5 Rural Cultural Space Construction:Spatial Changes in Chinese Rural Cultural Governance

Rural cultural governance is subject to the social, economic, cultural and political systems of a historical period. It reflects the unity of governance subjects and process and has become an important approach to contemporary rural revitalization. In terms of the interaction between state and community, with the impact of the state institution and the rural life order, the rural cultural space, as a form of governance, has gone through four periods: the period of “rural China”, the period of “totalism”, the period of “township government and villager autonomy”, and the period of “urban and rural China”. In the new era, with the rapid expansion of rural administrative power and the wide use of digital information technology, rural cultural governance has been unified in the spatial structure as both the governance subject and the governance strategy. Rural cultural space shows not only the meaning system of rural life, but also the intangible cultural power network at the grass-roots level, resulting in the spatial change in rural cultural governance. The transition of the state administration in the social-economic field, institutional planning and public cultural of contemporary rural areas is the general trend of current Chinese rural governance and constitutes a policy channel for rural cultural revitalization in the context of market economy and wide us of digital information technology.

16 Intertextuality of International Communication of Digital RMB and Discourse Configuration

In the era of digital geo-politics, due to the extensive engagement of governments, technology giants, and the general public, international communication shows four characteristics: diversification of communicators, penetration of digital technology, mainstreaming of social platforms, and interaction of communication effects. Digital RMB has been taken as an important digital geopolitical phenomenon since China's central bank roll outed digital RMB in 2017. The perception of digital RMB is widely different in Chinese and foreign mainstream media and social media, and there exists an intertextual logic about the discourse configuration of digital RMB between our self-perception and views of others. First, the speculation of foreign media that digital RMB will disrupt the dollar's dominance has attracted worldwide attention while Chinese media reiterates that digital RMB is not aimed to replace the dollar. Secondly, Western media questions that China rolls out digital RMB to monitor economy and the people. In response, Chinese media counters by emphasizing our principle of using digital RMB is that “small amounts can be anonymously used while large amounts can be tracked”. Finally, Chinese media puts much effort in publicizing the cross-border daily payment of digital RMB to allow foreigners to make everyday payment in China without a bank card, but foreign media choose to ignore this. The intertextual logic and discourse configuration of the international dissemination of digital RMB provides us some ideas on how to present us to the outside world: On one hand, we should not allow Western media and public opinion to stereotype and stigmatize China. On the other hand, we need to take the rational elements of from the views of others to enrich our self-image to make international dissemination conducive to China's geopolitical interest.

25 Cross-border Changes in Korean Literature: Evolution, Characteristics, and Trend

Since the Goryeo period, Korean literature absorbed much Chinese culture with Han culture and Confucian culture as its core and began to integrate into the East Asian culture, making its way to world literature. In modern times, it received Western culture and integrated into Western cultural system, realizing the modernization of Korean literature. Currently, in the globalization era, Korean literature is turning inward to its own cultural tradition for future development. The historical trajectory of the cross-border changes in Korean literature shows that Korean literature has been changing its cultural direction to keep up with the times in effort to integrate into various cultural systems to be part of world literature. Obviously, this is the result of the constant adjustment of Korean literature to meet changes and integrate into the mainstream world culture of different era. In this process, Korean literature has shown a distinctive trajectory and characteristics of sinicization, Westernization, and globalization. In the globalization era, Korean literature has begun to turn inward and return to its own culture, attaching importance to its national cultural tradition and showing distinctive Korean characteristics. Against this backdrop, Korean literature in recent years has shown the following characteristics: a distinct nationalization trend; reinterpretation of traditional culture to keep up with the times, and modern interpretation of traditional culture; various movements of modernity becoming the mainstream of Korean literature; the industrialization of literature and culture becoming a general trend for future development. All these are the results of the modern transformation of Korean literature based on national classics.

