6 The Korean Poetess XU Lanxuexuan and Chinese Female Literature during the Ming and Qing Dynasties: a Discussion on XU Yuan's poetry
YU Shi-ling
From 1598 to 1606, the poems of the Korean poetess XU Lanxuexuan prevailed in China, and XU Yuan, the most important poetess of the Ming Dynasty, rose to her reputation during the same. XU Yuan's achievement was the result of her efforts into the study of poetry for more than two decades. There is every sign, however, that she also gained inspiration from XU Lanxuexuan's poems. Thinking highly of Tang poetry, they both modeled after LI He and each created many Changgi style poems of her own characteristics, despite different poetic atmosphere and literary individualities. Xu Lanxuexuan occupied an important position in the female poetry history during the Ming and Qing Dynasties. The intersection between the poems of XU Lanxuexuan and those of XU Yuan represents multi-directional Sino-Korean cultural exchange and interaction.

16 On the Evolution of Women's Chinese Poems of the Edo Period from Chinese Literature: a Discussion on Ema Saikou and Yanagawa Kouran
QIAO Yu-yu
The Edo Period was the heyday for the development of Chinese literature in Japan. During that period there emerged many women poets specializing in Chinese poems, of whom Ema Saikou and Yanagawa Kouran were representatives. They followed the tradition of Chinese literature in application of allusions and transformation of famous verses, whereas their poems display distinct characteristics of local culture. The images in their poetry, the recognition of women virtues, and the description of the sceneries and customs in their home country are all rich in peculiar taste, quite different from women's poetry in the Ming and Qing Dynasties. It was cultural difference that shaped the values of the women poets, and in turn, deeply influenced their creation. It is of great significance to study women's Chinese poems in the Edo Period to reveal how Chinese literature spread and gained acceptance in Japan through.

24 A Study on Female Education and Literature of Anhdong Kim Family
ZUO Jiang
It was a main mainstream idea in the period of the Joseon Dynasty that a woman's place was in the house doing household chores like cooking and needlework while reading and literary creation was inappropriate for them. However, in consideration of family tradition and children's education, the scholar officials class thought women also needed to study Xiaoxue, Neixun, Nujie and so forth, which opened up a gateway for women to read and write. In Anh-dong Kim family, men not only showed great tolerance toward women's interest in reading and writing, but also encouraged them to do so, hence there appeared quite a few brilliant women in the family known as "women of noble characters" or "great female scholars" . Besides, with Kim Seongdal's support, female literature thrived in the family, from which Kim Hoyeonjae was one of the greatest female literators. As the old saying goes, "from the claw we may infer the lion" . The prosperity of female literature in Anh-dong Kim Family offers us a glimpse of the relationship between female education and female literature in the period of the Joseon Dynasty from the late 16th century to the middle of 18th century.

50 A Study on How to Revise Macao Budget Outline Law
WANG Yu
The Macao Special Administrative Region (SAR) is badly in need of a budget law in accordance with the provisions and spirit of the Basic Law of Macao. The current Budget Outline Law, The Decreto-Lei n.o 41/83/M, was drawn up in 1983. It is obvious that legislation lags behind in this regard. There is a social consensus that the budget law needs revision, and the Macao SAR government has therefore proposed seven suggestions. The budget law is essentially a budget supervising law, involving the relationship between administration and legislation in Macao's political system, and thus cannot simply be interpreted as a budgeting law. The Decreto-Lei n.o 41/83/M, should be revised from this perspective.

