Who Has Been Having a Second Child in the Past Decade: Results from 2506 Families in Six Cities Nationwide

The key to increase the birth rate in China is to increase the number of second child fertility, and understanding the social characteristics of the child-bearing age groups who have given birth to a second child is of great significance to improve the pertinence and effectiveness of the supporting policies for two-child births. The sample survey results of 2506 married people with children in six cities in China show that, couples who have given birth to a second child have the following characteristics in the 10 years since the implementation of the “selective two-child” policy: three-quarters of the two-child mothers have their second child at the age of 28-37, at the same time, mothers over 35 years old account for 30%, compared with mothers of one child, the birthing age of mothers of two children is relatively dispersed and expanded; the proportion of parents who are both non-only children is nearly 70%, and this type of parents is the main force in having a second child; the educational level of parents with two children is slightly lower than that of parents with one child; the proportion of the two-child mothers engaged in “white-collar” occupations is lower than that of one-child mothers, while the proportion in “blue-collar” jobs, individually-owned business, housework and unemployed is higher than that of one-child mothers; in every ten parents with two children, two are rural couples, two are urban and rural intermarried couples, and six are urban couples; there is no obvious difference between the two-child parents and one-child parents in economic conditions, which means that in addition to economic conditions, there are other factors that have a greater impact on the birth of a second child; the sex ratio of the first child born by the parents of two children is significantly lower than that of the child born by the parents of one child, which reveals that some people choose to have a second child because the first child is a girl; more than 80% of couples with two children have an age interval of 2-9 years between the second child and the first child, and more than 50% of them have an age interval of 2-5 years. The revelation of the reality of second-child births in cities over the past decade will help to better analyze and explain the relationship between the different social characteristics of the childbearing population and the desire to have a second child and the birth outcomes.

Subjective Well-Being of New Quality Productivity Group and Community Governance in Megacities

The new quality productivity group is an important labor force that promotes the evolution of productivity to a higher and more advanced quality. Based on household survey data from ten megacities in China in 2019, using multi-level linear regression models and propensity score matching models, this paper explores the impact of community governance and individual social networking on the subjective well-being of the new quality productivity group. The results show that the new quality productivity group tends to move towards a post-materialistic view of happiness, with significantly higher subjective well-being than the non-new quality productivity group, and is more positively influenced by individual social networking. In terms of community governance, community social trust not only directly enhances the subjective well-being of the new quality productivity group, but also strengthens the negative impact of individual marginal communication on the subjective well-being of the group. Community social participation does not have a direct effect on the subjective well-being of the new quality productivity group. Still, it strengthens the influence of individuals’ marginal and elite communications on subjective well-being. For non-new quality productivity groups, community social participation can even have a direct negative effect on their subjective well-being. In the process of cultivating and attracting the new quality productivity groups in cities, it is necessary to improve communications between different social groups by building a social environment of mutual trust and tolerance, and to create a comfortable atmosphere for creativity.

The Presentation in Poetry Talks and Fashion Leading of Tea and Liquor Narrative in the Song Dynasty

