The Security Issue of Chinese Nationals Overseas Reflected in Films and News Reports

With deepening of China’s opening up and reform, international communication becomes increasingly frequent and the number of people going abroad for official duties, business, study and travel keeps climbing year by year. Meanwhile, the security of Chinese nationals oversea is becoming a more serious issue. Based on media representation theory, breaking the concept barrier between films and television programs and news reports, this research, through comparative study, probes into how the security issue of Chinese nationals overseas as a special media phenomenon is captured, recorded and propagated by AV (audio-visual) media. The research shows utilizing diplomatic resources to safeguard the lawful rights and interests of Chinese nationals is a vivid interpretation of such ideas as “governing for the people” and “diplomacy for the people”, and also represents the diplomatic principle of “putting people first ” and “putting Chinese nationals oversea first”. To some degree, whether unexpected security incidents can be properly handled is an important measure of a country’s power and prosperity.

From Social Science to Social Engineering: Positioning, Problem Awareness, and Trend of Think Tanks in Universities

The think tanks affiliated to Chinese universities have achieved great progress. In this process there arise problems of positioning controversy and vague problem awareness. The root of the problems is the traditional idea which contradicts scientific researches and policies and practices. To solve the problems, the central government has initiated some pilot programs of “China top think tanks”. We can analyze policymakers’ consideration and needs from a series of documents. Through separation of “social engineering” and “social science”, a set of topic selection framework of think tanks can demonstrate its unique problem awareness. Finally, the update idea of “unity of knowledge and action” of the think tanks can not only guide academic researches to hatch more feasible thoughts, but also overcome the “short-sightedness” of conventional countermeasure strategies. Future think tanks with Chinese characteristics affiliated to Chinese universities will surpass the think tanks in American party politics, and take more public obligations in the marketplace of ideas.

Dialogue among Civilizations, Cultural Cooperation and Philosophical Reflection upon “Belt and Road Initiative”

“Culture” is the life style, value orientation, behavior orientation, and specific ways of thinking and ideological system gradually formed in an ethnic group. It defines its further development, and this is “civilization”. Clashes of civilizations can be categorized into essential clashes and interest clashes. Difference in concepts and beliefs is an important cause of clashes in civilizations. But more importantly, these concepts and beliefs are associated with people’s practical benefits, desires and emotions. The main objective of dialogues among civilizations is to avoid substantial conflicts and lead to a more interpenetrated ideological system and value system. Another core purpose is to eliminate the existing substantial clashes among civilizations, or at least, get a reasonable solution. Dialogues are not only communication of concepts, but also depend on cognitive power, tolerance and the ability to resolve conflicts in dialogue tradition. Two basic principles must be held in dialogues: we must be aware that humans share source of life; we must also be aware that the ultimate ideals of individual human beings have universal features. Chinese civilization possesses the quality to sustain deep dialogues among civilizations. China’s “Belt and Road Initiative” provides a better way for development of human civilization.

In the context of new pattern of global economic opening, Guangdong, Hong Kong and Macau Great Bay Area, as the strategic pivot of “one belt and one road” and important form of economic development of Pearl River Delta, is an institutional arrangement suitable for our national situation in the reform and opening course. It is a strategic task to be solved urgently that how to make the economy in the bay area lead the economic globalization of China. Compared with several world famous bay areas, as the important growth pole of regional economy, they all play very important roles in the economic development process of their own countries. Immigration Culture and Development of Emerging Cities: Based on Shenzhen Experience

Whether the culture of emerging cities contributes to innovation does not necessarily depend on their history. What matters more are the population structure, economic type, cultural pattern of the community and the resulting open attitude toward new things. Immigrant community provides social basis for Shenzhen culture. In only 30-plus years, Shenzhen has worked miracles in economic and social development and urbanization. One important reason for Shenzhen’s success lies in the fact that it has developed an innovative, open, and inclusive culture characterized by publicity, rights, rule of law, markets, technology, efficiency and pragmatism. The market, society and public policies work together, which constitutes an important mechanism for Shenzhen’s immigration culture to take shape. To promote development of emerging cities, we should step up guidance in core values, reinforce cultural adjustment, and construct a culture in line with sodalist market economy.

