数字经济与中国式现代化城市文明双向共促的逻辑与路径

摘要中国式现代化城市文明的建设过程是把握数字经济发展机遇,以数字技术为主要推动力,并以城乡区域协调发展、完善城市功能、深化精神文明建设、人与自然和谐共生为主要目的的社会发展过程。从数字经济的特征优势、中国式现代化城市文明的本质特征及其生成和发展实践来看,二者在数据驱动、环境协同和产业转型方面具有双向共促的基本逻辑。数据驱动层面,数据要素提高资源配置效率,提升城市管理水平;环境协同层面,城市文明坚实人才储备、健全数字基础设施,保障数字经济发展环境;产业转型层面,数字经济与城市文明共促传统产业升级,形成双向融合、协同发展的有机共生体。数字经济可以通过构建公共生活空间促进城市文明意识进步,发展“数算碳”融合发展体系改善城市生态环境,建设智慧城市提高城市治理能力,提升文化产业的数字化水平丰富城市文化内涵。另外,再造城市文明形象可以为数字经济发展提供良好的社会环境;地方特色数字基础设施建设能持续优化数据要素市场配置;延长融合发展产业链可以促进数字经济与实体经济融合发展;城市文明通过坚实的人才储备有助于引导数字产业的崛起。

Abstract：The construction process of Chinese-style modern urban civilization is a social development process that grasps the opportunities of the development of the digital economy, takes digital technology as the main driving force, and takes the coordinated development of urban and rural areas, the improvement of urban functions, the deepening of the construction of spiritual civilization, and the harmonious coexistence of man and nature as the main purpose. From the perspective of the characteristic advantages of the digital economy, the essential characteristics of Chinese-style modern urban civilization, and its generation and development practice, the two have the basic logic of two-way co-promotion in terms of data-driven, environmental synergy and industrial transformation. The digital economy can promote the progress of urban civilization awareness through the construction of public living space, develop the integrated development system of “data, digital and carbon” to improve the urban ecological environment, build smart cities to improve urban governance capabilities, promote the digital level of cultural industries to enrich the cultural connotation of cities. In addition, rebuilding the image of urban civilization can provide a good social environment for the development of the digital economy; The construction of digital infrastructure with local characteristics can continuously optimize the market allocation of data elements; Extending the industrial chain of integrated development can promote the integrated development of the digital economy and the real economy; Urban civilization helps to guide the rise of the digital industry through a solid talent pool.