58 On the Influence of American Gambling Sectors upon Macao‘s Political Landscape and the Corresponding Legal Solutions
YU Xin
Gambling is a pillar industry for Macao. Since the liberalization of the gambling industry in Macao in 2002, American consortiums have been entering Macao on a large scale and growing increasingly strong, accounting for half of Macao’s gambling market. In addition to economic benefits, American gambling sectors begin to seek political influence, pay attention to and even interfere with Macao’s internal affairs, which poses a threat to Macao’s prosperity and stability. Chinese central government attaches great importance to this issue and proposes to prevent and oppose outside interference in Macao‘s affairs. From legal perspective, the countermeasures to contain American gambling sectors‘ attempt to seek political infiltration in a commercial way are as follows: combine national planning with industry policies to diversify Macao‘s economy, and radically reduce Macao‘s dependence upon gambling; systematically introduce various types of capital to balance and check the development of American capital; improve competition in gambling business and anti-trust laws to
promote a healthy and sustainable development of Macao’s gambling industry

65 The Evolution of Body-Subject Concept in Western Philosophy
WANG Xiao-hua
From the time of ancient Greece, Western philosophy constructed concepts of mankind which adored spirit subject. In this schema, body was thought to be inhabited by spirit subject, and was there to assist the latter. However, when such a theory prevailed, a crucial reasoning revealed that the body was a complicated concep: the spirit subject inhabited in human body cannot move in space, but has to realize its wills through the body, therefore, the body is not absolutely passive. Based on this logic, Aristotle and atomists emphasized that the body had the ability to feel and could move in the outside world, and was thus an indispensable subject. Their ideas were enlightening for later philosophers. By modern times, discussions on body -subject concept were sustained by humanism and natural science. Relevant discourses grew increasingly strong, and ultimately developed into a monistic body-subject concept by Karl Marx and Nietzsche. After getting into 20th century, phenomenology, pragmatism and third generation cognitive science all affirm the importance of the body, trying to prove that the body is capable of high-order spiritual activities like reasoning, and established a more detailed body-subject theory. Despite incomplete theoretical construction, it is clear that their philosophy is returning to the body.

74 The Problems and Adjustment of Public Spirit from the Perspective of "Good Governance" in China
HAO Yuan-yuan
As an effective governance model of maximizing public interests, "good governance" can only be achieved with the support from every aspect of politics, economics and culture. From cultural perspective, good governance requires a strong public spirit as a support from within the society. But as far as the public spirit in China is concerned, there still exist many problems, such as poor information, weak consciousness and meager abilities in public participation, and public quality to be improved. To cultivate public spirit in China, consideration must be given to both individual moral autonomy and subjectivity of rights. We should focus on construction of public rationality in the dimension of rights and duties, public morality in the dimension of moral ethics, public ability in the dimension of practice subject, and public-private relationship in the dimension of overall harmony, which will serve as an ideological basis and spiritual impetus for the realization of "good governance" .

80 Confucian Morality and the Cultivation of Socialist Core Values
LIANG Hong-jun
The morality of Confucianism centered on "benevolence" is the core value of traditional Chinese culture. By cultivating "benevolence" , it helps improve individual?morality, social harmony, national prosperity and rejuvenation. Confucian values of "benevolence, people-oriented thought, integrity, justice, harmony and peaceful co-existence” , along with specific moral codes of “righteousness, integrity, filial piety, and loyalty” , are important sources of the socialist core values. Currently, facing the adversity in the process of cultivating socialist core values, we should learn from Confucian principles, which is essential to the improvement of public quality and behaviors.

86 On the Administrative Logic of Proper Execution of Government Functions
HU Xiang-min, YANG Jun-lin

Decision of the Centre Committee of the Communist Partu of China on Some Major Issues Concerning Comprehensively Deepening the Reform, approved at the third plenary session of the 18th CPC Central Committee, suggested proper execution of government functions. Through analyzing the discussions on the document, this paper identifies three basic systems of administrative logic: to let the market play a decisive role in resource configuration, to simplify administration and transfer power to a lower level, and to proceed with deadministration. The paper then gives an in-depth interpretation of the three logic systems from a theoretical perspective, analyzes the theoretical precondition for each administrative logic system and its basic connotations derived from the theoretical precondition, and also expounds upon the basic connotations. This is meant to have reference for China's deepening reform of administrative system.