Digital Belt and Road Initiative: Challenges and Countermeasures

The Digital Belt and Road Initiative (DBAR) conforms to China’s endogenous need of constructing a strong digital country, and provides opportunities for countries along Silk Road in digitalization development. Currently, countries along the “Belt and Road” have established some basis for digitalization development, but the overall level needs to be improved. The construction of DBAR is beneficial for countries along the Belt and Road to achieve economic and social development, better governance, accumulate advantage in international competition, and hence promote the reform of global governance system. Challenges facing the construction of DBAR cannot be ignored: countries along the Belt and Road have weak strategic consciousness of big data; the big data infrastructures vary from country to country; security threats to big data arise constantly; the abilities of setting standard for big data vary in those countries. To meet these challenges, we need to focus on several aspects as follows: help those countries raise awareness of big data and optimize top-level design of digitalization; increase investment in infrastructures and expand the application of big data technology; reinforce governance in cyber space, and improve the security of data flow; go all out to construct support systems to guarantee smooth development of DBAR.

Supervision and Regulation of Cultural and Creative Products in Internet+ Era

Since Lu Yinti, an American scholar in communication studies, put forward the “gatekeeper theory” in the late 1940s, the theory has been playing a very important role in contemporary mass media such as newspapers, radio, film and television. In network information era, however, the conventional linear gatekeeping pattern, which follows the path of “production-censorship-dissemination” and focuses on the dissemination chain, has gradually lost its dominance. In Internet+ era, there forms a diverse non-linear producer-centered gatekeeping pattern. This new pattern reconstructs conventional “gatekeeper theory”, manifesting new characteristics. Meanwhile, the Internet+ era has brought about new changes and requirements in regulation of cultural and creative products. It is high time for us to construct new gatekeeping patterns for cultural and creative products in Internet+ context, and explore new ways of regulation.

Justice is the basis of rationality of modern society. If not built on profound tradition, modernity will never succeed. Without tradition sources, social justice is difficult to become social consensus. Without social justice, there will be no legal justice. Without legal justice, there is no political justice, which cannot guarantee long-term stability and prosperity of society. It is feasible to use traditional Chinese idea of righteousness to comprehend western theory of justice, to identify the connotation and foundation of modern distributive justice and corrective justice so as to make modern justice thoughts rich in traditional connotation and lay solid foundation and provide guidance for the construction of social justice in modern China.

Confucian Characteristics in Interaction of Politics and Confucianism in Early Han Dynasty

The imperial edict is an important manifestation of interaction between politics and Confucianism at national level. The edicts in early Han Dynasty contained much content relevant to Confucianism, such as enriching people, discreet penalty and filial piety. Some scholars believe that this is the implementation of Confucianism in political practice at initial stage. Confucianism spread in parallel with Huang-Lao thoughts in early Han Dynasty, but it was no implemented at political level. Confucian characteristics embodied in imperial edicts are not so much the influence of Confucianism to rulers as the theme shared by Huang-Lao thoughts and Confucianism. From the imperial edicts in early Han Dynasty, we can see that the rulers’ self-orientation deviated far the Confucians ideal of "being saintly within and kingliness without": they enriched the people but not cultivated them, believing that people-enriching contributes to law-abiding rather than cultivation; they still took the rule of law as the principle although pay attention to discreet penalty. These ideas represent Huang-Lao thoughts which are based on law and punishment and attributed to Huang-Lao’s thought of “being natural and doing nothing”. However, due to these shared motifs, early Han Dynasty put Huang-Lao thoughts into practice, and at the same time paved way for implementation of Confucianism, which created possibility for revivalism and regeneration.

From Prevalence to Self-Restriction: Evolution of Legal Paternalism in Administration

Legal paternalism is recognized in administration for its presupposition that the government is utterly rational and can thus make rational judgment and choice for people who are not mature or rational enough. But members of the government cannot be completely rational, therefore this theory has been criticized since it was put forward, and is even condemned as the “transformation” of despotism. Meanwhile, in practice, legal paternalism is confronted with problems as it is abused and prone to cause inefficiency in administration. For welfare states, to maintain public order, safeguard public interest, promote public welfare, and lead people to pursue maximization of happiness, the state and the government, out of legal paternalism, may inevitably interfere in and cut down individual freedom and rights. But necessary restriction should be made in this regard to ensure administration is legal and reasonable so as to effectively solve the dual dilemma facing legal paternalism.

