Contemporary Value, Logical System and Practical Focus of XI Jin-ping’s Ecological Civilization Thought

The formation of XI Jin-ping’s ecological civilization thought meets our practical needs. It is what we need to solve China’s ecological problems, to realize the sustainable development of Chinese nation, to guide the comprehensive development of society, to realize the “beautiful Chinese dream” and to show sense of responsibility as a great nation. It is of great significance to contemporary society. XI Jin-ping’s ecological civilization thought comprehensively and systematically answers a series of important theoretical and practical problems in the construction of socialist ecological civilization in the context of the new era from the aspects of goal-setting, basic principles, value orientation, participants and guarantee measures, and it is a set of ideological and theoretical system with strict logical structure. To apply XI Jin-ping’s ecological civilization thought, we need to accurately grasp four key points: to raise public awareness of the new concept of ecological civilization, to persistently pursue green development, to improve the system of ecological civilization, to increase international exchanges and cooperation in the field of ecological civilization construction, and ultimately to achieve the unification of the value, theory and practice of ecological civilization so as to push forward the great practice of building socialist ecological civilization with Chinese characteristics.

Spatial Reconstruction and Governance Reform of Transitional Community: A Comparative Study on Three Patterns of Spatial Reconstruction in Shenzhen

As an important perspective on community governance research, space is the dynamics of transitional community’s development and explains the dilemma of its governance. With China’s urbanization, spatial reconstruction of transitional community comes to be a core variable of its governance structure, governance resources and public interests. Transitional community’s spatial reconstruction in Shenzhen has three patterns including urban renewal, integrated renovation and community planning, with different influence and efficacy on community governance: urban renewal uses market mechanism to expand resources of community governance and improve public environment but to increase social exclusion of low-income group and negative externalities of the city’s development; integrated renovation uses the resources of government and market to improve public environment and relieve the severe impact on survival space of immigrants, but it’s lack of public participation; Compared with the former two, community planning pays more attention to public participation and protection for multiple groups’interests but it’s difficult to implement due to the lack of institutional support. Therefore, with reflection on the practice of transitional community’s spatial reconstruction, we should build a sound spatial institution in accordance with transitional community’s governance, execute comprehensive strategies on its governance and develop a fair public policy oriented by good governance.

Innovation-oriented Development Mechanism and Practice of Characteristic Cultural Towns

Insufficient innovation is an important factor affecting the sustainable development of characteristic cultural towns. The construction of innovation ecosystem and enhancement of innovation ability is the main goal for development of characteristic cultural towns. The innovation ecosystem of characteristic cultural towns includes cultivation of innovation subjects, improvement of innovation chains, and formation of innovation diffusion mechanism. The “Grain Painting Town” in Handan of Hebei province has accumulated successful experience in breaking through innovation constraints and creating an innovation environment. Its successful experience shows that in construction of a characteristic cultural town we should give a full play to the role of characteristic performances and explore the market potential of characteristic handicrafts to strengthen innovation and development of characteristic cultural industry, establish an ecological chain of operation, management and innovation which involves the government, enterprises and social forces, foster an innovation ecology of administrative management by breaking the restriction of regional development index and connecting the government with enterprises and social forces, establish correct incentive concepts and a mechanism for the use and feedback of funds to cultivate an innovation ecology for funding and land policies, attach importance to cultivation of a favorable moral atmosphere and cultural attractions to improve the quality of the town, and continue to promote top design, work out good systems and effectively put them into practice.

“Inclusive” New Governance: Internet Cultural Content Management and Regulation

The Internet-centered media revolution is having a tremendous impact on the contemporary industry, culture, and society. “Internet+” brought about the ecological reform of the cultural and creative industries. The cultural content management has problems and contradictions such as the “linear” thinking of management and the “non-linear” ecology of the Internet, the massiveness and advancement of cultural content and the lag of Internet management.Under the current state of Internet culture content management in the three-way game of government, enterprises and individual users, we should build a more inclusive and pluralistic governance model based on the theory of sharing and creative friendly under the“new governance”theory.At the same time, from the establishment of government management boundaries, the establishment of content review mechanisms for the coordination of different subjects, the use of scientific and technological means, the establishment of different techniques for the application of different procedures, and industry standards , the content review procedures to strengthen the construction of Internet culture content “new governance” mechanism.

