Abstract：The theory of public reason has been much misunderstood and queried. This paper reiterates public reason with a view to emphasizing public reason is essentially civic virtue and it shares the theoretical direction of deliberative democracy. The crises in democratic practices incurred by the emergence of pluralist democracy and the development of citizenship form the background of the reiteration of public reason. The theoretical response of deliberative democracy to current crises in democratic practices is the specific context of the reiteration of public reason. The criticism and reconstruction of civic virtue is the purpose of the reiteration of public reason. The theory of public reason aims to explore a new theoretical reconstruction to ease the crises in current democratic practices from the perspective of civic virtue and political community.