In the cultural discourse of the Song Dynasty, tea and wine are common carriers of life aesthetics and technological aesthetics, playing a dual role in shaping the elite community and leading the trend of the times. The narrative of tea and wine in Song Dynasty poetry may seem scattered and disorganized, but it is a poetic representation of this mainstream concept, which is collected into three main discourses: technical culture, refined culture, and rational culture, reflecting the Song people’s persistent pursuit of scientific spirit, refined taste, and civilized ideas. In terms of craftsmanship and culture, although the Song people innovated in winemaking, their innovation was not as strong as in tea making; Unlike the Tang Dynasty, the Song Dynasty advocated making tea in the shape of round cakes instead of loose tea, and the color of tea soup advocated white instead of emerald green. Fujian Jianou tea replaced Jiangsu purple bamboo shoot tea as the best tea, and the method of developing it into a paste instead of boiling it was used, which was full of cultural creativity. From the perspective of Ya Dao culture, the Song people based their aesthetic appreciation of tea and wine on natural laws rather than mysterious associations, pursuing the quality of wine and the realm of drinking, to eliminate the negative functions of wine and guide people beyond sensory enjoyment and towards spiritual enlightenment. From the perspective of rational culture, tea and alcohol provide a testing ground for the balance between free will and rational spirit. Therefore, the Song Dynasty emphasized the appropriateness of using tea as a medium of communication and the rationality of using alcohol as a political barrier. It can be said that the narrative of poetry and tea wine in the Song Dynasty promoted the refinement of daily life, the refinement of technical routes, and the civilization of social rules. This not only demonstrated the stylistic characteristics of poetry and tea wine being written according to communication logic, but also helped to enhance the intellectual level of elite cultural circles, expand the audience’s understanding of tea wine, and provide typical samples and discourse support for literary narrative.

The Ideological Orientation and Theoretical Characteristics of Taoist “Fishing” Fable

The “fishing” fables in Taoist works are rich in philosophical connotations. “Zhuangzi’s fishing” in “Zhuangzi: Autumn Water” is a symbol of Zhuangzi’s life value orientation of “non-action” and “non-waiting”. It is not only a vivid interpretation of the philosophical thoughts in “Xiaoyaoyou” and “Qiwu Lun”, but also a wonderful display of Zhuangzi’s free will and independent spirit. The “Ren’s Fishing” in “Zhuangzi’s External Things” uses the “big fish” to metaphorically represent the “great way” of managing the world, expressing the author’s pursuit of governing the world with the Tao and his political ideal of benefiting the world. Its central idea is to use the “fishing” process to illustrate that the key to governing is to persevere and work for a long time. The story “Zhan He’s Fishing” in the “Tang Wen” chapter of Liezi uses the “fishing technique” to metaphorically illustrate the “Taoist technique” of nourishing the heart and preserving the spirit, demonstrating how the subject of behavior can achieve the spiritual realm of unity of body and spirit and controlling objects with the mind through the condensation of the inner spirit. Although the ideological themes of the three fables are different, they are all vivid portrayals of the authors' interests, state of mind and inner spirit. “Fishing” is a specific way to “experience the Tao”. In terms of the way of argumentation, the “fishing” fables in “Zhuangzi” and “Liezi” embody the Taoist characteristics of using events to discuss the Tao and using simple words but profound meanings. These fables vividly illustrate that “the Tao is not far from people”: the Tao is around people, in daily life, and can be thought about and experienced anytime and anywhere.

The Core Elements and Structural Forms of New Quality Productivity in China’s Cultural Industries

New quality productivity is an advanced productivity characterized by innovation and with quality as the key. The cultural industries is one of the important fields that showcase the characteristics and effectiveness of new quality productivity. Understanding its element composition and structrural form is a prerequisite for discussing improvement strategies. It can be identified that the most prominent “five elements” of new quality productivity in China’s cultural industries are culture, technology, talent, finance, and governance. They respectively contribute the quantitative, efficiency, kinetic energy, function, and potential energy of “new” and “quality” in content derivation, cultural production, creative transformation, industrial circulation, and coordinated development, and combine to form the core element structure of new quality productivity in China’s cultural industries.With the continuous iteration, updating, and combination optimization of the “five elements”, the new quality productivity of China’s cultural industries have formed a “five forces” structural form, including the motivity, driving force, competitiveness, support force, and guarantee force. The innovative transformation of the “five elements” into the “five forces” reflects the integrity of its structure, and the connection and integration of the “five elements” and the interaction of the “five forces” reflect the orderliness of its form.Therefore, the concept of new quality productivity in China’s cultural industries can be defined as an advanced productive state in which culture is the motivity, technology is the driving force, talent is the competitiveness, finance is the support force, and governance is the guarantee force. To enhance the new quality productivity of China’s cultural industries, we should take “novelty” as the starting point to achieve factor gain, and “quality” as the foothold to achieve structural optimization, safeguarding the high-quality development of the cultural industries.

