Calling for Craftsman Spirit, Self-improvement and High-quality Development of Culture

High-quality development is an important theme for cultural construction in the new era, and also a necessary response to the changes of major social conflicts. In the new round of industrial transformation in the world, the reshaping of production relations and marketing methods of the development of new technology is bound to bring about profound changes in the cultural field due to the change in interpersonal communication and social structure. Calling for craftsman spirit and promoting self-improvement is the key to achieving high-quality development of culture, as well as long-term sustainable development. To inherit and carry forward the traditional craftsman spirit, we should be based on tradition, focused on innovation, redefine craftsman spirit in the new era, explore the craftsman spirit with characteristics of the new era and have a clear idea of its characteristics. People engaged in cultural creation should take the cultivation of craftsman spirit as an intrinsic quality, and constantly innovate ideas, learn new things, consciously make self-improvement, maintain a forward-looking vision, and become pioneers and innovators in the changing era. Integrating art with manufacturing, building internationally renowned design groups, creating strong artistic atmosphere, and promoting cultural enlightenment in folk design is the way of advocating craftsman spirit and self-improvement from theory to practice.

Dao Inherent in Superb Craftsmanship: Historical Origin and Cultural Gene of Craftsmanship

The craftsman spirit is a perception of craftsmen’s work beyond technical level. It is a rectification of the idea that took the craftsman’s skill as novel techniques and works in ancient China, and elevates the craftsman’s work from labor to specified craftsmanship and artistic level, namely, the improvement of the conception of the integration of mind and object. The craftsman spirit is the spirit of the times enriched by history. Kao Gong Ji (The Craftsmanship Specification) in the Spring and Autumn and Warring States period is the first systematic compilation of handicraft industry in Chinese history. After Qin,Han,Tang and Song dynasties,there constantly appeared compilations of craftsmanship and rules of its practice. Since the middle of Ming Dynasty, craftsmen began to break free from their humble position, and develop products dominated by personal or family brands, gaining some social prestige. In terms of the characteristics of historical and cultural inheritance, the craftsman spirit shapes and integrates the values, ethics, and morality the craftsman cherish in their profession, as well as the appropriate behaviors in various production activities for the craftsman, and the qualities required of the craftsman. The pursuit of the integration of dao (the rule of universe) and ji (techniques) is what the craftsman spirit is all about. Nowadays, the craftsman spirit is elevated as a national strategy. It has been cherished and frequently talked about by Chinese people since the term first came up, and become a moral advice and requirement for practitioners in industrial and commercial production. Therefore, making the past serve the present has a distinct practical significance. It is actually the inheritance of ancient craftsmanship and craftsman culture. The pragmatic craftsman spirit which aims for perfection and refinement is a solid foundation for the sound development of the society.

Ethnic Cultural Ecological Protection Zones: the Chinese Model for the Overall Protection of Intangible Cultural Heritage of Ethnic Minorities

The ethnic cultural ecological protection area is an important innovation in China’s practice of overall protection of the intangible cultural heritage of ethnic minorities. Our experience provides the world a “Chinese model” in this regard: adhering to the principle of prioritizing protection above development, setting up ethnic cultural and ecological protection zones in areas rich in intangible cultural heritage resources of ethnic minorities, so as to provide overall protection for all kinds of resources in the areas, and establish a multi-subject participation mechanism which involves specialists, communities and organizations. At present, there are still some problems in the construction of ethnic cultural ecological protection areas, such as inconvenient management of trans-regional protection, insufficient participation of the people in the protection areas, excessive development and lack of special legal system and management mechanism. In order to realize the scientific and well-organized development of China’s ethnic cultural ecological protection areas, we should actively explore approaches for the future development of ethnic cultural ecological protection areas, and attach more importance to social participation in the construction of protection areas. We should solve the management problem caused by the overlap between protection areas and administrative divisions, and establish a coordination mechanism for the construction and development of the protection areas. We should increase financial support and actively expand fund source for the protection areas. We should try to make the intangible cultural heritage in the protection areas to be listed in higher-level directories. We should speed up the construction of laws and regulations in the protection areas, and build a reasonable construction mechanism for them.

Staying in First-tier Cities or not: the Choice of the New Generation of White-collar Migrants and its Influence Mechanism

Based on the dynamic monitored data of the floating population in 2016, this paper studies the factors influencing the choice of the new generation of white-collar migrants to stay in cities, and also explores the decision-making mechanism for their choice to stay in first-tier cities or not. The study shows that currently the new generation of white-collar migrants generally have a strong desire to stay in cities, and 80% of them plan to live in the city they have moved to for a long time. As far as first-tier cities are concerned, housing (especially whether they have purchased a home or not) and household registration plays an important role in the decision of the new generation of white-collar migrants. In the non-first-tier cities, many social network factors and institutional factors play a decisive role. This, to some extent, can explain why white-collar workers choose to move to or retreat from the first-tier cities such as Beijing, Shanghai, Guangzhou and Shenzhen. To make the new generation of white-collar migrants more willing to stay and settle in the city, we need to further improve and perfect family policies, bring down migration cost, and encourage family migration. The government should optimize public services in housing, education, employment, attach more importance to the reform of the household registration system, and offer more favorable policies to white-collar workers when they choose to settle in cities.