The underlying asset is the core of the asset securitization project, and the risk of the underlying asset directly determines the risk of the asset securitization product. In recent years, with the rapid growth of the scale of asset securitization in our country, the risk hidden dangers are becoming more and more obvious. There are some problems in the risk events, such as the imperfect legal system of basic asset risk control and the scarcity of high quality assets, Fundamental asset risk dispersion is not enough wind problems. Therefore, from the perspective of perfecting the asset securitization system and preventing the risk of basic assets, we should take the legislative regulation as the core, and actively promote and perfect the legal system of asset securitization in China.At the same time to further strengthen supervision, in the securitization audit to strengthen the risk of decentralization and underlying assets of concern, in particular, should pay attention to cash flow stability and multi-tier structure of the legal risk; in financial institutions and market intermediaries, Basic asset risk as the focus of the internal control mechanism; and the establishment of information disclosure system as the core of the investor protection system.

The Mode Selection of the Dispute Settlement Mechanism for the Belt and Road Initiative

Since the Belt and Road Initiative is an enormous economic cooperation that involves many aspects and participants, disputes are inevitable. To ensure the effective implementation, dispute settlement plays a vital role. The existing dispute resolution mechanisms are greatly influenced by western countries and the common law tradition, thus may fail to fit the situations and needs of countries along the Belt and Road. Hence, establishment of one dispute settlement mechanism that could serve countries alongside well is undoubtedly significant. There are mainly three types in terms of the mode of dispute settlement mechanism, namely political mode, judicial mode and combined mode, which has its own merits and defects respectively. Considering the situations and needs of countries along the Belt and Road, combined mode may be more suitable for the establishment of the dispute resolution mechanism for the Belt and Road Initiative. Such establishment may learn from existing dispute settlement mechanism, yet mechanism for the Belt and Road Initiative should not only reflect the conditions of countries alongside, but also try to make improvements to avoid the shortages already in existing dispute settlement mechanism.

Citizenization of Rural Migrants, the Key to Narrow the Gap between Urban and Rural Areas

Rural migrants are the product of China’s urban-rural binary structure. China’s urbanization process has been hampered by the huge gap between urban and rural areas, which is characterized by widening income gap, identity gap, and the development gap between urban and rural residents. The key to narrowing the gap between urban and rural areas lies in the citizenization of rural migrants. Efforts should be focused on increasing farmers’ income, changing their identities, and narrowing the development gap between urban and rural areas. Safeguarding migrant workers’ rights and interests, improving labor market, reforming income distribution system, increasing income of migrant workers and rural residents, and narrowing income gap between urban and rural residents are important measures to ensure the increase of farmers’ income. The current hukou (residence permit registration) system should be reformed so as to gradually push forward citizenization. Rural immigrants should be granted the same rights, benefits, and public services as registered urban residents. All these are necessary measures to improve farmers’ status. To bridge the gap between urban and rural areas, it is crucial to take measures as follows: migrant workers should be first citizenized to narrow the gap between urban and rural areas; residents in small towns should be directly citizenized to promote coordinated development of urban and rural areas; we should promote development of rural areas with the construction of new countryside and occupational farmer system.

Development Pattern of “City Nurturing Country ”on the Basis of “Three Rights Division”

China's rural land system reform from the "two rights separation" to "three rights division" has made management rights transfer more flexible, which is an important breakthrough for resolving "the three rural issues" and optimizing agricultural structure. The essence of the "three rights division" reform is to address the issue of rural land resource allocation distortion, which makes it possible for implementing the “city supporting country” pattern. The core of this pattern is to support urban investors to create new agricultural enterprises in rural areas under government guidance so as to promote economic development in rural areas, and realize the appreciation of their own capital. This pattern is of great significance to resolve problems such as unreasonable agricultural structure, backward management style, and unreasonable of land rights transfer. As this pattern is an innovative, long-term and systematic project and China is a country with wide territory, big agricultural population, and large regional imbalance in resources, we need to adapt it to local situation and promote it on proper occasions. It is necessary to run some pilot programs before its wide application so as to steadily advance this reform and gradually carve out a fundamental path for the construction of socialist new countryside with Chinese characteristics.

