Decision of the Centre Committee of the Communist Partu of China on Some Major Issues Concerning Comprehensively Deepening the Reform, approved at the third plenary session of the 18th CPC Central Committee, suggested proper execution of government functions. Through analyzing the discussions on the document, this paper identifies three basic systems of administrative logic: to let the market play a decisive role in resource configuration, to simplify administration and transfer power to a lower level, and to proceed with deadministration. The paper then gives an in-depth interpretation of the three logic systems from a theoretical perspective, analyzes the theoretical precondition for each administrative logic system and its basic connotations derived from the theoretical precondition, and also expounds upon the basic connotations. This is meant to have reference for China's deepening reform of administrative system.