33 Connection, Criticism and Principles: Chen Shidao's Denial and Reverse Development of Wang Anshi in Poetry Writing

Chen Shidao hurled harsh criticism at Wang Anshi regarding his character and academic achievement and totally denied his poetry creation. His creation theory which elevated simple over artful, humble over pretentious, rough over feeble, and secluded over tacky mostly targeted Wang Anshi. On the one hand, his poetry creation followed Wang Anshi in using the techniques of bi and xing (originated in the Book of Songs), while denounced the technique of fu, which was straightforward and used by Han Yu school (introducing expression techniques of prose in poetry creation). This is the core principle of his poetry creation. On the other hand, he learned from Huang Tingjian and worked out an approach to studying Du Fu, using empty words to enrich artistic flavor but not writing about beautiful natural scenery. At the same time, he followed Zeng Gong in prose writing, learned a simple style and finally developed his own style, which is plain but powerful and simple yet rich. Whether in creation theory or writing practice, Chen Shidao chose the opposite of Wang Anshi to develop his unique style. His special acceptance of Wang Anshi is the result of the combination of the internal strife of political groups in the Northern Song Dynasty and Chen Shidao's family background, thought and disposition, and his interaction with his teachers and friends. Many poets of Jiangxi Poetry School in the Song Dynasty were deeply influenced by Wang Anshi's poetry creation. Chen Shidao rejected Wang Anshi and chose to go against him in poetry creation, providing more space for the diverse development of the Jiang Xi School of poetry. The connection between Chen Shidao and Wang Anshi in poetry creation is not only related to the continuity of Tang and Song poetry, but also reflects the internal mechanism of the development and evolution of Song poetry.

From the perspective of aesthetic motivation, the formation and development of cultural industry is an aesthetic movement process of aesthetic promotion, taste production, creative iteration and industrial upgrading. Individual aesthetic appeal was the premise of taste production and taste industrialization stimulated the birth and the professionalization of designers, which promoted the growth of the creative talent team. Industrialization of taste and the professionalization of designers is the premise and basis of the birth of cultural industries or creative industries. With the deep development of cultural industries, the relationship between aesthetic motivation and modern life has become very complex and dynamic. The relationship between aesthetic, taste, creativity and industries will be redefined and described. At present or in the future, cultural industries are becoming the industrial form of the national aesthetic movement. As a mainstream, cultural, economical force, cultural consumption affects all aspects of people's life. In the mass consumption activities of cultural sharing, aesthetic appeals will show an unprecedented surge trend. Aesthetic motivation will become more powerful. Aesthetics and taste will become important factors in the construction of popular cultural identity. 51 Tax Incentives, Innovation Subsidies and Technology Innovation of Cultural Companies

To improve the quality and efficiency of cultural companies and enhance their core competitiveness is conducive to realizing the long-term goal of building China into a cultural powerhouse by 2035. Based on the system performance and incentive theory, this paper conducts an empirical study on the impact of tax incentives, innovation subsidies and technology innovation of cultural companies with the panel data of China's listed cultural companies from 2010 to 2020. The findings are as follows. The performance of companies receiving tax incentives and innovation subsidies has improved significantly. When other conditions remain the same, tax incentives and innovation subsidies have both significantly promoted technology innovation of cultural companies, and the sample regression also shows that both work better in promoting the innovation output of state-owned cultural companies and traditional cultural industries in the incentive process of technology innovation of cultural companies. Moreover, tax incentives can significantly increase the R&D investment of private and non-high-tech cultural companies. At the same time, innovation subsidies also have positive impact on state-owned and high-tech cultural companies. In the future, in order to make tax incentives and innovation subsidies more dynamic and effective, the government should take the following measures: adhering to the taxi incentive theory, combining inclusive incentives with structural incentives, and reducing burden for cultural companies; standing firm in carrying out the policy of “subsidy for innovation” and guiding cultural companies to take initiative in technology innovation; holding fast to the principle of “innovating on the basis of what has worked in the past” and guiding companies in cultural inheritance and innovation; sticking to the goal of “high-quality development”, and formulating incentive policies for cultural companies according to local conditions.