Coordinated Efforts: Occupation Health Service and Social Responsibilities of Enterprises

In the discussion of occupation health service, employers take their employees as labor capital while employees emphasize people engaging in some occupation have “occupation health service right”. China’s enterprises do not pay enough attention to the occupation health service, and regulations and specific preventive and safeguard measures are deficient. Not very good environment in and out enterprises to provide health services and resource constraints are also important reasons. To provide good occupation health service, enterprises should actively take social responsibility, and take it as strategic responsibility for their development. Besides, government and society should take their own responsibilities in accordance with the needs of the strategic development of “health China”.

Effects of Pride-tagged Money and Surprise-tagged Money on Variety-seeking Behavior

By combing through relevant literature on emotion account and appraisal tendency framework theory, the current research studies the effects of two types of emotion accounts with same positive emotions, pride-tagged money and surprise-tagged money, on consumers’ variety-seeking behaviors, and also probes into the mediation function within the scope of consumption budget, and tests the hypotheses with one-way ANOVA and Bootstrap analysis method. The findings show that importance of money perceived by consumers with pride-tagged money is greater than that perceived by consumers with surprise-tagged money. Consumers with surprise-tagged money have bigger budget range than those with pride-tagged money, and thus they are more willing to seek varieties of products. Meanwhile, consumption budget range for people with surprise-tagged money plays a mediating role between surprise-tagged money and variety-seeking behaviors.

On Differences in Recognition of Biological and Social Expressions among Contemporary Youth

A group of young people are shown twelve pictures to see whether they are different in recognition accuracy in identifying biological expressions and social expressions. The pictures are randomly selected and presented to the subjects with PPT. SPSS 23.0 software is used to handle the data. The findings reveal that all the subjects show significant difference in recognition accuracy in identifying social expressions and biological expressions. Whether the subject is an only child or not shows no difference in identifying the expressions, but gender difference and difference between city and country are clearly shown in recognition accuracy. Young people are more accurate in recognizing biological expression than recognizing social expressions. Their recognition accuracy in recognizing biological expressions shows no statistic difference in factors like gender, the place they come from (city or country) and whether they are the only child. Among them young women are more accurate in identifying social expressions than young men, young people from the city are clearly more accurate than those from the countryside in identifying social expressions, and whether the subject is the only child or not does not show big difference in identifying social expressions.

The “Appropriateness” Logic of the Institutional Choice in the Practice of Grassroots Social Governance

For the relationship between formal system and informal system in grassroots social governance, there are three representative views of “complementary theory”, “substitution theory”and“conflict theory”in the current discussion. But these are mostly based on static perspective analysis and ignoring the micro-governance “field”problem. And it is difficult to explain the phenomenon of institutional change. This article discusses the process of changing the C property management system. It is a process from the formal system failure to the informal system, and then to the informal system of “negative external” led to the formal system return, and shows a formal system and informal system “cyclical change” course. It can be seen that the relationship between the formal system and the informal system is not a static structure, but a dynamic process in which the institutional arrangements are constantly changing with the changing social scene. And the mechanism that makes this change lies in the “appropriateness” of institutional arrangements for governance. Based on this, the article explores the “appropriateness logic” of the system selection from the perspective of the relationship between the actors in the governance field, and deconstructs it into three characteristics, Which is the organic unity of the logic of the main body of governance, the rational application of the structure of the community residents, the organizational identity of the community resident. In this paper, we can provide some reference and reference for practical application.

New Methods for the Construction of Chinese Discourse——Dialogues between Ancient Chinese Literary Theory and Contemporary Western Literary Theory

Among Chinese academics, Chinese literary theory is detached from reality and falls into the dilemma of “aphasia” for dozens of years as academics rely too much on western academic discourse and western literary theory. With the development of literary theory for recent thirty years, we begin to reflect on current situation of Chinese literary theory, and explore feasible ways for the reconstruction of theory discourse. The reconstruction of Chinese discourse should be based on practical survival experience. We should make full use of existing academic resources to integrate Chinese and western literary theory, and be innovative on the basis of inherited traditions. The dialogues between ancient Chinese literary theory and contemporary western literary theory are new methods for the construction of Chinese discourse. Ancient literary theory is China’s traditional discourse resources, while western literary theory represents current context. The dialogues between them are significant for the reconstruction of China’s literary theory and its future development. To construct Chinese literary discourse, we should start with current context and theory fulcrums of the dialogues between China and western countries, and topics of dialogues and way of communication.

