Comprehensive Understanding of Human Civilization and a Civilization of Shared Benefits: Construction of a Community of Shared Future for Mankind from Perspective of Civilization

Human civilization has come to a major crossroads. In face of various increasingly prominent “civilization ills”, it is urgent to think about the concept of a community of shared future for mankind in a holistic way. The cure for civilization ills comes from civilization, and can only be extracted from the comprehensive knowledge of world civilization. This is a necessary choice for the civilization at the crossroads. The goal of a community with a shared future for mankind is to respect the tradition of different civilizations, make the greatest efforts to seek common ground with an open mind, and build a new civilization system all human beings share and benefit from. Efforts are made to achieve communication of thoughts (in which spiritual concepts are interlinked and ways of thinking are complementary) among different civilizations, especially integrating significant value of morality, contract, righteousness, and concept of law, space, and difference are the key to the construction of a civilization in the direction of shared benefits, and also the way forward for a community of shared future for mankind as a natural course for human civilization.

From “Axial Age” to “Ecumenic Age”: on Core Issues in Eric Voegelin’s
The Ecumenic Age

Since the beginning of the 18th century, European thinkers began to face and think about the “Chinese spirit”, and the prominent figures include Leibniz, Hegel, Weber and Voegelin. Voegelin can be counted as one of the most thoughtful historical philosophers of the 20th century. He thought about the relationship between “order and history” of human beings from the perspective of world political history and the history of political ideas, and replaced Jaspers’ “Axis Age” with the concept of “Ecumenic Age”. Geographically and historically, “Ecumenic Age” refers to changes from Persian Empire to Roman Empire in the West. In Parallel with this is the rise of Chinese Empire in the Far East. The West and the East developed two different “world concept” in parallel. “Ecumenic Age” also has a universal meaning of metaphysics, which refers to the perpetual nature of the world: the world is always full of violence, misfortune and disaster due to conflicts between groups or political units. The “world concept” reveals a spiritual response to the conquest of the world: The diversity and conflict of human polities has troubled us as much as they did for the early empires in human history. Whether in polities of empires or Greek city-states or Israelite polities, all speculations about the origin of polities are related to the field of history. This means that thinking of political order is limited in the field of history and historiography has the basic form of mythological time and traceable narration. The cosmological imperial order encapsulates human ideas, and it is Israel’s existence that allows human ideas to break through the imperial cosmic order. Therefore, the fundamental difference between Eastern and Western civilizations is that the leap of existence does not completely break the cosmological order as the West did.

Seventy-year Educational Poverty Alleviation in China: History, Experience and Trend

Educational poverty alleviation is fair and pro-poor. Over the past 70 years, China’s educational poverty alleviation has gone through three stages of poverty alleviation education in new China, poverty alleviation through education in the new period and targeted poverty alleviation through education in the new era. The historical characteristics of educational poverty alleviation in pursuit of educational equity can be summarized as three historical leaps forward: education for all, balanced development of education and educational equity. Educational poverty alleviation is pro-poor, and this characteristics is becoming increasingly significant. Specifically speaking, poverty alleviation education in new China provides intellectual support for rural people who “get rich first”, poverty alleviation through education in the new period has greatly reduced poverty incidence, and targeted poverty alleviation through education in the new era has helped people get out of poverty, become better off and pursue sustainable development, and has thus achieved high-quality poverty alleviation. The successful experience of China’s educational poverty alleviation can be summarized as follows: defining focuses of educational poverty alleviation through institutional arrangements, adopting targeted poverty alleviation strategies for better results, in the meantime implementing diverse poverty alleviation measures to meet the needs of different groups in education, and attaching importance to model promotion. China’s educational poverty alleviation will change in four aspects, namely, change from poverty reduction period to that in a well-off society, change from economic function to ontological function, change from system improvement to governance advancement, change from traditional educational poverty alleviation to modern educational poverty alleviation.

