Mobile Governance: Governance Reform with Technological Innovation

Abstract:Mobile governance refers to the legal governance of mobile governance subjects to get involved in public affairs related to the interests of their registered permanent residences with the aid of science and technology, which is a response to floating population’s participation in social governance. The breakthrough of mobile governance over traditional governance is mainly manifested in guaranteeing the governance rights of the floating population, which is highly dependent on modern science and technology, low-cost, and free from geographic constraint. Mobile governance requires the governance subjects have the skills and conditions of using the Internet, and the governance mechanism has to ensure orderly participation in network governance and the governance objects should be not very much time-bound. Only when these conditions are met at the same time can mobile governance be effectively executed. To realize mobile governance, we should follow the four-in-one logic of “consciousness-platform-capability-system”, enhance the subjective consciousness of the floating population to participate in governance, build the network media for the floating population to participate in governance, popularize the technical knowledge for floating population to participate in governance, and formulate the rule system for the floating population to participate in governance.