How Can Digital Technology Empower the Cultural Form of Chinese Path to Modernization: From the Perspective of Cultural Industries

The cultural form of Chinese path to modernization refers to the sum of cultural expression forms formed by the combination of the basic tenets of Marxism and the fine traditional Chinese culture under the leadership of the Communist Party of China. In the formation process, it presents three states: the existence state at the ontology level, the production state at the subject level and the acceptance state at the object level. Cultural industries, as one of the two major cultural forms under the leadership of the Communist Party of China, constitutes an important representation of the cultural form of Chinese path to modernization. From the perspective of cultural industries, there is a specific logic for digital technology to empower the cultural form of Chinese path to modernization. Digital technology can improve the transformation efficiency of cultural formats and cultural resources, and improve the integration efficiency of formats within the cultural industries and between the cultural industries and other industries. In the practice of cultural industries, digital technology reshapes the three presentation states of the cultural form of Chinese path to modernization. At the level of the existence state of cultural form, digital technology accelerates the innovation of cultural product types and enriches cultural forms. At the level of the production state of cultural form, digital technology adjusts the production relations of cultural industries and optimizes the structure of market subjects. At the level of the acceptance state of cultural form, digital technology changes the system of cultural consumption devices and creates immersive cultural experience. However, in the practice of cultural industries, we should always guard against cultural tragedy, pay attention to technical ethics, and prevent digital risks in the construction of cultural forms.

The Mechanism, Channel and Effect of Local Government Debt Governance to Improve Total Factor Productivity of Enterprises

Since 2015, the reform of local government debt governance has been gradually promoted nationwide. Clarifying the impact of this debt governance reform on enterprise development and its micro-mechanism is of great significance for resolving local debt risks and ensuring stable and healthy economic development. Taking the reform of local government debt governance as a quasi-natural experiment, using the data of A-share listed companies and 284 prefecture-level cities from 2011 to 2021, a double difference model and an intensity DID model are established to explore the impact of local government debt governance on the total factor productivity of enterprises. The results show that local government debt governance can effectively improve the total factor productivity of enterprises, and the intensity of the effect is related to the equity nature of the enterprise, the scale of the enterprise and the local fiscal pressure. The greater the financial impact of the prefecture-level city where the enterprise is located, the more significant the improvement effect. The above-mentioned improvement effect is more prominent in non-state-owned enterprises, small and medium-sized enterprises, and enterprises in areas with greater fiscal pressure. The financing constraint effect and investment guidance effect are important mechanisms by which local government debt governance affects the total factor productivity of enterprises: on the one hand, local debt governance reduces the financing costs of enterprises through debt replacement, curbs the growth of local government hidden debt, and relaxes enterprise financing constraints, thereby promoting the improvement of enterprise total factor productivity; on the other hand, the strict regulations on debt expenditures in debt governance reform can curb the short-sighted behavior of local governments, encourage enterprises to increase R&D investment, and guide highly financialized enterprises to “de-virtualize and move towards real economy”, thereby improving the total factor productivity of enterprises.

Formation Mechanism and Development Path of Community Economy:From the Perspective of Strong and Weak Ties

Community economy is an economic model based on community relations and with communities as carriers. As a relationship economy with weak ties as the main body and strong ties as the auxiliary, the emergence of community economy stems from the realization of existing community relations and the investment in new community relations. There are two main paths for its generation, namely from community to community economy and from economy to community economy. Among them, from community to community economy is the development and transformation of the economic value of existing community relations, which is essentially the realization of community relations; from economy to community economy is the development of community economy through the establishment of new community relations, transforming instant ties into community weak ties, which is essentially the investment in new community relations. The development of community economy is the result of the combined effect of external and internal factors. The shift of marketing focus from traffic to relations, the increasing importance of meeting personalized needs, and the vigorous rise of value co-creation have provided a broad growth space for community economy and are external forces driving the development of community economy; the explosive development of weak community ties has provided a foundation for community economy, and its easy-to-maintain characteristics have reduced the operating costs of community economy. The two together constitute the internal driving force for the development of community economy. Relationships are the foundation of the development of community economy. From Simple Governance to Administrative Leadership: Evolution, Problems and Solutions of Rural Life Governance

