5 Revitalization of Rural Culture and Reconstruction of Local Civilization Value

Rural revitalization should be intended to focus not only on material things, but also spiritual life. The revitalization of rural culture under the background of rural revitalization strategy aims to realize the reconstruction of rural civilization value, which is related to the cultural identity of the Chinese nation and the cultivation of “Chinese characteristics”. The significance of rural culture revitalization to rural revitalization and the great rejuvenation of the Chinese nation is not simply measured by economic value. Its value to a deep understanding of Chinese civilization, elevation of social civilization and cultivation of “Chinese characteristics” cannot be overstated. It is one of the cornerstones for our unwavering confidence in socialist culture with Chinese characteristics. Rural revitalization is intended to realize positive interaction and mutual promotion between rural culture and urban culture through the revitalization of rural culture, so as to push the construction of the “modern urban and rural cultural community”. To construct the “modern urban and rural cultural community” is to seek the intrinsic motivation for rural culture revitalization from the integration and complementary development between urban and rural areas, and understand the uniqueness of Chinese culture modernization theoretically, lay a profound cultural foundation for rural revitalization, and provide a cultural pivot for the promotion of Chinese characteristics and the great rejuvenation of the Chinese nation.

Abstract: Changing customs and habits is the theme and also a challenge for rural culture revitalization. The proper role of the government in this regard is related to the success or failure of rural culture revitalization and social governance in rural areas. Taking the campaign of changing customs and habits in Liangshan Yi area of Sichuan as an example, we can discuss the leading role of the local government, its misplacement and return to its proper place in the campaign from theory and practice perspective. The tradition that the state plays a leading role in cultural governance provides a theoretical basis for the principal role of the government in the campaign of changing customs and habits, and is an important guarantee for carrying out the campaign smoothly. The misinterpretation of customs caused by the dominant and leading role of the government in cultural governance is the root cause for the misplacement of the government’s role in the campaign of changing customs and habits. Rural culture revitalization should be guided by the concept of “cultural governance” to realize the transformation from cultural management to cultural governance, and to better promote local government to return to its proper role in changing customs and habits through the construction of new multi-subject relationship, the innovation of social governance modes and the awakening of cultural consciousness in cultural changes.

23 Value Appeals in China’s Cultural Policies(1981-2020): a Lexical Analysis of the Five-year Plan Texts

Since the 1980s, governments of many countries have introduced cultural policies. Due to the need for public decision-making, people begin to make in-depth discussion about cultural values, and have basically formed an analytical framework of external and internal values. Based on this analytical framework, this paper conducts word frequency statistics of the value appeals and their order in the cultural section of the five-year plan texts (1981-2020), important texts of China's public cultural policies in the new period. From the statistics, textual evidence of cultural value appeals can be obtained and analyzed. The findings from the word frequency statistics show that words about external value account for 94%, while those about internal value only account for 4%. This indicates that public policy in cultural value shows an obvious tendency of instrumentalization, and its internal value is significantly underestimated and suppressed. This tendency and its underlying reasons require deep reflection by academics and should be given more attention to by public decision-makers. Otherwise, the excessive instrumentalization tendency of public policies in the cultural field will not only fail to change the situation that there are many good works in the cultural field, but not the top ones, but also get in the way of the healthy development of culture.

31 Modernization context and Future Trend of China’s Foreign Aid Governance System over Past 70 Years since the Founding of PRC

Over past 70 years, China's foreign aid governance system has been developed in parallel and the same direction with its national governance system. After going through the stages of establishment, development and adjustment, China’s foreign aid governance system has entered an innovation stage in the new era. In the past seventy years, China has been following Marxist principles of international cooperation, and constantly adapting to national strategies and governance system changes, aiming to advance the overall interests of China and human society. Taking comprehensively enhancing modernization of governance capacity as the core is the theoretical logic, historical logic, value logic and practical logic of the reform and development of China’s foreign aid governance system. The State Council’s new round of institutional reform points the way for modernization of China’s foreign aid governance system. The “three-in-one” aid governance system, characterized by scientific decision-making, efficient implementation and legal supervision, has taken shape and will be further reinforced in the practice of jointly advancing the “Belt and Road” initiative and building a community with a shared future for mankind.