63 The Logic and Effect of Capital Matching, Innovation Cultivation to Drive High-Quality Development of Regional Economy

High-quality economic development requires not only capital accumulation, but also the leading of capital structure optimization. How to promote high-quality development of regional economy by improving capital matching is a topic worthy of attention. Based on the logic among capital matching, innovation cultivation and high-quality development of regional economy, this paper constructs a theoretical analysis framework, and uses a variety of spatial measurement approaches and panel threshold techniques to empirically analyze the relationship among the three. The findings are as follows. (1) Spatial correlation is an important factor that cannot be ignored in the process of capital matching and innovation cultivation to promote high-quality development of regional economy. (2) Both capital matching and innovation cultivation have positive impact on high-quality development of regional economy, but the latter has significantly bigger effect than the former in this regard. The coordination of capital matching and innovation cultivation is a strong driver for high-quality regional economic development, and they work better together than working respectively. This indicates that there is a positive interaction between capital matching and innovation cultivation: capital matching is conducive to innovation cultivation, and innovation cultivation helps enhance the quality of capital matching. (3) The threshold effect test shows that both capital matching and innovation cultivation have a threshold for high-quality development of regional economy. Only when they are compatible and coordinated can they better promote the high-quality development of regional economy.

73 Social Security Deficit and Its Solutions: Comparative Study between China and the U.S.

With the ever-increasing aging population in the world, it is a tough challenge confronting all countries to provide income security for retirees. Empty individual accounts and substantial deficit in enterprise annuities reveal some problems in China's pension system. However, after a nationwide pooling of basic pension funds was launched since January 1, 2022 in China, it is particularly important to examine the social security deficit from national perspective. Currently, our problems with social security are in essence similar to those of the United States. Drawing on the experience of the United States and taking into account Chinese situation, we need to address potential deficit in basic pension insurance funds in three ways. First, we need to encourage people to contribute more to their retirement account to get more in pension payments (more contribution for more payments) so as to tap the “institutional payment potential” and create conditions to increase returns on investment. Second, pension income should be in line with price and cost of living of the elderly. Besides, we need to reduce the management cost of pension through reform and improvement of the system. Third, we need to establish a flexible retirement system and gradually raise the statutory retirement age. However, we cannot expect to find a quick solution to the potential deficit in China's basic pensions funds. In the long run, we should increase the proportion of pensions funds in GDP.

82 Right Confirmation and Function Turning in the Process of Legalization of Personnel Archives Management in China

Personnel archives are brief records of historical and current personal information. They are both static and dynamic at the same time, and should be protected by law. In China, personnel archives are in the hands of employers under the public law administration system. This closed personnel archives administration system has not completed its function transformation after the institution transition. For a long time, we are confronted with many predicaments: people do not have the right to self-determination of their personal information; the subject right system has yet to take form; the institution and system do not work well; legal disputes increase. Given the fact that control is stressed over use in personnel archive administration, the reform in this regard should prioritize introducing self-determination of personal information, recognizing and protecting the rights of archive holders in obedience to the law, and make personnel archive administration digitized and socialized. On the basis of self-determination of personal information, specific rights should be entitled to personnel archive holders according to the characteristics of the archives. All kinds of personnel archives should be legally administered by personnel archive administration institutions of social functions, and employers and personnel archive holders can keep some copies of the archive for proper use. We should ensure the rights and interests to personnel archive holders. They should be entitled to know what is in their archive, access, copy and transfer their archive, correct, supplement, and delete information in the archive, and request explanation. But personnel archive holders and administration institutions do not enjoy property interests on personnel archives.

93 Jurisprudential Proof and Rule Correctness of Right of Defense

Due to the limitation of the doctrine of disposition, autonomy in private law in the exercise of civil rights cannot be fully upheld in litigation, which goes against the principle inherent in the litigant doctrine. Given the connection between autonomy in private law and litigant doctrine, doctrine of disposition should include the content that “whether to exercise civil rights in litigation is up to the litigant”. As civil rights can only be acquired and changed on the basis of specific legal facts, and the claim and proof of essential facts are part of adversary system, the litigant's exercise of the right of defense or the right of formation in litigation is an act under private law and a litigation act as well, and thus should be regulated by both autonomy in private law and adversary system. To be specific, the litigant not only needs to provide essential facts to defend his civil rights, but also exhibit the intent of using civil rights for self-defense, and the judge can only give negative interpretation. However, as the right of defense can only prevent rather than eliminate the right of allegation, the defense of the right of defense is an exception to the common principle of claim. Therefore, both parties wrestle for rights in court. They defend their rights rather than argue over facts. Distinction between defense of rights and defense of facts is the result of the transformation of China's litigation model, and it is an important exemplification of the fact that the state respects the litigant's private rights in litigation.