The Strategic Mission and Industrial Connotation of the High-quality Development of China’s Cultural Industry

During the transition period of China's economy from high-speed to high-quality development, high-quality development of cultural industry plays a long-term strategic role in building China into a culturally-advanced country and realizing the “double high (high speed and high quality)” development of literature and art, attaching equal importance to social and economic impacts, and exploring integrated innovative development. The high-quality development of the cultural industry is an important support for the modern cultural industry system with Chinese characteristics. It has rich connotations, such as the characteristics of the pillar cultural industries, upgrade of high-quality cultural supply, constant prosperity of cultural consumption, and the enhancement of cultural trade capacity. From the statistics such as the “High Quality Development Index of China’s Cultural Industry (2019)”, we can see that the high-quality development of China’s cultural industry is still at a low level, with significant differences in regional development and widespread structural problems of high level of input and low quality of output. In the face of global competition, to achieve high-quality development of China’s cultural industry we should take following measures: we should establish a cultural economy policy system focused on high-quality development, effectively improve input performance through the supply-side reform; we should measure cultural industries with innovation, and drive the integrated development of culture and related industries, deepen the reform of the cultural system and actively explore the pattern of high-level cultural trade.

Observation of the Classification Reform of State-owned Art Troupes and Optimization Suggestions

The reform of the state-owned art troupes is the key field and core content of China’s cultural system reform. Since the reform and opening up, the classification reform has been dominant to promote the reform of China’s state-owned art troupes. After the “five batches” reforms in 2009~2012, China’s state-owned art troupes has gradually diverged into public institutions and enterprise entities. However, the development in recent years has proved that neither public institutions nor enterprise entities can effectively solve the problems of low efficiency of state-owned art troupes. Instead, they are all caught in a dilemma. Behind this dilemma are the profound constraints on artistic ontology, institutional arrangements, and market environment. At present, to deepen the reform of state-owned art troupes, we must preemptively clarify the limits of art ontology, attributes, political function attributes, social benefit attributes, and economic benefit attributes of the reform, continue to deepen the idea of classification reform, and in accordance with scientific, standardized and normative classification standards establish four types of governance and technical solutions, namely, public governance, public governance + social governance, social governance + market governance and market governance.

Does Labor Share of Economic Achievements Affect the Crossing of the Middle-income Trap

Labor remuneration reflects how much workers share economic achievement, and determines their social and economic status. The international development shows that the labor share of economic achievement is an important factor affecting sustainable economic growth. The higher the share of labor income, the greater impact it has on economic growth, and the faster economy grows. It takes less time for economies with a higher labor income share and continuous improvement to move from the upper-middle stage to the high-income stage while it takes more time for countries or regions with low labor income share to make the transition. Countries or regions whose labor income share is less than 50% and showing a downward trend fail to achieve the transition from the upper-middle stage to the high-income stage. Empirical data analysis further reveals that labor share of economic achievement is a major factor for economic growth. The higher the labor income share, the faster the per capita GDP grows, the less time it takes to move from the upper-middle stage to high-income stage, and the more favorable it is to achieve sustainable economic development. Apart from improving the worker’s enthusiasm, labor share of economic achievement can also promote the formation of economic growth capacity by influencing human capital investment.

Stimulation of Fiscal and Tax Policies on the Innovation Capacity of Strategic Emerging Industries: Effects and Optimization Approaches

With the acceleration of a new round of scientific and technological revolution and industrial upgrading, strategic emerging industries have made increasingly significant contribution to the power of science and technology and the revitalization of national industries. Since 2010, the government has introduced a series of fiscal subsidies and tax incentives to aid in the innovation and development of strategic emerging industries. However, in terms of actual effects, these fiscal and tax policies have not provided necessary incentives for the innovation potential of strategic emerging industries, and the innovative development of the industry still depends on the size and profitability of the company. Tax incentives obviously have more positive impact than fiscal subsidies on the research and development of emerging industries. The reasons are as follows. First, there are obvious differences between industries in the investment of financial funds, and the emphasis is on production rather than talent. Second, fiscal and tax policies are different in support structures. Tax incentives are universal, while fiscal subsidies are more differentiated in and out of the industries, namely, tax incentives provide universal support while fiscal subsidies provide targeted support. Third, we don’t have an evaluation and assessment mechanism for the efficiency of the use of financial funds. Accordingly, to stimulate the innovation capacity of China’s strategic emerging industries, we need to value talent dividends and establish incentive mechanisms for scientific researchers, adjust incentive ideas and increase fiscal and tax policy support models, stimulate market demand and increase demand to pay back manufacturers, improve the precision of financial support and build assessment system for the use of funds.

