Abstract：The symbiosis relationship between public cultural services and cultural industries helps to promote public cultural services and cultural industries to a high quality, modernized system. The symbiosis mechanism of public cultural services and cultural industries lies in the following: in terms of core resource sharing and transformation, the construction content of public cultural services can be used as the basic resources for the development of cultural industries, while the market-oriented operation mode of cultural industries is conducive to improving and upgrading the basic resources of public culture and optimizing the quality of public cultural services. The commonality of cultural enterprises and cultural industries in terms of infrastructure and cultural resources is the basic logic of their symbiosis. In terms of social and cultural literacy and talent co-cultivation, public cultural services cultivate the creative production-oriented and service-oriented talent resources needed by cultural industries through the mechanism of social and cultural enculturation, while the trend of cultural consumption and the growth of cultural talents nourish the all-round development of social and cultural constituent elements. In terms of structural synergy and complementarity, the public cultural service system and business layout play a role in balancing the spatial resources of the industry, while the cultural industry can promote the modernization and sustainable development of the public cultural service. The symbiosis between public cultural services and cultural industries shows a dynamic development process. In the future, in the symbiosis path of public cultural services and cultural industries, we should pay attention to the existence of stage mode of symbiosis strategy, which should be carried out in stages according to the development cycle; the product supply of symbiosis unit focuses on the difference; the mechanism of symbiosis interface realizes the systematic and sustainable development; and the construction of symbiosis environment pays attention to the holistic development of the regional internal and external environment.
