5 Consumption Center with Chinese Characteristics: From Theory to Practice

The construction of consumption centers, especially the international consumption centers (cities) and regional consumption centers (cities), is an important measure to develop the consumption economy, boost domestic demand, build a new development pattern of domestic and international double circulation in the new era of China. The construction of consumption center is a theoretical proposition with Chinese characteristics, which has unique connotation of regional competition, regional economic transformation, regional high-quality development, and localization development. Consumption centers have been changing the map of China's economic development, including the separation of production and consumption functions in regional central cities, the differentiation of production and consumption in professional central cities, the relatively simple daily consumption function in remote central cities, and the formation of special international consumption functions in transnational central towns. The consumption center will also continue to change the map of China's economic development. For example, with the help of the consumption center, the national economy will become more regional balanced, the entire national economy will become more sectoral balanced, and some central cities in the Midwest will accelerate their development. The consumption center is a potential space for economic development in the east. The construction of the consumption center will accelerate the formation of regional economic growth poles in former revolutionary base areas, areas inhabited by minority nationalities, remote and border areas and poverty-stricken areas. The change of China's economic map caused by the construction of consumption centers will also have an impact on the world economic pattern.

17 Digitization of Higher Education in the Guangdong-Hong Kong-Macao Greater Bay Area: From the Comparative Perspective of the International Greater Bay Area

Digitalization of higher education refers to the integration of digital technology into the operation process of higher education, which is mainly a model change from real to virtual to realize the functions of talent cultivation, scientific research and social services of colleges and universities. The purpose is to improve the operational efficiency of teaching, learning, research and management and realize the digitalization of educational elements and functions. Digitalization of higher education profoundly affects and even determines the future development of higher education, and is an inevitable choice and innovative path to achieve high-quality development of higher education. Compared with the digitalization of higher education in other three major bay areas in the world, i.e., San Francisco Bay Area, New York Bay Area and Tokyo Bay Area, the higher education in Guangdong-Hong Kong-Macao Greater Bay Area still needs improvement in terms of digital infrastructure capacity, digital governance system, technical support for digital teaching and learning, digital campus construction, digital talent training and digital university cluster construction. In order to realize the digitalization of higher education in Guangdong-Hong Kong-Macao Greater Bay Area, improve the capability of universities and provide high-quality talents reserve for the economic development of the Bay Area, higher education in Guangdong-Hong Kong-Macao Greater Bay Area needs to further consolidate the construction of digital infrastructure capacity, promote the construction of digital governance system of universities, strengthen the technical support and implementation of digital teaching and learning, improve the construction of digital campus, cultivate and bring in digital talents and guide universities to strengthen cooperation in digital reform.

29 The Discourse Change of “Confucian Pedant” and the Turns of Chinese Confucianism

At the time of dynasty change of Zhou and Qin, the dispute of “non-Confucianism” among various schools and the question of “Confucian effect” from aristocrats gave birth to the ideological field of “Confucian Pedant”. In order to establish a healthy relationship between learning and politics, Xunzi emphasized that “a gentleman must debate.” aiming at cleaning the Confucian scholars who condescended to power. That constructed the original academic criticism of the “Pedant”. Into the age of autocratic monarchy, “Pedantic discourse” was made political and became a kind of hegemony through the official construction. It forced Confucianism to turn twice: first, it is from “enterprising” to “conservative”; then, it turned the moral philosophy of the Confucian predecessors into a doctrine of clean government, with the primary responsibility of safeguarding the imperial administrative security. With the crisis of modern governance, the discussion of “The Confucian Pedant do harm to the Country” was on the rise. It reflected the multiple conflicts between humanities and sci-tech, between eastern and western civilizations. In the process of global democratization, the dual penetration of capital and market not only gave birth to the real corrupt pedants but also changed the lower Confucianism into a tool which corrupted public. All in all, the changing history of Confucian pedants marked the ups and downs of confrontation between archaic scholars and politics and gain and loss of thoughts. It also reflected the dilemma of Confucianism development and tendency. From which we can get deeper understanding of Chinese Confucianism history.

