Abstract:As an effective governance model of maximizing public interests, "good governance" can only be achieved with the support from every aspect of politics, economics and culture. From cultural perspective, good governance requires a strong public spirit as a support from within the society. But as far as the public spirit in China is concerned, there still exist many problems, such as poor information, weak consciousness and meager abilities in public participation, and public quality to be improved. To cultivate public spirit in China, consideration must be given to both individual moral autonomy and subjectivity of rights. We should focus on construction of public rationality in the dimension of rights and duties, public morality in the dimension of moral ethics, public ability in the dimension of practice subject, and public-private relationship in the dimension of overall harmony, which will serve as an ideological basis and spiritual impetus for the realization of "good governance" .