41 Prevailing Trend of Deep Integration of Culture and Technology and its Implication for Enterprises

With the change of the complex situation at home and abroad and the transformation of China’s development mode, the deep integration of culture and technology is particularly important, and has become an important way to push cultural industry for high-quality development. At present, technology is widely used in cultural protection and management, production and innovation, dissemination and inheritance, display and experience, consumption and services, especially the application of high technologies such as artificial intelligence, virtual reality and holographic projection in cultural field. The development of cultural industry shows a prevailing trend in following aspects: mobile audio and video industry will grow with deep vertical development; the production and innovation of digital publication industry may be restructured; cross-border integration of digital cultural industry will be accelerated; outstanding we-media platforms will rise more quickly; artificial intelligence will push the supply-side reform of cultural industry; virtual reality will significantly expand consumption in digital culture; augmented reality technology will enhance information consumption experience; holographic projection technology will revitalize cultural performances. In line with the deepening integration of culture and technology, China’s cultural enterprises, in the process of prompting deep integration between culture and technology, should put more efforts in the research and development of core cutting-edge technologies in cultural industry, drive the development of technological equipment and content in cultural industry, and expand technology application areas in cultural industry, participate in the construction of cultural technology innovation service platforms, and build brands in cultural technology.

Abstract: The total value of artificial intelligence industry in the Guangdong-Hong Kong-Macao Greater Bay Area accounts for one third of the national market, and the artificial intelligence industry in this area leads the world in various fields such as voice recognition, image recognition, and intelligent robots. With constant update of technology and rapid development of digital economy, construction of the intelligence Greater Bay Area is becoming a growing trend, which brings new opportunities to the development of cultural industry in the Guangdong-Hong Kong-Macao Greater Bay Area. However, at present, the cultural industry in the Guangdong-Hong Kong-Macao Greater Bay Area is confronted with such problems and challenges as unbalanced and inadequate development, insufficient integration of creativity and technology, and urgent need for upgrading traditional industries. As a leading technology in technological innovation in the new era, artificial intelligence offers new ideas for solving the problems in the development of cultural industry in the Guangdong-Hong Kong-Macao Greater Bay Area, provides more optimized creative designs and more efficient production methods for cultural industry, and can optimize production in cultural industry. Moreover, it will expand marketing and distribution channels of cultural industry, and improve user experiences. It will also empower cultural industry in an all-round way, resulting in intelligent creation, intelligent production, intelligent marketing and intelligent experience. Artificial intelligence penetrates every link of cultural industry, including design, production, sales and distribution. 58 Increase of Land Transfer Fee and Intensive Economic Growth in China:Empirical Analysis Based on Provincial Panel Data

The intensification process of China’s economic growth is not optimistic, on which the increase of land transfer fees has great impact. Based on the data of 30 provinces from 1999 to 2015, using the dynamic panel system GMM method, this paper analyzes the impact of the increase of land transfer fees on the intensification of China’s economic growth. The findings shows that the land transfer fees of all provinces in China are growing rapidly, contributing strongly to local fiscal revenue and even becoming the main source of local fiscal revenue. The change in intensification level of China’s economic growth has a significant self-reinforcing effect, and this effect is stronger in coastal areas and areas of higher intensification level. The strong increase of land transfer fees in China has obvious negative impact on intensive economic growth in China, and the negative impact is larger in coastal areas and areas of lower intensification level. The expansion of land transfer in China through bidding, auction and listing has no positive effect on Chinas’ intensive economic growth, and even has negative effect in inland areas and areas of lower intensification level.

70 Incentive and Non-incentive Environmental Regulation, Institutional Coordination and Ecological Efficiency of Urban Construction Land Use

Abstract: Based on the data of key construction areas of national ecological civilization pilot area (Jiangxi) from 2006 to 2017, using the SBM model and panel threshold model in combination, this paper makes an empirical study of the influence mechanism of incentive and non-inventive environmental regulations and their interaction on ecological efficiency of urban construction land. The findings is as follows: Firstly, environmental regulations generally restrain the growth of ecological efficiency of urban construction land, but the effects of environmental regulations significantly differ from one another. Secondly, there is a significant institutional synergy between the influence of incentive and non-incentive environmental regulations on the ecological efficiency of urban construction land. Thirdly, the awareness of environmental regulation compliance plays a significant regulatory role in the development of system synergy. When the awareness of social regulation compliance crosses the critical point, both the incentive and non-incentive environmental regulations can improve the institutional synergy.