Historical Origin and Value Orientation of “History Supplement” Idea of Ancient Chinese Novels

As one of the most important concepts in ancient Chinese novels, “history supplement” is mainly derived from the definition of the function of "history supplement" by ancient novels by historians. This definition mainly occurred in Tang Dynasty, and then became consciousness in novel writing and criticism. “History supplement” developed from three dimensions: One is to attach importance to function of “history”, and consider novels as writing like “history” which has the function of preserving historical facts, providing reference, and disseminating moral principles. Second is to make up for the insufficient education function of “history”, and novels can interpret “righteousness” through “history”, and at the same time can help understand “history”, correct mistakes in “history”, and supplement omission in “history”. Third is that novels can be a remedy for the deficient aesthetical function of “history”, making people achieve special aesthetical enjoyment. The first idea of “history supplement” is permeated in novels after Tang Dynasty, especially obvious in classical Chinese novels. The other two ideas of “history supplement” was mainly prevalent after Song and Yuan Dynasties, and gained ground in vernacular novels. Blending and alteration of these three ideas of “history supplement” is the process in which the artistic features of China’s ancient novels gradually mature, and their value of existence and taste for arts constantly improved.

Ideological Criticism of Female Images in the Internet-mediated Era: A Cultural Pragmatics Perspective

Taking a cultural pragmatics perspective, the paper is aimed at exploring the three-dimensional challenges in different layers of cultural system confronted by female images and ideology in the Internet medium era, with female deixis in cyberspace as a case. Firstly, it is found that female deixis suffers from the expansion of the signified through the lens of surface culture system, which reveals that the ideology of females is making a swift shift from absolute certainty to relative uncertainty. Secondly, some linguistic violence is found to spring up behind female deixis with regard to the veins of deep culture system, reminding the inspection of ideology of taking a multiple-dimension analysis of pragmatics rather than a solely semantic route. Thirdly, the suppression of pragmatic expectancy is obvious in the use of female deixis in public cyber space in terms of core culture system, which manifests that it is necessary for the guidance of ideology to get rid of the overdue reliance on linguistic contexts and take the cultural contexts into account for betterment.

Innovation of Media Industry in Post-IT Era

The current predicament facing media industry is only the first half of innovation in media industry. More changes will take place in all directions after 2019. The Internet will celebrate its 50th birthday in 2019, which ushers in the second half of the innovation of media industry. The second half has three characteristics: 1. There are preconditions for audience to pay for valuable content, and media industry actively prepares new content. 2. All the huge amount of mechanical work will be eliminated in media industry, and only the positions directly serving people are retained. 3. Media industry should reach out to learn from other industries. It should learn operation from investment banks and Internet companies, in particular trial and error and adventures. In the new round of industrial innovation, adhering to people-oriented propagation principle is the survival strategy for media industry. Only when it provides valuable information to audience can media industry make spectacular transformation and take a lead in information consumption.

Starting with the communication incidents on recent social media, this paper discusses tremendous changes in media and probes into the transformation of mass communication mode. Changes of communication mode are ingrained in social transformation, and advance with development of communication technology. Communication technology not only updates the way of information dissemination, but also changes dissemination world at philosophical level. Therefore, study of communication should changes along with the transformation of thinking mode. These changes can be probed into from three aspects: thinking, concepts and approaches.

Ultimate Reality: Core Aesthetical Features and Cultural Predicament of Media Art

Media arts mainly include photography, motion pictures, radio and television, new media, and also some conventional art forms modified by modern media. “Simulation” is the third grade of Baudrillard’s idea of “simulacrum”. It refers to a reality of imitation, showing important aesthetical features of media arts. Media arts’ imitation of real symbol groups presents illusion making the physical world so that the audience cannot distinguish the reality of “simulation” and the actual, objective, primitive, and simple reality. As they routinely, continuously use the “real symbols” of moving images to substitute for “the reality itself”, the media arts with moving pictures as basic artistic elements demonstrate the aesthetical features which go to extreme to present “actual” aesthetical features, which becomes a fundamental difference between media arts and conventional arts in aesthetical features. Meanwhile, there exist important differences between media arts and conventional arts in “simulation”: conventional arts focus on “meaning” while media arts focus on “form”; distance exists in conventional arts while distance is dispelled in media arts. In these influences there must exist pop culture predicament behind “simulation”, for instance, audience is prone to become mediocre, homogenized, and thus ignore intrinsic analysis.