103 Holistic Digital Transformation of Grassroots Governance: Ecology, Logic and Strategy

Promoting digital transformation has become an important direction for governance innovation at grassroots level. Digital transformation of grassroot governance is a significant upgrade and an overall remodeling of governance modes. Based on the holistic governance theory, this paper analyzes the overall situation of digital transformation of grassroot governance from three perspectives of ecology, logic, and strategy. The findings are as follows. First, an open ecosystem is an important cornerstone for the holistic digital transformation of grassroots governance. Embedded in the grassroots governance process, digital tools have reshaped grassroots governance ecology and massively expanded the grass-roots governance space by establishing the “network-based” governance task field, expanding the scope of “inclusive” governance subjects, creating a “cooperative” governance model, and building an “instant” governance response space. Second, the conception of technology-assisted governance is the mainline logic of the holistic digital transformation of grassroots governance. By virtue of various digital technologies and approaches, the grass-roots governments can straighten out their governance structure, bridge governance gaps by means of information transmission, make it easier for multiple subjects to engage in grassroots governance, and build a two-way grassroots governance link. Finally, the successful application of digital strategies is an important indicator of the holistic digital transformation of grass-roots governance. Building a normal digital governance platform, putting more effort in improving multi-subject governance capabilities, developing digital governance approaches and tools, and systematically cultivating digital governance talents should be the key strategies to step up the holistic digital transformation of grassroots governance.

Since the New Period, population movement in China as a whole has shown the structural characteristics of flow region expansion, central concentration and accelerated integration. In terms of scale, the number of mobile population has continued to increase significantly, but the growth rate has slowed down in recent years; in terms of flow direction, with the increasing urbanization and regional integration in China, the population movement has gradually shifted from a predominantly one-way urban-rural population movement to a multi-headed posture of two-way urban-rural movement, urban-urban movement, and metropolitan areas of city clustering. Specifically, the population backflow from inflow to outflow persists and has accelerated in recent years; the proportion of cross-provincial mobility has gradually declined after reaching its peak in the first few years of this century, while the scale of cross-city mobility within the province has been large and has regained momentum in recent years. In the context of new urbanization, China's population policy has moved away from strict control of population movement and instead has guided cross-regional population movement through differentiated population regulation policies. On the one hand, local governments are encouraged to reform the household registration system to allow mega-cities and city clusters to accept more population; on the other hand, the development of county urbanization is promoted to guide the flow of population to small and medium-sized cities. However, the strict population control policy is institutionalized, which is a policy barrier to cross -region migration at local level. In this regard, it is necessary to be clear about the fact that the city is fundamentally of the people in the governance of population movement, increase the resource allocation for the equalization of basic public services between urban and rural areas, cities and regions, while vigorously supporting the transformation and development of small and medium-sized cities and counties with serious population loss, and work on the approaches for population governance aimed at regional integration.

122 Sociological Logic of the Formation of the Community with a Shared Future for Mankind

Building a community with a shared future for mankind is a plan proposed by the Communist Party of China in the new era to address the common problems confronting mankind and promote the peaceful development of the world. The concept of a community with a shared future for mankind has the mysterious implication of “destiny” in Chinese culture, reflecting the ultimate concern and the value of world harmony and the determination to build a community to confront the uncertainty in the world. The emergence and recognition of the community with a shared future for mankind is the result of the continuous evolution and accumulation of social organization since the modern mode of production came into being. The modern mode of production, highly efficient, measurable and controllable, has laid the material foundation of modern society and also given rise to the production community. From the production community to the life community, the world turns flat and calls for the collective consciousness of seeking common ground while reserving differences. In a complex society, every aspect of life(such as food, clothing, housing, transportation, and life style) and the Internet-based consumer society indicate the necessity of a social community. With risks shared globally, it is obvious that we human beings share weal and woe. And the public health emergencies such as the COVID-19 epidemic compel us to enter the community with a shared future one after another. From the production community with production mode as the core to the life community determined by the concept of life, science plays an important part and makes our life more colorful. From the social community resulting from labor division to the community with a shared future resulting from risk diffusion, diverse individuals and multipolar communities move towards a world of unity with a shared future. The human community dominated by science and human nature has thus become a logical line connecting humans in interaction and common development.

