The International Cultural Trade Order: Governance Challenges and China's Solutions

Abstract:Optimizing the international cultural trade order is vital to constructing the global governance system. It includes various aspects, ranging from formulating new rules for international cultural trade, resolving cultural trade disputes and promoting international cultural investment to handling deep-level issues such as how to balance countries and regions with different levels of development, how to boost inclusive growth through cultural trade and how to advance the mutual learning and co-governance among civilizations. Currently, the governance challenges facing the international cultural trade include: the international cultural trade promoted by neoliberalism has formed a relatively open but gradually imbalanced pattern; the existing multinational trading system lacks universal applicability; developing countries urgently need to break through the“impossible triangle” and establish trade advantages, and digital cultural trade requires a new institutional framework. China has proposed solutions and implementation priorities to optimize the international cultural trade order from the perspective of building a community with a shared future for mankind. Specifically, these include: promoting innovation-driven development to lead the upgrading of cultural trade; using inclusiveness to balance countries and regions with different levels of development; strengthening cooperation among governments, international organizations, businesses, and non-governmental organizations; and linking the development landscape at home and abroad to find a new path of transformation in growth. The series of achievements made by China's solutions in practice have played an important role in optimizing the international cultural trade order, reflect the orientation of global co-creation, co-consultation, and co-governance, and are gradually becoming a widely recognized “world consensus”.