82 Legal Predicament and the Way out for the Reform of China’s Environment Supervision and Law Enforcement System

China’s policy-dominated reform of environmental supervision and law enforcement system is confronted with the legal predicament of unclear legal subject qualification, difficulty in selecting the basis of environmental supervision and law enforcement, and the mismatch of power and function in supervision and law enforcement. These difficulties are closely related to the improper relationship between policy and law, and expedient reform policy. In order to get out of the predicament, China’s reform of environmental supervision system should be shifted from being policy-oriented to being law-oriented at conceptual level. At regulatory level, we should actively promote the judicial review of the legality of environmental policies, make prudent decisions upon legalizing environmental policies, and turn from seeking “good policies for expedient governance” to seeking“good laws and good governance”. At executive level, we should implement a system of self-review and self-correction, and improve the capacity of grassroots to participate in decision-making and encourage them to abide by the law.

91 Application and Adjustment of Medical Damage Liability Rules from Perspective of Artificial Intelligence

Medical treatment is the earliest, fastest growing and most special field in which artificial intelligence is used. Countries around the world respond to it through legislation. Artificial intelligence is quietly changing the medical decision-making process and the results. The mode of “AI decision-making + doctor reviewing” will become a regular practice, which will have strong impact on conventional medical damage liability rules. The autonomy of AI makes it more difficult for victims to seek relief according to current rules. The special legal position of medical artificial intelligence and the principle of differential treatment also require appropriate adjustment of current medical damage liability rules in China. With weak AI, we should increase the items of legal presumption of fault, reduce the standard for causality proof, adjust the subject of medical product liability, set up statutory presumptive items for defect proof and appropriately adjust exemption items. With strong artificial intelligence, we should adopt fault and causality presumption system, set up compulsory medical liability insurance, medical product compulsory liability insurance and compensation fund to ensure adequate and timely compensation for victims and social dispersion of risks.

100 Restraint Degree, Loss Embeddedness and Implementation Mode of Community Policies

The implementation of community policies is the key to the success of community governance. Different types of community policies largely determine the implementation mode of community policies. From the two dimensions of “restraint degree” and “loss embeddedness”, community policies can be divided into “substantive regulatory policies”, “procedural policies”, “redistribution policies” and “distributive development policies”. A comparative analysis of multiple cases has the following findings: the implementation of substantive regulatory policies is difficult as those in authorities are likely to form “cooperative production”and the implementation of community policies shows a cooperative implementation mode; deviation in the implementation of procedural policies is often caused by the problems of community management system and resources, and the grass-roots bureaucrats adopt the administrative implementation mode; the implementation process of redistribution policies is the most complicated, and the reason for policy failure is that “the people of property” form a superior alliance, which leads to policy flexibility; the implementation of distributive development policies depends on local enthusiasm and resources, and it shows an exploratory implementation mode.

110 Mobile Governance: Governance Reform with Technological Innovation

Mobile governance refers to the legal governance of mobile governance subjects to get involved in public affairs related to the interests of their registered permanent residences with the aid of science and technology, which is a response to floating population’s participation in social governance. The breakthrough of mobile governance over traditional governance is mainly manifested in guaranteeing the governance rights of the floating population, which is highly dependent on modern science and technology, low-cost, and free from geographic constraint. Mobile governance requires the governance subjects have the skills and conditions of using the Internet, and the governance mechanism has to ensure orderly participation in network governance and the governance objects should be not very much time-bound. Only when these conditions are met at the same time can mobile governance be effectively executed. To realize mobile governance, we should follow the four-in-one logic of “consciousness-platform-capability-system”, enhance the subjective consciousness of the floating population to participate in governance, build the network media for the floating population to participate in governance, popularize the technical knowledge for floating population to participate in governance, and formulate the rule system for the floating population to participate in governance.

118 Farmers Cooperatives, Regional Brands of Agricultural Products and Rural Revitalization

Regional brand building of agricultural products has become an important way for rural revitalization. However, brand value of agricultural products has been affected by some problems, for instance, farmers cause damage to brand images and quality products are underpriced. Using ordered Probit model, this paper makes an empirical analysis of the influence of farmers cooperatives construction on the regional brand value of agricultural products. The findings show that higher equity ratio of the cooperative council, the board of supervisors, and major shareholders, bigger board of supervisors, more finance disclosures each year, and higher education level of directors is conducive to regional brand value, thereby helping promote rural revitalization in terms of quality. Further analysis with the Delphi method shows that the government-led, geography-based, and cooperative-promoted regional brand building mode is more suitable for vast rural areas in china. This mode advocates the improvement of cooperative governance mechanism to promote brand value. The government supports brand building through policies and funds, and realizes the standardized production through strict use of geographical indications. Farmers promote high-quality agricultural development under the supervision and coordination of the government and cooperatives.