The internal tension and resolution of Nash equilibrium
QIAN Jin
Nash equilibrium is a non-cooperative game. The economic definition of Nash equilibrium refers to a combination of strategies of participants. In this combination of strategies, any participant who changes the strategy alone will not benefit. In other words, if in a combination of strategies, when everyone else does not change the strategy, no one will change their strategy, then the combination of strategies is a Nash equilibrium. However, in a Nash equilibrium, the public interests or common interests among all parties, including collective interests, regional interests, national interests, and the common interests of all human beings or the common affairs of the world, need to be effectively managed according to social rationality. In fact, in face of individual interests bounded by common interests, participants should not pursue, appreciate or passively accept Nash equilibrium, but should be fully aware that a Nash equilibrium not only proves the existence of non-cooperative games, but also reveals that there are common interests that need to be managed among participants in non-cooperative games. The participants in non-cooperative games have common interests and need effective public administration to safeguard the interests and ensure their realization. This is the deep enlightenment that Nash equilibrium theory brings to modern economics research.

Impact of Technological Progress on Urban-Rural Income Gap: A Test Based on Interprovincial Panel Data Dynamic Spatial Econometric Model

In theory, technological progress has a “double-edged sword effect” on the income gap between urban and rural areas. On one hand, technological progress can promote fair development, promote economic equity, and guarantee distributive justice. On the other, due to uneven distribution of scientific and technological resources resulting from China’s “urban-rural dual structure”, the more developed technology is, the more likely it is to increase the urban-rural income gap. The dynamic spatial lag model and dynamic spatial error model are used to empirically test the impact of technological progress on urban-rural income gap. The findings show that urban-rural income gap varies greatly among provinces. In terms of time, it has obvious path-dependent characteristics and shows “Matthew effect”. In terms of space, it is significantly related to geography, and there is a positive spatial spillover effect, showing the inter-provincial linkage phenomenon. With the gradual introduction of time factors, spatial factors and control variables, technological progress can significantly curb widening urban-rural income gap, and narrowing urban-rural income gap can promote technological progress. The two are in an “alternate counteraction” relationship.

Acceptance and Regulation of Punitive Penalty from the Perspective of Adversary System

Socialism with Chinese characteristics has entered a new era. Respecting the autonomy of will in private society is a fundamental manifestation of the people-oriented principle, while contract freedom is an important embodiment of private autonomy. In the process of the conclusion of a contract, the two parties regulate the interest relationship between them through the penalty clause, which is essential to contract freedom. Penalty can be classified into punitive penalty and compensation penalty. At present, there is no clear provision in our legislative and judicial practice for punitive penalty. To build a smart society, we need to recognize and accept punitive penalty. This is an important measure to reflect the people-oriented principle and conduct reform at national system level. It is true that punitive penalty provides provisions for the two parties to handle future probable affairs, and it concerns significant interests of both parties. Therefore, it is the duty for legislative and judicial bodies to properly adjust their stipulations in accordance with the principle of fairness, justice, and the balance of interests.

Retrospect and Prospect of Juvenile Criminal Legislation for 70 Years since Founding of PRC

From “Draft Outline of Criminal Law” in the early years of PRC to current “Criminal Law”, in the past 70 years China’s juvenile criminal legislation has experienced tremendous changes, such as the change of criminal liability age, expansion of criminal protection for minors’ rights, and change of penalties. Apart from these achievements, China’s juvenile criminal legislations still have following problems: legislation in this regard is slow and decentralized; the principle of tempering justice with mercy is not well implemented; there are not many alternative measures for juvenile penalties. These problems have hindered the further development of juvenile criminal legislation. It is an important issue for us to learn from the successful experience in juvenile criminal legislation of the past 70 years and think about its future development. We need to take into account the juvenile criminal legislation, juvenile delinquency and the protection of minors’ rights in current China, change the basic concept of juvenile criminal legislation and accept the idea of educational punishment along with protective legislation. And under the guidance of this principle, we should start from criminal integration to promote the development of China’s juvenile criminal legislation.

Discrepancy of Power and Responsibility Lists of Provincial Governments: Causes, Problems and Regulations

The power and responsibility list system is an important measure for Chinese government to govern the country by law. Due to the basic characteristics of China’s political system and administrative system, the responsibilities of governments at different levels are mainly stipulated by laws and regulations at the national level. Therefore, it is unreasonable that the already published power and responsibility lists of 31 provincial governments show great differences. In view of their differences, this paper, by combining quantitative and empirical analysis, studies differences in the lists from the aspects of content, form and number of items. The study shows that the differences of the power and responsibility lists include not only objective differences caused by different needs of local autonomy, geographical environment, population resources and economic development of each province, but also differences caused by inconsistency of the standards of the power and responsibility lists, nonconformity with the standard norms and human factors. Therefore, the establishment of power and responsibility list system should not only conform to local reality, but also standardize the power and responsibility list through improving the standard system, strengthening supervision and inspection, taking the application of the power and responsibility list to the next level, so as to eliminate unreasonable differences.