130 Capital Logic and Inherent Tension in Capitalist Application of AI

Although, machines as pure things in Marx's time are different from contemporary AI, they are the same as fixed capital and means of replacing labor. We still need to analyze the capitalist application of AI from the perspective of Marx's critique of fixed capital. Artificial intelligence is the product of capital's continuous innovation of production materials to absorb more capital. In the pre-AI era capital and labor were separate from and opposite to each other, while in contemporary society there exists inexorable confrontation between AI and labor. This confrontation reflects the labor alienation in capitalist society in the era of artificial intelligence. It is rooted in the capitalist mode of production and can be attributed to the nature of capital production and capital accumulation of capitalism. The resulting unemployment is mostly capital-triggered and sometimes technology-triggered as well. Capital-triggered unemployment is caused by absolute surplus labor and will be dissolved with the transformation of production methods driven by the capitalist application of artificial intelligence. Technology-triggered unemployment is caused by relatively surplus labor force and will be reduced through the guidance and regulation of many advantages of socialist society. Only by guiding AI to be people-oriented rather than driven by labor or profit can we promote the sustainable progress of science and technology as well as economy and society, and the free and comprehensive development of human beings.

138 Evidential Effect of Historical Documents in Territorial Dispute Settlement

We cannot formulate solutions to settle territorial disputes without examining historical facts or evidence. The observation of existing rules, theories and practices reveals that there are no rules regarding using historical documents as evidence in the settlement of territorial disputes. International courts are also cautious about the evidential effect of historical materials and have not yet explicitly expressed opinions on this issue in any of the cases they handle. Historical materials are challenged in terms of their completeness and authenticity when they are intended to be used as valuable evidence. Over years, international courts have developed a “legal title /effective control” approach, with which the historical materials proving legal title are put before those proving effective control in terms of evidential effect. To convincingly justify the historical materials are relevant, essential and important, the claimant needs to focus on the information reflected in the historical sources, and refer to the substantive rules and relevant logic, exploring and reiterating their connection to the historical context of the case, and combing through the combined impacts of various historical evidence on the same historical fact from different angles. Neither the conventional theory of territorial acquisition nor the analytical approach of “legal title/effective control” is the “settled law” for territorial issues in international law. Thinking about the territorial management models of different countries in different periods may shed a new light on the effect of evidence from a historical perspective.

147 The Hong Kong Dollar Issue in the Early Days of New China: Origin,Governance and Market Unification

Since modern times, under the influence of imperialist aggression, the Hong Kong dollar has long manipulated the Guangdong market, resulting in Hong Kong dollar problem that has plagued Guangdong for a century. The Hong Kong dollar issue is essentially an issue of economic aggression under the loss of weak sovereignty. Mainland governments of different periods tried to promulgate bans to eliminate the influence of the Hong Kong dollar in Guangdong. but the Hong Kong dollar are still hard to ban. Due to the failed monetary and financial policies of the Kuomintang regime, by the eve of the founding of New China the financial disorder and currency chaos were almost out of control.The Hong Kong dollar took advantage of its long-established credibility to stabilize the Guangdong market,which made the Hong Kong dollar a more difficult issue to resolve. The credit degree of currency is an important criterion to test whether a political party can firmly lead the political power. Under the leadership of the Communist Party of China, Guangdong launched a special and difficult Hong Kong dollar struggle from the liberated areas to the whole province since the founding of New China. In order to tackle the Hong Kong dollar problem at its root ,the CPC formulated policies of using, receiving and inflow of the Hong Kong dollar in a step-by-step and planned way, and gradually established the credibility of RMB and removed the Hong Kong dollar from the mainland through a campaign of three stages of exclusion and banning of the Hong Kong dollar, and“sending RMB to the countryside”. Through the Hong Kong dollar struggle, Guangdong not only resolved the difficult issue of the Hong Kong dollar and removed the Hong Kong dollar from the market for the first time, but also accomplished the major task of making RMB the unified currency in the market, and solved the Hong Kong dollar problem in a way of struggle and governance, demonstrating the superb ruling ability of the Communist Party of China to lead the financial work. Such fighting ideas and governance methods are still of significance to today's financial work.