126 Assignment of Officials and Commissioners: A Basic Evolution Pattern of Ancient Political System of China

The prime minister's office, which was mainly responsible for decision-making, constantly changed and improved through commissioner assignment, and had the organizational advantages of overall planning, strong teamwork and flat organization. Through assignment of officials and commissioners, the central government strengthened its supervision over local governments, causing continuous changes of the supervision system. These changes made the administrative divisions and governance more flexible and adaptable. In many cases, the assignment system of officials and commissioners was a correctional and remedial measure to cope with malpractices of the regular political system (such as low efficiency and shift the blame/responsibility onto somebody) as well as an emergency system to handle the unexpected. Therefore, it is of positive significance. However, if poorly designed, this system would have negative impact on the original political system, resulting in problems such as overstaffed institutions, overlapping functions, ambiguous duties, working against one another, and low efficiency.

134 Findings from British Legislation on Urban Water Service over a Century

Since the mid-19th century, there have been more than 1,000 laws and regulations on water management in the UK. According to its ultimate goals, legislation on water management in the UK can be divided into three phases: the initial phase from the mid-1800s to the 1920s when the legislation aimed to prevent and control water pollution and construct water conservation projects, the development phase from the 1930s to the 1970s when the water service legislation entered a period of comprehensive construction aiming to promote nationalization of water resources, public ownership of water service, and the innovation phase since the 1980s when the legislation aimed to deepen the market-oriented reform of the water system, strengthen public supervision, improve service quality and promote sustainable use of water resources. The principle characteristics embodied in the hundred years of legislation process of British urban water service is firstly to insist on putting legislation first and exclude any administrative activities when the law is absent. At the same time, the UK has upheld parliamentary sovereignty and authorization, ensuring the supremacy and authority of the basic law on water service and strictly following the principle of legal reservation in authorizing legislation. The British experience can be summarized as follows: it is problem-oriented and follows practical logic; it enshrines rule of law and adheres to the supremacy of law; it carries forward traditions and improves by trial and error. It is based on autonomy and promotes legal coordination

145 Released Diseases: On Disease Writing in Rural Fiction since 1990s

Although diseases have long been discussed in rural fiction, but disease narration has never made a huge momentum. In early rural novels, diseases were clouded by “problems”, and disease narration was then more of a subjective and obscure “affliction” narration. From 1990s to the beginning of this centuiy, disease narration began to appear on a large scale in rural novels. Instead of being suppressed, diseases are liberated and clearly presented with names and structures. In the narrative of disease, a large number of cancer images have replaced the images of lung diseases, which is a metaphor for the gradual disappearance of the spiritual dimension of the countryside. Rural writing is approaching its final fragmented subject, and is terminated in the noisy funeral. On the surface, the disease invades the body of the protagonist, but in a deep sense, it is a metaphor for the inherent problem that plagues contemporary rural community. Disease writing is the result of the embarrassing situation in the countryside. When the countryside transforms from an absolute value body into a value complex of relativism and constant anxiety fills the writer's mind, the disease becomes the most appropriate interpretation for the countryside. Looking at rural areas from perspective of disease does not mean that writers have obtained some new inspirations. On the contrary, it may cover up some structural problems and possible innovation elements of rural community.

153 Nihilism,Ontology and Truth:Three Aspects within Vattimo’s Critique of Modern Hermeneutics

The generalization of hermeneutics, which started in the middle and late 20th century, has consistently been the main concern of Vattimo’s philosophy. According to Vattimo, the generalization trend deprived the uniqueness and criticalness of hermeneutics itself. Under this circumstance, Vattimo proposed that we should reflect the hermeneutics through nihilism, ontology and truth. Regarding nihilism, hermeneutics ought to adhere to its antifoundational and anti-metaphysical stance. As to ontology, hermeneutics should regard tradition and history as a path to recollect Being, so as to avoid becoming relativistic and metaphysical. In the end, it is based on nihilism and ontology that hermeneutics is able to speak truth as “dwelling” instead of “coherence”.