37 Three Primary Models of Confucian Ethics Theory on Temperament and Reason

Emotion has plentiful meanings in Chinese culture and always correlates with human nature, as well as adjusted by reason. Original Confucian thinkers during the Pre-Qin period including Confucius, Mencius and Xunzi proposed integrating human nature with emotions since they either attached importance to explaining emotion with nature or explained nature with emotion, as well as proposed adjusting, moderating and controlling emotion through reason, raising and guiding emotion through ceremony since ceremony also meaning reason. Confucius' theory of benevolence contained both nature and emotion, proposed natural emotions such as filial piety and fraternal duties as the beginning, putting oneself in the position of the other up to loving everyone; as well as advocated benefiting the benevolence through knowledge, attaching proprieties through emotion, and raising emotion through the rite. Mencius explained four incipiencies including benevolence, righteousness, propriety and wisdom as good natures through four minds including sympathy, shame, respect, right and wrong, proposed minds unifying both nature and emotion, the four incipient natures were also four incipient emotions, as well be taken as the great aspects of persons; advocated seeking abandoned minds through reflecting and examining oneself, adjusting emotion through both reason and righteousness as well establishing morals of great aspects firstly thus to restrain small aspects of the sensual desire of the individual. Xunzi thought that emotions were unavoidable since he explained human nature through natural emotions, advocated restraining emotions through reason, guiding emotions conforming to both reason and grade, as well advocated transforming nature to the fake, founding culture through matching emotions, cultivating emotions, modifying emotions, guiding emotions and integrating emotions through reasonable ceremonies. Theories about human nature, emotion and reason of Confucius, Mencius and Xunzi during the Pre-Qin period constituted the primary models of theories on both human nature and emotion as well as theories on disciplining emotion through reason of ethics of Chinese Confucian. Afterward, Confucian scholars paid much attention to interpreting nature, emotion and reason as well as exploring their relationship, which extremely affected the subjects and academic rational roads of Chinese traditional philosophy, as well as being both understanding and reasonable became the specific signs of both culture and character of the Chinese nation.

Cultural technological revolution is a key variable to drive the transformation of the conversion of old and new kinetic energy of cultural industry, and technological logic constitutes a theoretical explanation for achieving high-quality development of cultural industry. It is the cultural technological revolution brought about by the industrial revolution that has given birth to the cultural industry in the modern sense. Cultural technological revolution has given birth to new cultural momentum, deconstructing and constructing new cultural productive forces and production relations. Digital cultural technology is a key technology creation in the history of human cultural technology, which has promoted the rise of digital cultural industry, and opens a new era of cultural industry in a sense. The 20th National Congress of the CPC was successfully convened in 2022, and China embarked on a new journey to comprehensively build a modern socialist country and march towards the second centennial goal. In 2022, there are about 200 research works and blue books on China's cultural industry published, and about 3,000 papers in academic journals. In 2022, cultural industry research focuses on hot topics such as cultural industry empowerment of rural revitalization, construction of a cultural power, digitalization of cultural industry, high-quality development of cultural industry, and upgrading of cultural consumption. Among them, the national cultural digitalization strategy has become the focus of scholars' attention, and the research of Cultural Metaverse has become an academic flashpoint, reflecting the extensive attention of the academic community to academic frontiers, industrial development and new industrial formats. On traditional topics, more focus has been put on the basic theory of cultural industry, new formats of cultural industry, cultural enterprises and parks, and regional cultural industries, scholars pay more attention to concept expansion, research perspective, statistical classification, new business formats, transformation and upgrading, industrial structure, and cultural and tourism integration. The group of academic journals in the core area of the cultural industry has basically taken shape, and academic conferences attach importance to academic frontier and innovation. In 2022, the research on cultural industry mainly has the following shortcomings:the basic theory of cultural industry ignores “industrial attributes”;lack of detailed statistical data and in-depth industry analysis in the annual report of cultural industries; the small number of regional cultural industry research results; lack of strategy summary research on key cultural enterprises and cultural parks; lack of attention to cultural industry policies. Given the situation of 2022,this paper offers the following suggestions: continue to promote the basic theoretical research of the cultural industry; carry out in-depth research on the national cultural digitalization strategy; strengthen the research of cultural industry policies and typical cases of cultural industry; especially strengthen industrial thinking, and build a scientific and reasonable cultural industry research paradigm that conforms to industrial reality.