Course, Logic and Experience of the Reform on China’s Local Legislative Authority since the Founding of the People’s Republic of China

The demarcation of central and local legislative authority is an outcome of specific historical conditions, which is closely related to specific economic foundation, ideology, rule of law and geographical condition. Since the founding of the People’s Republic of China, China’s local legislative authority has experienced the alternation and integration of decentralization and centralization. The reform of local legislative authority follows a specific logic. Its economic foundation is the objective requirement of economic and social development. Its ideological condition is the result of the ruling party’s better understanding of decentralization. The reform has been implemented with gradual decentralization of prudential control, and repeated explorations have been made at multiple levels. The experience of local legislative authority reform can be summarized as follows: taking the conditions of economic and social development as the fundamental basis, being proactive in two major aspects, firmly following the basic laws governing the exertion of legislative authority, improving the legislative authority system, pushing through the reform on the distribution of legislative authority under the rule of law on the basis of the “single system”, adhering to the gradual reform strategy, and further clarifying local legislative authority. Reasonable changes in local legislative authority is helpful to maintain the unity of the legal system and improve the governance ability.

Research on the orientation and method of Branding of Rural Culture Innovation from Perspective of Positioning Theory

Rural revitalization strategy requires rural cultural and creative industry shift its focus to quality and efficiency improvement. Branding strategy is an effective way to make the shift. The core of building rural cultural and creative brands is to reshape native culture, which is a key link to boost villagers’ cultural confidence and cultural identity. The basis and requirements of building rural cultural and creative brands are to present unique cultural values of local villages, enhance sense of belonging and cohesion of the community, and promote brand publicity and integrated development of the industry. To win over customers, firstly, rural cultural and creative brands should first highlight the cultural genes of local villages, present the core values of rural cultural and creative brands, which is the key to winning the hearts of customers. Secondly, the symbol expression and brand narration of local cultural gene is important. To attract customers’ attention, it is necessary to make use of the communication system of modern media to popularize the brands and expand their influence worldwide. Finally, a brand-oriented rural cultural industry and relevant industrial system should be formed to produce and provide diverse forms of industry, rich service experience and product consumption, so as to meet consumers’diverse and multi-level consumption needs.

Problems and Risk Prevention of AI’s Deep Intervention in Cultural Industry

With the rapid development of computer technology, artificial intelligence (AI) has been widely applied in production and social life. In recent years, it has entered various fields of cultural industry, and has been applied in creative planning, production, marketing and product promotion and even launch of new products. However, cultural products have special attributes. They have both the attributes of general commodity and ideological attributes, appealing to people’s spiritual world. Therefore, we cannot afford to ignore the problems and risks of AI’s application in cultural industry. Excessive dependence on AI will disrupt the ideological function of cultural products. Excessive use of AI will weaken the emotional perception of creators and the creativity of culture and art, thus affecting the innovation of cultural products and resulting in lack of originality. Artificial intelligence also causes copyright problems, information cocoon effect and security risks concerning data privacy. Therefore, it is necessary to adhere to the principle of putting social benefits of cultural products first, protect intellectual property rights of originators, stimulate cultural creation, protect and regulate works of artificial intelligence, strengthen supervision over the dissemination of cultural products on the Internet, and maintain information security to guard against risks brought by artificial intelligence.

Currency Revolution: Financial Effects, Risks and Challenges of Issue of Digital Currency in China

Digital currency was proposed with the gradual improvement of blockchain technology. Due to the increasingly mature application of blockchain technology, private digital currency based on blockchain technology has cropped up one after another, attracting the attention of central banks. People’s Bank of China(PBC) has also been investing in research and development to explore the possibility of issuing digital currency as a national legal currency. At present, significant breakthroughs have been made in both theory and experiment. The central bank digital currency (CBDC) is not only a reform of the physical form, but also a new monetary policy tool, which will not only change the monetary multiplier, but also bring some changes to monetary policy, so as to enhance the monetary authority’s ability to regulate macro-economic policies. However, as an unprecedented innovation in the financial world, CBDC will inevitably face some risks and challenges, especially in technology, legal issues and financial system. For example, the current transaction performance can hardly meet the demand of real transaction volume. The current financial system may suffer from shocks brought by CBDC. The network security system may face a large number of unpredictable attacks, and there is still lack of relevant supporting legal policies. Therefore, for further application of CBDC, more efforts should be put in researches to tackle these risks and issues.