Deficiency of China’s Water Conservation Legislation and Improvement Proposals

In face of water shortage, it is essential to attach more importance to water conservation. At present, China’s Water Law and related laws have few specific provisions for water conservation, and thus cannot provide guarantee for water conservation. Policies and regulatory documents at national level cannot be used as the basis for water conservation as they are not normative. And local water conservation laws have too many declaratory clauses and few mandatory clauses due to lack of specific high-level laws. Attaching more importance to water conservation legislation is necessary for the regulation of water-saving behaviors, the effective power allocation in the water conservation system, the construction of water conservation governance system, and giving full play to the advantage of the law to guarantee water conservation. It is necessary to formulate a specific and unified water-saving law, improve the water-saving planning system and the water-saving standard quota system, establish a water-saving evaluation system and a water-saving law enforcement mechanism, improve the public participation system, establish and improve the water-saving assessment system, and gradually establish a complete water-saving legal system to provide a solid legal protection for water conservation.

The Historical Change and Development of the Contract Interpretation System in the Common Law

The contract interpretation of the textualism model of the common law originated in the prevalence of classical contract formalism. This model is based on the principle of freedom of contract and the assumption of complete contract, and it rejects evidence outside the contract text. However, with the change of society, the disadvantages of the contract interpretation system under the traditional textualism model are becoming increasingly apparent. In contrast, the contextualism interpretation model has gradually developed into the mainstream model of the contract interpretation system of modern common law. The changes in the semantics and usage of core terms related to contract interpretation reflect the above-mentioned evolution process. Many important legal documents of Anglo-American contract law have provisions for the contextualism contract interpretation system. The contextualism contract interpretation system is characterized with the judge’s extensive use of external evidence such as transaction process, fulfillment of contract, and industrial practice to interpret the contract text. It helps to oppose the formalism in legal interpretation and avoid the rigidity of legal provisions. But this system increases litigation cost, is unfair to the third party, and undermines the stability of law. Under the constraints of various rules of the contract law, the contextualism contract interpretation system is constantly improved by reasonably restricting the scope of the contract context and strictly following the fair and reasonable interpretation mechanism.

Senior Drifters’ Perception of Social Support on Subjective Well-being: a Mediating Role of Resilience

With the acceleration of urbanization in China, there are a growing number of senior drifters, and the serious mental health problems of this group require our attention. Based on the perspective of positive psychology, we conduct a questionnaire survey of 450 senior drifters in various communities of Shenzhen, use independent sample t-test, Pearson correlation analysis, and stepwise multiple regression to analyze the data to explore the relations among perceived social support, resilience and subjective well-being. The findings are as follow. The senior drifters’ perceived social support is positively correlated with resilience (r=0.807) and subjective well-being (r=0.615), and resilience and subjective well-being are also positively correlated (r=0.657, p<0.05). The subjective well-being of senior drifters can be predicted from their perceived social support (β=0.188,p<0.05)and resilience(β=0.282,p<0.05. Moreover, resilience partially plays a mediating role between the perception of social support and subjective well-being, and the mediating effect accounts for 60.6% of the total effect. To improve the subjective well-being of the senior drifters, we need to tap the psychological potential of the senior drifters from the perspective of positive psychology, and help them improve their positive psychological quality and resilience.

The Influence of Individual Education on the Change of the Ideas about Employment for Each Gender:Based on HAPC Model

Based on the four surveys of world value in China in 1995, 2001, 2007, and 2012, this paper discusses the influence of individual education on the change of the ideas about employment for each gender in China with HAPC (Hierarchical-Age-Period-Cohort) model. The findings are as follows: In terms of the static influence of individual education, the higher the individual education level, the more likely people are to support gender equality in employment. In terms of time variable, women’s idea about employment gets increasingly conservative with age, while men shows no change. Over time, both men’s and women’s idea about employment shows an “n-shape” trend and the gap between them is widening. As the birth cohort gets younger, women’s idea about employment shows little change, and also a little fluctuation in men’s. In terms of the dynamic influence of education, individual education only makes men take more positive attitude toward gender equality in employment with age. With the passage of time, the influence of individual education on both men and women changes from weak to strong and then to weak. With the birth cohort getting younger, the influence of individual education does not change significantly. In general, the employment level and status of women in the labor market has a stronger influence on people’s idea about employment from the perspective of gender during the survey period.