71 Characteristics, Problems and Optimization Path of China's State-owned Capital Layout under the Background of “Dual Circulation”

The rationality and validity of the layout of state-owned capital have profound influence on the high- quality development of China's overall economy and the upgrading of industry. At present, the overall framework of state-owned capital layout is relatively reasonable, and it is still being optimized further. In terms of total size, the number of large enterprises and small enterprises has decreased, while medium-sized enterprises is relatively stable. In terms of subordinate relationship, central enterprises and local state-owned enterprises has increased significantly, and the amount of state-owned capital of these enterprises has multiplied. In terms of industry type, the industry distribution of state-owned capital is relatively wide, but the asserts are still mainly concentrated in traditional industries. Compared with the new requirements of the “dual circulation” strategy, it is undeniable that there are still many problems in the layout of China's state-owned capital, such as lack of match with the high-quality development strategy, unbalanced regional distribution, insufficient impetus to R&D innovation, and the meed to optimize and integrate overseas distribution. Based on this, it is suggested that the layout of state-owned capital in China should be strategically adjusted. The specific paths are as follows: firstly, focus on strengthening, supplementing and extending the chain, and improve the industrial layout of state-owned capital; secondly, based on the internal circulation development strategy, and optimize the regional layout of state-owned capital; thirdly,serve the high-quality development strategy,and improve the innovation performance of state-owned capital; finally, rooted in the dual circulation strategy, and reshape the overseas distribution of state-owned capital.

83 How Artificial Intelligence and Capital Taxes Affect the Income Distribution Structure: Polarization or Optimization?

As a strategic technology leading a new round of scientific and technological revolution, AI (artificial intelligence)will not only promote the upgrading of industrial structure and high-quality development, but also bring about changes in the labor market that will certainly affect the pattern of income distribution.To clarify the influence mechanism of AI and corresponding redistribution policies on income distribution, this paper constructs a multi-sector dynamic stochastic general equilibrium model, and investigates the functional and scale income distribution effect of AI capital deepening and broadening as well as the adjustment effect of AI capital tax. The result shows that the deepening and broadening development of AI capital has a polarization effect on income distribution while contributing to economic expansion. In terms of the functional income distribution effect, the employment substitution effect of AI leads to a double decline in the number of jobs and the level of wages, resulting in a decrease in the share of labor income. In terms of the scale effect, the development of AI further widens the income gap among different groups, along with the increase of social welfare loss. A moderate AI capital tax would restrain the polarization effect of AI on income distribution: on the one hand, weaken the economic stimulus effect of AI, mitigate the crowding out effect on employment, and slow down the decline of labor income share; On the other hand, redistribute income among different groups, narrow the income gap, and achieve improvement in social welfare loss.

92 On the Triggering Condition and Connecting Mechanism of Doctor's Informing Obligation under Clinical Application of Medical AI

Medical AI has been gradually put into clinical application, which has a wide and profound impact on the process of medical decision-making. However, patients are always under an unconscious “dominated” state, which requires timely response from the law to specify the doctor's informing obligation under clinical application of medical AI. Through the investigation of dimension of doctor, medical AI and patient, the trigger of doctor's informing obligation should meet two conditions: firstly, doctors fail to achieve “meaningful involvement”, that is, they neither have the corresponding ability of supervision, nor they take the appropriate measures of supervision; secondly, the auxiliary decision-making of medical AI will have a significant impact on the patient, which needs to be judged according to the scene. In order to form a more concrete applicable standard, the trigger of doctor's informing obligation should be connected with the classifying management of medical AI: AI products administrated not as medical devices or medical AI administrated as class one device will not trigger the informing obligation of doctors; medical AI administrated as class two device will not trigger the informing obligation in principle, but the administrative and judicial institutions would reserve the necessary discretion; medical AI administrated as class three device will trigger the informing obligation of doctors definitely.