Issue of Legal Digital Currency and Effectiveness of China’s Monetary Policy

Accelerating the issue of legal digital currency is an important strategy to achieve high-quality financial development in China. This paper discusses the impact of the issue of legal digital currency on the effectiveness of China's monetary policy by using the following logic framework: effectiveness in money supply factors change→ money multiplier change effectiveness→monetary policy effectiveness. The findings are as follows: In terms of changes in money supply factors, the issue of legal digital currency leads to a decrease in cash currency, and may generate a crowding-out effect on demand deposits, but promote an increase in reserves and base money; In terms of changes in the money multiplier, the issue of legal digital currency increases the volatility of the M1 and M2 currency multipliers, making it more uncertain; In terms of the effectiveness of monetary policy, the issue of legal digital currency reinforces the effect of the statutory deposit reserve policy, promotes the realization of the monetary supply and interest rate as an intermediate target, and exerts its impact on monetary policies through interest rate, consumer expenditure, credit and asset liquidity so as to effectively alleviate the time lag issue in China’s monetary policy.

Positive Law Logic of Constitutional Supervision Procedures and Its Deductions

Rule of law in modern times is the rule of positive law, and constitution replaces the higher legal status of natural law, and is the core of the positive law system with characteristics of formal rationality. The positive law proposition of authoritative legislation rather than truth legislation means that the supervision of constitutional implementation by representative organs conforms to the inherent stipulation of people's sovereignty. The positive norm of constitutional supervision procedures integrates the value of rights law and the function of collaborative law, which can carry the constitutional supervision function of people’s representative organs. In terms of positive law logic, the constitutional supervision power is the power exclusive to sovereignty representatives and extension of constituent power. The National People’s Congress exercises constitutional supervision over the direct application of constitution by central state organs, local people’s congresses with legislative powers and people’s congresses of ethnic autonomous areas. The difference between constitutional supervision power and legislative power, as well as legitimacy of self-constitutional supervision, can be tackled by due process principle,namely, the constitutional review power and the legitimacy review power can be set apart through procedures setting. At the same time, more efforts should be put in value integration of constitutional supervision procedure than in legislative demonstration, so as to realize the procedure separation between constitutional review and legitimacy review and the construction of both.

Generation Logic and Regulation of Lawyers’ Online Words and Deeds in New Media Environment

Although all sectors of society are advocating the establishment of legal profession community, there are still hierarchical order, competition and confrontation among legal personnel, especially the differentiation and tension, competition and game between lawyers and judicial officials, which are often presented in online public space in the form of new media narration. Compared with traditional media, new media realizes direct communication and interaction between the author and the reader, in which the lawyer has more advantages than in court. In order to break the existing power pattern in the legal profession and reshape discourse order, many lawyers take new media as a pubic platform to compete for the right of speech for their profession and construct the image of legal spokesmen. However, some lawyers’ abuse of new media makes the competition and game within the legal profession unable to be carried out within a specific rule framework, which has a negative impact on the normal operation of judicial power, the image and reputation of legal personnel, and the legitimate rights and interests of litigants. Therefore, it is necessary to set a specific bottom line for lawyers’ online words and deeds on the premise of guaranteeing their freedom of speech, so as to realize the “reconciliation” between judicial officials and lawyers and avoid possible risks due to excessive regulation.