The Philosophical Significance of the Life view in Huangdi neijing

The Huangdi neijing (“The Yellow Emperor’s Esoteric Classic”), dominated by the essence of traditional Chinese thought and culture, based on the view of universe, nature and life in Yi Jing (The Book of Changes), and integrated with the basic views of the natural philosophy and life philosophy of Huang-Lao Taoism, it focuses on the change of human life and its close interaction with the change of all life in the universe, reflecting the ontological principle of “the unity between man and nature”. Specifically, the whole book is all about the fundamentals that “man and nature follow the same dao (the rule of the universe), li (principles) and xu (order), and is a systematic summary of the rich experience of traditional Chinese medical research and clinical practice experience as well as knowledge of dietetics. With knowledge of the complex and special nature of human life, it closely integrates Yin-Yang Theory (one yin and one yang, this is the dao) with the traditional Five-Element Theory, and has “Jing-Qi Theory” as the core, studying man as part of nature and universe, treating human life as a natural product and an organic part of the universe. It argues that the universe, the nature, society and every part of human life are interconnected into a complementary and interactive system, and that the inherent self-creation and self-coordination capacity of life itself is essential. It shows that traditional Chinese culture has always valued life and is rich in wisdom for life, and establishes the fundamentals of the ontology, epistemology, ethics and methodology of Chinese philosophy of life, which is of great philosophical significance.

The Taoist Concept of Dao: A Study Based on Analogy

Dao, a pivotal concept of Chinese thought,is generally interpreted abstractly as “principle”, “law” and “entity” of everything. However, the ancient Chinese people, especially Taoists, did not discuss dao in such an abstract way. Instead, they used analogies when talking about dao. For example: (1) when it is analogous to space or something with a hollow structure, dao refers to an inclusive or not controlling attitude and action; (2) when it is analogous to the measurement followed in the manufacturing process, dao refers to governance standards that can be generally adopted and therefore do not depend on the qualifications of the rulers; (3) when it is analogous to a ring or ring-shaped objects, dao refers to the consistent and periodical ultimate law. It can be seen that the rich connotation of dao in Chinese thought can be revealed better with analogies than with abstract terms such as “principle”, “law” and “entity”. Given that these terms are borrowed from Western philosophy, it is obvious that the popular abstract interpretation not only fails to reveal what dao is, but that Chinese philosophy is in trouble for limited language expressions, namely, it is almost impossible to talk about Chinese thought in philosophical language without employing the abstract terms borrowed from the West. The analogy can provide a way out of the constraint of language, enabling researchers to avoid those borrowed words with complex origins and obscure meanings and provide more tangible explanations for concepts.

Textual Strategy and Family Mentality: A Study of the Epitaphs of WEI Wei and WEI Xu-xin in Gaoyang Plain

The epitaphs of WEI Wei and his son WEI Xu-xin unearthed in Gaoyang Plain are of great literary and historical value. The study of the handling of XU Jing-ye’s rebellion by Wuzhou, Zhongzong and Xuanzong and CUI Ri-yong (the writer of the epitaphs)’s career in public service reveals the sensitive mentality of the Cui family after being involved in the case in WEI Wei’s epitaph. CUI Zong-zhi, the son of CUI Ri-yong, wrote “The Epitaph of WEI Xu-xin”, deliberately confusing what Dou Huaizhen did during the reign of Shenlong with that in the reign of Xiantian. With ingenious writing strategy, CUI Zong-zhi covered up his father’s attachment to Empress WEI during the reign of Shenlong to construct a good image of his father. The WEI family and the CUI family forged an alliance by marriage, and they were adjacent to each other in space. It is evident that the two families were closely related. The CUI family were very active in the literary circle of the early Tang Dynasty. They not only active in court banquets and contributed poems, but their offspring also had interaction with celebrities such as ZHANG Yue, WEI Si-li, LI Bai, DU Fu, MENG Hao-ran and DUGU ji, and their literary work was popular and widely read for more than a century.

Change and Direction of Female-oriented Narrative in Cyber-feminism

The popularization and application of computer and modern communication technology is regarded as the fifth media revolution in human history. The Internet it creates is like Foucault’s heterotopia, bringing opportunities for the development of feminism. The emergence of “female-oriented” space has become an excellent experimental field for young women to seek self-satisfaction, subvert gender hierarchy, deconstruct patriarchal culture, and reconstruct women’s value in the new era. The “female-oriented” narrative born out of this space is an important product. On the one hand, it maintains the cultural significance of feminist creation in a more radical way, and develops the contemporary young female culture. On the other hand, this seemingly closed and independent “female-oriented” space is not a paradise for “the second sex”. The intervention and management of mainstream ideology also brings about difficulties for the creation of cyber-feminism and its “breakthrough ”.