101 The Mechanism and Effect of Digital Governance Enhancing County Government Policy Enforcement

With the rapid development of digital technology, it is common for governments at all levels to choose digital technology to enhance the policy enforcement and advance the governance effect. Take S county of Zhejiang Province for example, the application of government affairs intelligent management platform system has significantly improved the accuracy of policy goals, policy implementation and policy evaluation, achieved accurate governance of the whole cycle of project implementation, and significantly enhanced the county polices enforcement.The key mechanism of digital governance enhancing county polices enforcement lies in the power centralization mechanism in information transmission, the backward supervision mechanism in policy implementation and the promotion incentive mechanism in assessment and evaluation. Specifically,through the way of pre-planning, in-process supervision and post-evaluation, digital technology has been fully embedded in important tasks, projects and work of high concern to the Party and government leaders, and the problem of unclear powers and responsibilities and buck-passing between different departments and different levels of governments has been resolved. The effective application of digital intelligent system has reshaped the governance responsibility of counties and villages, reconstructed the organization and mobilization ability of counties and villages, and made “strip-block segmentation” move to “strip-block linkage”. Digital governance and digital government have formed mutual embedding, and a coordinated county government has been built. 112 The Logical Construction and Governance Breakthrough of the Local Legitimacy of Social Organizations

The “in-circle” purchase mechanism in government purchase public services makes social organization rely heavily on local government,which limits the development of social organizations to some extent. Therefore, it is of great theoretical and practical value to explore why it is possible for social organization to undertake government service programs across regions. From the perspective of organizational legitimacy, this paper analyzes the practice process of social organizations undertaking government purchase service projects across regions, and finds that social organizations have an obvious construction logic of “local legitimacy” in their actions to break through the “inner circle” purchase dilemma. The process of social organizations establishing “local legitimacy” involves the accumulation of “industry legitimacy” as the logical premise, the construction of “buyer legitimacy” as the key link, and the achievement of “community legitimacy” as the inner essence. Specifically, the industry legitimacy requires social organization to establish good inter-organizational cooperation and relationship network, the buyer legitimacy aims to help social organizations establish a trust relationship with governments outside their territories and obtain service projects, and the community legitimacy focuses on social organizations meeting the needs of stakeholders in the community during project implementation. By obtaining three kinds of legitimacy, social organizations establish their own “local legitimacy” in other regions, and successfully achieve cross-regional purchasing services and high-quality development.

123 Ogyu Sorai's Jue Ju Jie and the Rise of Ming Poetry Comments in Japan

To discuss the comments on Ming poetry by Japanese literati is not to look for the incomplete dreams of Ming Dynasty in Japanese Han literature, but to reconstruct the understanding of Ming poetry from the perspective of East Asia. After the demise of the Ming Dynasty, literati in the early Qing Dynasty tended to negate the poetry since the middle of the Ming Dynasty, which was unfair. As the observation result of “the third eye”, the comments on Ming poetry by Japanese literati have certain reference value. Japanese literati's comments on Ming poetry flourished in the middle of the Edo era, which was caused by the route of learning poetry from Ming poetry to Tang poetry, and was also related to their ideological turn in criticizing Song culture and their intention to continue the orthodox fate of Chinese culture. To explore the rise of comments on Ming poetry in Japan, Ogyu Sorai's Jue Ju Jie(Annotation of Quatrains,绝句解) cannot be bypassed, which focuses on commenting on the poetry of the Seven Poets School in the Ming Dynasty, especially on all the seven character quatrains and nearly 90% of the five character quatrains of Li Panlong. The comment on Ming poetry in Jue Ju Jie has the characteristics of concise language, profound emotion and profound taste. It reveals that the poetry of the Seven Poets School in the Ming Dynasty agrees with Tang poetry in terms of artistic conception, poetic flavor and syntax, thus provides a model for Japanese literati to see the beauty of Tang poetry from Ming poetry. It also reveals the causal relationship between Ming poetry and poetry of the Six Dynasties, which provides guidance for exploring the complex features of the poetry style of the Seven Poets Schools in the Ming Dynasty. Jue Ju Jie reconstructs the model of Ming poetry from the Japanese perspective, and puts forward its own views on important issues in the history of Ming poetry. The new ideas revealed from it serve as discursive feedback, which will help us reevaluate Ming poetry from the perspective of East Asia.