In recent years, the long-standing tradition of simple governance of life affairs has rapidly turned to bureaucratic governance. The model of simple governance is embedded governance and informal governance based on the publicness of production and the solidarity of relations, the use of favor and face, and the implementation of village community norms. With the de-agriculturalization of production activities, the disintegration of village community value norms, and the weakening of grassroots governance capacity, life affairs are gradually removed from production practice, and the actual performance of simple governance is not obvious. At the same time, to meet the people’s yearning for a better life and comprehensively provide public goods and life services to rural areas, grass-roots organizations must build an administration-led governance model to effectively implement policy tasks, refine policy objectives, strengthen inspection and acceptance, and strengthen incentive assessment. At present, the problem of life governance is that the strong incentive and hard examination of the general politicization leads to the replacement of the goal in the implementation process, which not only fosters the villagers’ notion of “wait, depend and ask for”, but also brings the problem of formalistic governance. Based on the attribute level of life affairs, the governance structure of life affairs is gathered, and it is found that county organizations should have independent governance space, not only at the “collective selection” level to formulate a reasonable assessment system, but also at the “operation level” to provide suitable social norms. To sum up, administrative guidance, empowerment and activation of grass-roots organizations is a sustainable and effective way out of life governance.

The Logic, Mechanisms and Pathways of New Quality Productivity in the Transformation of Rural Numerical and Intelligent Governance

Rural digital governance is a major theoretical and practical issue in China’s comprehensive promotion of rural revitalization strategy. Rural society is the “nerve endings” of national governance, which is related to the party’s ruling foundation at the grassroots level, and is also a weak link in the modernization of the national governance system and governance capacity. Rural digital governance is based on big data, combined with artificial intelligence, digital twins, meta-universe, blockchain and other new productivity technologies, to realize the overall improvement of the effectiveness of rural social governance. Firstly, digital intelligence technology embedded in the agricultural industry generates new quality agricultural productivity, and realizes the optimal combination of new quality agricultural workers, new quality agricultural production materials, and new quality agricultural production objects, which will powerfully promote the high-quality development of the agricultural industry and realize the change of rural production relations. Secondly, through the use of digital twin technology, the digital portrait of rural society will be realized; the transformation of digital technology will be promoted to realize the digital shaping of rural social governance; and the application of digital intelligent scenes will be optimized to realize the digital casting of rural social governance. The new quality productivity of agriculture realizes the transformation of rural digital governance by driving the development of rural digital economy, the construction of rural digital society, and the construction of rural digital government and other mechanisms. The Mechanisms and Pathways of Rural Capital Empowering High-Quality Development of China’s Agricultural Economy

Capital infusion and market integration in rural areas play a pivotal role in promoting urban-rural integration and in constructing a new rural modernization pattern with the government as the main body, villages as the main characters, and enterprises and social capital as driving forces. The investment of capital in rural areas addresses the shortage of funds for rural infrastructure construction, stimulates the integration effect of “three rural” (agriculture, rural areas, and farmers) production factors, activates the rural market and the consumption potential of farmers, and promotes the modern transformation of rural governance order. This capital becomes embedded in the rural economic and social order, forming a deep integration and community of interests between the administrative power of grassroots party organizations, local resources, and rural capital enterprises. However, there are also issues such as deviation of capital momentum from core value goals, land abandonment, harm to farmers’ interests, and capital “flight”. In this way, it is essential to improve and regulate the institutional mechanisms and regulatory systems for the healthy development of rural capital, enhance the entrepreneurial spirit of capital investors as personalized subjects, and strengthen their ability to manage agricultural enterprises’ risk resistance and adaptability to the local human environment, to create favorable business conditions and localized cultural environments for the healthy development of rural capital. Moral Machine and the Moral Prospect of Value Alignment

