Abstract：Scientific system is the fundamental guarantee for clean governance and anti-corruption campaign. At present, CPC and Chinese government have established a fairly perfect anti-corruption system, but we have to be aware that the macroscopic and theoretical characteristics of the construction of anti-corruption system have made the anti-corruption campaign stay at the party’s autonomy but detached from people and thus affected the effect of the anti-corruption campaign. Therefore, to combat corruption more effectively and combine the party’s autonomy and heteronomy outside the party, we need to achieve the popularization discourse transformation in terms of content and form in the construction of anti-corruption system.