The Internet not only changes our daily life, but also has a profound impact on public sphere. It interprets post-modern discourse of online community with barrier-free writing, zero-barrier communication and cross-border application. With rapid development of Internet technology, online public opinion, data, marketing, negotiation, network security, netizens’ mentality, digital community, and community of shared future in cyberspace have become commonly used words and focus agenda of Internet regulation. At the same time, the rule of law on the Internet, scientific administration of the network, regulation of cyberspace, and rationalization of Internet users guarantee effective regulation of the Internet. Cooperative Governance: Land-Related Behaviors in New Urban Communities and Relevant Governance Models

The frequent occurrence of the phenomenon of “growing vegetable by occupying land” caused by rapid urbanization and has become a difficult point of governance in the community. Taking the phenomenon of “growing vegetable by occupying land” in the new urban community as the starting point, exploring the reasons of the phenomenon and proposing the governance strategy has important practical significance and theoretical value. The study found that the phenomenon of “growing vegetable by occupying land” occurred frequently, the reason is that land emotions of the new community residents in the process of social role transformation. It is precisely because of the disappearance of land elements in new communities, the physical space of land emotional practice is limited, and the land emotions of community residents gradually evolve into the struggle for community space resources in the process of awakening, accumulating and releasing, and cause destructive consequences to the community. The strategy is the cooperative governance model of autonomy and heteronomy, then it provides a practical space for the land-emotional expression of the new community residents, finally achieves good governance in the community.

On Essential Issues of Practical Philosophy

The contradiction between generation and being constitutes the underlying logic of practical philosophy, and the relationship between generation and being is the essential issue of practical philosophy. For a long time, the view of being by metaphysics, which serves as the basis of speculating the ontology of metaphysics, has dominated the development of the contradiction between generation and being. Therefore, traditional practical philosophy takes the being of metaphysics as its ultimate goal, and deems practice as the way of transcending the generated phenomenal world and entering the unchanging noumenal world. In the process of rebelling against metaphysics, modern practical philosophy awakens the generating power but falls into nihilism: Schopenhauer believed that human beings, as the finite existence of the representation world, are rooted in the noumenon world of restless will, so they are in the eternal conflict between finite existence and infinite will. Peace can only be achieved through elimination of the will. Nietzsche argues that the metaphysical world is the hypocrisy of the will, a strategy invented by the sick will to power against stronger will. Historical materialism reveals the dialectical interaction between generation and being, providing a possible way to solve the contradiction between generation and being.

Construction of Discourse Power of CPC’s Culture in the New Era

On its way to future and making itself the most powerful political party in the world, the communist party of China (CPC) must construct the discourse power for its culture and give guidance in this regard to hold high ground in science and morality. The discourse of the party culture has the main functions of party identification, value integration, inheritance, and construction. As socialism with Chinese characteristics enters a new era, changes in the subject, content, environment and dissemination mode of the party’s cultural discourse undoubtedly present many challenges to the construction of the cultural discourse of CPC in the new era. Therefore, we should innovate the ideological discourse of the CPC’s party culture in the new era and improve its guiding power. We also should construct the value discourse system of the party culture in the new era to boost its appeal, make it more persuasive, and increase its binding force.

On Common Human Value in Critical Reflection of Universal Value

In globalization era, which emphasizes universal communication, shaping common human value is the foundation of building a harmonious community with a shared future for mankind. The shaping of human common value based on equal dialogues can only be realized by criticizing abstract and isolated universal value of discourse hegemony. It is necessary to start with “real individual” to reflect on the existential theory of “atomic self” as a universal value, thus laying foundation for the construction of common human value. In order to clarify the epistemological line of human common value, the dogmatic cognitive premise of universal value needs to be thoroughly criticized in a generative consensus based on the fusion of perspectives. The argument that “history has come to an end” ignores the complexity of human history and is full of arrogant liberal ideology. Only through establishing harmony and co-existence as the theme of globalization era, engaging in instead of staying out of the process, and actively shaping common human value, can we build a community of shared future for mankind in line with human historical development trend.