92 The Pursuit of Modernity in Cultural Globalization and Its Consequences
HAN Yan
With the development of globalization, culture becomes an important dimension in the study of globalization. Essentially, cultural globalization represents the life style shared by people all across the globe, and is a highly developed modernity. Cultural globalization results from pursuit of modernity in culture on a global scale. The development of cultural globalization makes global culture present a landscape in which monoculturalism and multiculturalism clash and integrate with each other at the same time. On one hand, with the development of society, humans share more and more common experiences, which contributes to a single cultural model with the pursuit of modernity as its core. On the other hand, local cultural experiences constantly seek modernity while exhibiting their own charms, and proactively integrate the cultural ideas in accordance with the pursuit of modernity into the single cultural development model.

97 The Politics of Fear: Bowman's Criticism on Contemporary Capitalism
TAO Ri-gui
Bowman's comprehensive criticism of contemporary capitalism focuses on political criticism, which consists in three aspects. Firstly, he criticized horrification of state politics. Contemporary states have abandoned social security?functions and taken protection of individual safety as a new legal means. Welfare states have been replaced by criminalized ones, which divorces the actions driven by fear further away from the root cause of fear. Secondly, he criticized consumerization of life politics. For the individuals engaged in life politics, choice is a destiny, and fear is always there with them. The consumer market makes elimination of fear a selling point, but each "prescription" is different and even contradictory with each other. Thirdly, Bowman criticized
nihilization of public space. Conventional public space has turned into isolated exclusive battlefields, whereas newly emerging public space is haunted with personal anxiety, which cannot be translated into public issues.

103 On the Reform of Income Distribution System under the "New Normal" Economy
HE Yu-chang, SHI Yu
The "new normal" economy is an objective trend of China's economic development. Stepping into a "new normal" state, Chinese economy is faced with the challenges of a huge income distribution gap and the transformation of income distribution pattern. Slowing down economic growth and making a bigger "cake" of distribution constitute a pair of contradictions in China's economic society. However, the "new normal" economy also presents opportunities for the adjustment of income distribution pattern and the reform of income distribution system. To resolve the conflict between the "new normal" economy and demands for income growth, we need to grasp the opportunity of the "new normal" economy, reform the income distribution system, optimize economic structure, increase economic efficiency, guarantee the quality of economic growth, narrow the gap of income distribution, incorporate rural and urban areas into medical security system, raise the level of basic public services, to achieve the coordinated development in a fair and efficient way.

109 On Dynamic Effects of China's Public Debt on the Three Industrial Growths
QI Hong-qian, ZHUANG Xiao-ji, XI Xu-wen
Issuing public debt is an important and effective way to implement expansionary fiscal policy and stimulate the three industrial and economic growths. Based on theoretical analysis, this paper uses the time series data from 1981 to 2013, and builds variable parameter state space models to study the dynamic effects of China's public debts on the real economy and the three industrial and economic growths. The empirical results indicate public debt flows and stocks have increasingly positive impact on China's real economy and the three industrial and economic growths. Besides, public debt stocks promote industrial growth better than debt flows. Debt flows have the most significant positive effect on the second industry while debt stocks give a greater boost to the third industry. Therefore, on the premise that we can keep the total debt under control, we should promote industrial structure adjustment and balanced development to achieve sustainable economic growth by reorienting?public debt investment.

116 Economic Analysis of Administrative Monopoly: on its Root, Loss and Eradication
XU Xin-hua, LUO Qing-he
Economic monopoly does not necessarily restrict or exclude competition. On the contrary, in some cases, economic monopoly may promote economic competition and take it to a higher level. However, it is impossible to find a symbiosis of economic monopoly and market competition between administrative monopoly and market competition. Administrative monopoly only leads to low-efficient resource configuration. From the perspective of regulation economics, the root of administrative monopoly lies in that interest groups always seek to maximize their interest. From the perspective of institutional economics, administrative monopoly has its root in path dependence of the gradual transition of China's state-owned property and the streamlined arrangement of
transaction costs. Like economic monopoly, administrative monopoly also causes the general loss of net surplus and "X-low efficiency". In addition, in practice, in comparison with economic monopoly, administrative monopoly causes extra losses, including obstruction of economic freedom, excessive competition, weak technological innovation and rent-seeking, etc.. To reduce or break monopoly, we need to change from administration-oriented governance to market-oriented governance, separate enterprises from the government in terms of functions, break administrative monopoly rather than grant exemption to it, and realize the transformation from political conservatism to political innovation.

