialist government with Chinese characteristics, the local government’s power and responsibility list can straighten out the powers and responsibilities among the departments of local governments in an institutionalized manner, and serves as an institution to regulate and prevent the overlapping responsibilities in the government. Objectively speaking, the local government’s power and responsibility list published and implemented in China is inadequately normative regarding the institution design in regulating the overlapping responsibilities among government departments. To make the list of powers and responsibilities better regulate overlapping responsibilities, first of all, local governments at all levels and their departments should distinguish the essential difference between the phenomenon of overlapping responsibilities and the negative consequences caused by improper handling of the phenomenon, and define the inherent relationship between regulating overlapping responsibilities and the effectiveness of the institution of the power and responsibility list. Secondly, we should uphold problem-oriented and goal-oriented institution design, improve the content section of the power and responsibility list on regulating overlapping responsibilities, and optimize the technological route of the power and responsibility list on regulating overlapping responsibilities. Thirdly, in the process of institutional implementation, the dynamic management mechanism, collaborative implementation mechanism should be brought into full play to ensure effective regulation and governance of overlapping responsibilities in the government at practical level.

116 Harmonious but Different: Cooperative Governance in Government Purchasing Public Services at the Grassroots Level

The relationship between the government and social organizations is the epitome of the relationship between the state and society. The empirical analysis of public service purchasing projects at the grassroots level in China shows that the government and social organizations have the same strategies but different goals, presenting the mode of “co-optation relationship”. Different from the Western society in which the two sides in the co-optation relationship are prone to be totally dependent upon or conflicting with each other, partnership relationship is common in the interaction between the government and social organizations in China. When the goals of the government and social organizations are different, some social organizations try to achieve a “delicate balance” between survival needs and autonomy through reducing resource dependence, improving independence, enhancing professionalism, strengthening core competitiveness, and taking regular flexible strategies. That is to say, social organizations can, to some extent, bargain on the basis of ensuring the realization of their own goals, and essentially make the interactive relationship develop towards partnership or cooperative relationship, rather than conflicting or completely dependent relationship, so as to form a relatively effective cooperative governance pattern between the government and social organizations.

125 Forms and Effectiveness of Internet-based Deliberative Democracy in Public Decision-making

Deliberative democracy is an important prerequisite and guarantee for scientific and democratic public decision-making. With the development of information technology, the Internet has become an important platform for deliberative democracy. The major forms of integrating Internet-based deliberative democracy into public decision-making process include Internet-based deliberation on major decisions or specific political activities in the government's proactive political process, the government’s regular consultation, and the deliberation triggered by online public sentiment in the government's reactive political process. In response to the debate on whether the Internet helps realize the ideal of deliberative democracy, this essay focuses on the core concept of deliberative democracy, and selects the variables such as participation degree, public rationality, negotiation process and outcome to test the effectiveness of different forms of the Internet-based deliberative democracy. The study finds that online deliberation is more rational and sustainable when the government is in a proactive political process, while it involves more public participation but not rational enough when the government is in a reactive political process. It is the future direction to incorporate online deliberation of public decision-making into institutional frameworks and make it a more effective long-term mechanism and standardize its development.

Brazil and China are the largest developing country respectively in the southern and northern hemisphere. Since the 1970s, the economic and trade relations between China and Brazil have witnessed continuous development. In the 21st century, the economic and trade exchanges between the two countries continue to grow rapidly. New immigrants from the Chinese mainland (new overseas Chinese) come to Brazil and become the main driving force for Sino-Brazil economic and trade exchanges. They import Chinese small commodities into Brazil to meet the needs of the Brazilian people. With the improvement of the quality of Chinese small commodities, the image of overseas Chinese and China's national image have also been further improved. At the same time, new immigrants also draw on their knowledge about local politics, conditions and people, and import many other Chinese commodities and high-tech products into Brazil. To this day, overseas Chinese people and Chinese businessmen try their best to help strong Chinese companies enter Brazil and invest in Brazil. They make new contribution to the economic and cultural exchanges between their home country and Brazil. In recent years, Sino-Brazil relations have developed at a high level, from various facets and in a wide range of fields, setting a good example for cooperation among developing countries.

152 Changes of the River System along the Yangtze River in Song Dynasty: Researches on Major Watercourses and Lakes

In Song Dynasty, the water system along the Yangtze River changed under the influence of natural environment and human and social factors. The changes mostly happened in watercourses and lakes. Changes of watercourses were mainly reflected in the changes of the riverbeds, shorelines, water surface and water volume along the major rivers, and the most obvious changes happened between Chenglingji and Yangzhou, where the shorelines changed frequently, and there emerged more rocky outcrops and new sandbars. Changes in lakes were mainly reflected in the changes of the depth and breadth of water of major lakes like Taihu Lake, Poyang Lake and Dongting Lake. Taihu Lake gradually shrank due to blocked water networks. Poyang Lake basically came to be what it is today. Dongting Lake kept expanding westward and sinking into its deepest point in history. Therefore, the study of the evolution of major rivers and lakes along the Yangtze River in Song Dynasty with research approaches relevant to environmental history can not only reveals changes of the river system at that time, but also provides useful experience for the development of Yangtze River Economic Circle and water protection in China.