131 Local Travel and Discourse Construction of Contemporary Essentialist Literary Theory

Contemporary literary theory has experienced a change process from humanism to post-humanism, or from essentialism to anti-essentialism and then to irony. In particular, the anti-essentialism led by cultural studies has become the discourse representation of contemporary literary theory from “literary theory” to “theory” and then to “post-theory”. It can be said that the essentialist literary theory centered on “aesthetics” is generated based on the refution of “subordination theory” and “instrumentalism”, while the “anti-essentialism” is generated in the discourse context of “cultural studies”. Therefore, the evolution process of contemporary literary theory can be concretized as the evolution process from revolutionary discourse (external research) to essentialism (aesthetics and language) to anti-essentialism (culture, media and meaning). Paradoxically, many controversial topics in contemporary academia, such as the hollowing out of literary research, literary theory without literature and forced interpretation of literature by theory, make the field of literary research have a theoretical appeal to return to the “essentialism” research with “aesthetic” as the center. Moreover, in order to study the evolution of contemporary literary theory and the discourse logic of its future development, and further understand the context and historical track of the development of contemporary literary theory, it is necessary to return to the “historical scene” ── the local travel and discourse construction process of essentialist literary theory with “subjectivity” and “ontology” as the center. Essentialism is regarded as the knowledge starting point and reference frame of literary theory in the new period. These are the trigger points and values of studying the local travel and discourse construction of contemporary essentialist literary theory.

143 Cartoon Interpretation of Chinese Classics: Foundation, Mode and Method of Cultural Works' Hypertext Rewriting

The outward communication of traditional cultural classics is faced with a realistic problem of imbalance between the input efforts and output effects. One of the reasons is that the presentation form of works and the sense of time distance are difficult to integrate into the cultural psychology, aesthetic habits and communication discourse habits of readers. The cartoon interpretation of classic works breaks the communication method of relying solely on text translation and introduction, and closely follows the characteristics of contemporary readers who pursue visual perception and interactive reading. Guided by visual grammar, image narration and new rhetorical concepts, it transcends the only information mode of text symbols, optimizes and extracts the text information and cultural connotation in the original work, combines graphics and text, and uses multiple languages to make the world of classic works richer and more visible. By hypertext rewriting of the essential content of the work, this communication mode adopts a composite compilation method of combining intra-lingual translation (from ancient to modern), inter-lingual translation (from Chinese to a foreign language) and inter-semiotic translation (picture illustration), and a narrative style with a sense of modernity. With the readers' pleasant reading expectation, it makes multi-dimensional interpretation of core ideas, enhances cultural experience, and eliminates communication barriers. Through multimodal reconstruction of content and form, the quality of the work remains unchanged while the text form is optimized, which can effectively improve the effect of mass communication.

Algorithm governance is a social governance process in which social governance subjects comprehensively use algorithm technology to accurately meet the needs of governance objects, and accurately identify, judge, and make decisions on issues in social governance. As a new type of social governance, algorithmic governance has powerful functions, that is, algorithmic governance can accurately identify governance issues, accurately predict social conflicts and accurately meet the diversified needs of governance objects. Therefore, algorithmic governance has greatly improved the level of modernization of social governance system and governance capacity. However, due to the immaturity of algorithm technology and its misuse in the process of social governance, many social ethics problems have arisen, which are mainly reflected in four aspects: the opacity of algorithm governance process leads to social trust crisis, the uncertainty of algorithm governance behavior leads to social justice problems, the imprecision of algorithm governance scheme leads to social equity problems, and the inappropriate rule of algorithm governance leads to social value problems.