123 Predicament and Possible Ways to Advance New Urbanization within the Framework of State-Society Relation
GUO Cai-qin, ZHUO Cheng-xia
New urbanization not only involves complicated relations in politics, economy, culture, and other related fields, but also implies macro-level social relations such as national and social intervention. The way to handle macro -level state -society relations and its effect determine the direction and level of the new urbanization, which will have major impact on social stability. New urbanization is faced with many major problems: illegal land development in rural areas fuels popular anger; the lagging urbanization of people tends to bring about social injustice; excessive development leads to ecological crisis. Thus, we should focus on statesociety relation, release social energy, give a full play to the functions of social organizations in public service, interest coordination, public decision-making, easing social conflicts, to elevate new urbanization to a new level.

136 Constraints on the State Ownership of Natural Resources from the Perspective of Supply of Public Goods
WANG Tian-yan, GE Shao-yun
Institutionally, similar to private ownership, the state ownership of natural resources is thought to be exclusive and dominant. However, considering natural resources are the guarantee of human subsistence, the distribution model based on the state ownership of natural resources solves the problems of "tragedy of the commons" in the use of natural resources, but creates an obstacle for the public to use public natural resources non-exclusively. The public nature of natural resources should not be overwhelmed by exclusive state ownership. The state ownership of natural resources should be of publicity, or include social obligations. The constraint theory of the state ownership of natural resources, an institutional resource of resolving the conflict between the
exclusive nature and the public nature of the state ownership of natural resources in civil law system, is not only a remedy for the state ownership of natural resources, but also a solution to the short supply of public goods.

144 On the Legislation Models of Personal Information Protection in China
HOU Fu-qiang
Personal information refers to all the information used to identify a natural person. The legislation models of personal information protection can be classified into decentralized self-regulation model and unified legal regulation model. Both models have their pros and cons. In view of the current situation of private sphere in China and for the purpose of protecting personal information more effectively, unified legal regulation is more appropriate.

AN Pei-zhi
"Liyue (rites-music) Culture" , comprising of "lijiao ( propriety education )" , "yujiao ( music education )" , and "shijiao (poetry education)" , is a major characteristic of Chinese culture. With "yue (music)" to advocate "li (propriety)" , and with "shi (poetry)" to spread "jiao (Confucian teaching) " , "Liyu Culture" contributed to the boom of Chinese verse literature. "shi" and "yue" are the important medium for literary individuals to adjust their state of mind to bring it back to "mingde (original state of human mind) " , and nurture the gentleman personality. People attempted to get to the ideal moral state of "li" through the artistic form of "yue" , which kept the ancient "Liyue Culture" prosperous, and was also the internal reason that made Chinese verse literature a unique literary form worldwide. The verse literature, a perfect blend of content (ideas, scenes, emotion, taste, etc.) and rhythmic qualities of language (like rhyme scheme and tones), is a musical and singable form of literature. It mainly includes Shi (poetry), Ci, and Qu. For a long time, the study of verse literature narrowlly defined "Qu" as Yuan Sanqu (Qingqu), but excluded dramas represented by Yuan Drama and legends of Ming and Qing Dynasties, which damaged the completeness of Chinese verse literature. The legends of the Ming and Qing Dynasties, on which many Kunqu scripts were based, were not only the final glory, but also the ultimate paradigm of Chinese Qu literature, and the masterpiece in the late period of Chinese ancient verse literature.