In the “trolley problem” encountered by AI actors, AI development highlights the urgency of the value alignment problem. The core of the value alignment problem is to solve the value gap problem faced by “artificial moral agents (AMAs)”. Will “moral machines” emerge in a world living with humans? In addition to the machine normalism attributes, does it also conceal some spiritual humanistic attribute? While new ideas, new schemes, and new institutions of “value alignment” in artificial intelligence continue to reinforce the logic of “machine normalism”, they also bring deep concerns of “spiritual humanism”. By implanting ethical systems in artificial intelligence or through machine learning, “moral machine” can have ethical capabilities similar to human beings and achieve ethical behaviors comparable to human beings. If this kind of exploration itself only stays at the level of functional moral construction, then it only belongs to a form of moral materialization and cannot be called a moral machine in a strict sense. However, if it breaks through the boundary of human ethics and carries out continuous instrumental digging in this dimension, then it is itself an “immoral” conception, which is to a large extent an ideological exploration of “impossible possibility”, and therefore must be a false proposition in its reality. Nevertheless, the “moral machine” concept reveals a good opportunity to reflect on human characteristics, especially human moral characteristics and moral prospects.

Since the Ming and Qing Dynasties, relying on the vertical and horizontal water network and civilian ship transportation, commodity circulation in the middle reaches of the Yangtze River has become increasingly active.In modern times, the opening of Hankou and Shashi for trade promoted the continuous improvement of the trade and transportation status of this region. Against this background, new modes of transportation such as ships and railways were opened one after another. However, traditional civilian ship transportation has not withdrawn from the stage of history, but has shown a trend of continuation and innovation. However, the sources of civilian ships are more diverse, ship types have increased significantly, and there are a large number of rowing ships, Southern ships, Sichuan ships, and civilian ships from Shaanxi, Henan, and Jiangxi. The Texture of “Ren”: Philosophical Implication and Logical Development

The texture of “Ren”(仁)is intimately connected to the development of the concept of “Sheng sheng”(ceaseless producing). Its fundamental connotation is that of “softness” and “spring”, which gradually unfolded throughout the history of philosophy. The ideological development of “the Wu Xing(Five Elements)transformation” (wood, fire, earth, metal, water) led to the widespread association of the four seasons with the practice of governing, forming a prevalent mode of thinking. In the philosophy of The Book of Changes (Zhouyi), “Ren” was associated with the time of spring growth and the oriental direction, reaching maturity in the cosmology of the Han Dynasty. Later, Dong Zhongshu gave Confucian axiological meaning to the movement of heaven. During the period of Song-Ming Neo-Confucianism, “Ren” was elevated to the level of ontology, and spring became encompassed within the four seasons, evolving from being “one of” the four seasons to being the “oneness” of the four seasons. The fundamental characteristic of the texture of “Ren” is the softness of spring growth. The gentle and refined influence on people has become a significant personal trait of Confucian benevolent individuals, shaping the way of governing society through enlightened guidance and influencing its customs and traditions. The texture of “Ren” also possesses a rigid aspect, which can be further understood in contrast to the softness of Taoism. Throughout its ascent as a core concept in Chinese philosophy, this perceptual characteristic has persistently existed, finding its most concentrated expression in the Song-Ming Neo-Confucian discourse on the “shengyi” (vitality and growth) of plants. The texture of “Ren” points to the interaction between the “Ren” of heaven and earth and human beings, as well as the connection between the “Ren” of human beings and all things in the universe, which can deepen the exploration of the expressive characteristics of Chinese philosophy and the Being of the Chinese people. The texture of “Ren” explains the character of Chinese philosophy reflected by “Ren”, and also shows a disjunctive and analytical epistemological model and wisdom type different from that of the West.
