Abstract Giving an inverse thought to “what is democracy” is to reaffirm the definition of democracy so as to hold high the flag of democracy up into heaven. Giving an inverse thought to “what democracy is not” is to cool down the fever for democracy so as to bring the ideal of democracy down to earth. The Singaporean leadership represented by LI Guang-yao emphasizes an objective stance, and they seek to question the Western democratic principles by reflecting on “what democracy is not” so as to make ideal reconcile with reality. The main points include: (1) Democracy is not the supreme goal. (2) Democracy does not apply universally. (3) Democracy is not man-made. (4)Democracy does not mean one person one vote.