Social Economic Security and Migrant Workers’Identity

From the perspective of social quality and on the basis of the data from“Research on Migrant Workers’ Integration into Urban Society from the Perspective of Social Quality”, this paper explores the relationship between social economic security and migrant workers’ identity from four dimensions of economic resources and employment, housing and environment, social insurance and education by using binary logistic regression method. The study shows most migrant workers do not consider themselves as part of the city, and that receiving vocational training, purchasing commercial insurance, home ownership, good living condition and their children’s access to education in public schools may make migrant farmers more identify with the city, while individual income, family income and expenditure, labor contract, social insurance and living area are not statistically significant factors. Therefore, more efforts in vocational training for migrant workers, safeguarding their residential rights and their children’s education rights are essential to making migrant workers’ more identify with the urban society.

Administrative Absorption of Society: State Penetration and Neighborhood Committee Administration

The penetration of the state power into the grassroots society and control of it is the most stable and distinct constant in the governance of grassroots society. In order to realize the effective governance of the grassroots society, the state usually adopts multiple approaches such as idea penetration, organization penetration, procedure penetration and service penetration to continuously extend its influence to the grassroots, presenting the logic of “administrative absorption of society”on the whole. The idea penetration aims to set the“hierarchy map”of the neighborhood in the cognition of people and organizations through the new construction of “cognitive context”. Organization penetration aims to establish and expand the leadership and influence of the state in grassroots communities. Procedure penetration focuses on the integration of technical strategies with state intentions. Service penetration emphasizes the re-construction of state power in the process of service transmission. The state penetration results in the administration of neighborhood communities and one-dimensional governance of grassroots society.

Research Objects, Content Structure and Appearance Mode of Marx’s Space Philosophy

The construction of “Marx’s space philosophy” aims to establish a place in space issue for Marxism. The research objects of “Marx’s space philosophy” are the “humanized natural space”, “social relation space”and “historical activity space”on the basis of practical activities. The content structure of “Marx’s space philosophy” includes the spatial essentialism of practical materialism, the social logic of space, the theory of spatial production, the spatial narrative of world interaction, the spatial transformation and criticism of capital, the historical logic of spatial liberation of “the realistic individual”and the thought of spatial justice. “Marx’s space philosophy”makes its appearance at least in three modes: responding to the challenge of “space transformation” in Western philosophy and social sciences, sticking to the theoretical direction of Marxist philosophy and promoting the sinicization of “Marx’s space philosophy.”

Gift Paradox and Gift Politics: from Practical Point of View

As a basic social fact, gift giving has important political sociological significance. The “gift paradox” mainly involves the contradiction between the process of gift giving and the logic of exchange, that is, whether there are “egoistic” factors or rational calculation of gift giving, which constitutes the deconstruction and antithesis of gift itself. The debated between Mauss and Derrida is centered on the rational/irrational thinking of the “gift paradox”. The “practical view” from local perspective is helpful to understand the paradox of gift and its essence as the topic of “politics”, and further clarify the reasonable relationship between gift and reciprocity, altruism and self-interest. The practical point of view emphasizes that the “propriety” and “materiality” of gifts should be understood mainly from the perspective of “things”, and gets the practical basis of reconciling the “gift paradox” and making it suitable and reasonable on the basis of the deontological logic of “gaining benefit from righteousness”. The practical view of gift is helpful to break through the limitation of dichotomy and retain the transcendental connotation of “gift politics”.

(morality)” as the basis for historical evaluation,the most important moral quality, and emphasizes its universal significance for historical evaluation.

Pushing Political Agenda in Name of SUN Yet-sen: Changes in the Political Implications of the CPC’s Commemoration of SUN Yat-sen in the Past 100 Years

modern China, the Communist Party has constantly commemorated SUN Yat-sen and continued to use SUN Yat-sen as a political symbol to push political agenda in different political situations. The commemoration of SUN Yat-sen in different periods carries different political appeals. During the Great Revolution period, it served to promote the cooperation between the Kuomintang (Nationalist Party) and the Communist Party and overthrow imperialism and feudal warlords. During Agrarian Revolution, it served to attack the Kuomintang for betraying the revolution and legitimate CPC’s leadership of the revolution of workers and farmers. During the period of anti-Japanese War and the War of Liberation, it served to mobilize people all across China to fight against Japanese invasion and promote the reform in civil rights and people’s livelihood. In the 30 years before the reform and opening up, it served to oppose hegemonism and encourage cooperation in building a new China. Since the reform and opening up, it has served to seek common ground and cooperation to realize the great rejuvenation of the Chinese nation. Changes in the political implications of the commemoration of SUN Yat-sen highlight the constant efforts of the Communist Party in strengthening party identity, national identity and belief identity through the symbol of SUN Yat-sen. With the inheritance and transcendence of SUN Yat-sen’s new Three People’s Principles, revolutionary spirit, and construction dreams, the Communist Party of China has carried a series of policies, theories and practices that combine the general principles of Marxism with the practice of Chinese revolution, reform, and modernization, pushing forward the sinicization of Marxism.
