Abstract New urbanization not only involves complicated relations in politics, economy, culture, and other related fields, but also implies macro-level social relations such as national and social intervention. The way to handle macro -level state -society relations and its effect determine the direction and level of the new urbanization, which will have major impact on social stability. New urbanization is faced with many major problems: illegal land development in rural areas fuels popular anger; the lagging urbanization of people tends to bring about social injustice; excessive development leads to ecological crisis. Thus, we should focus on statesociety relation, release social energy, give a full play to the functions of social organizations in public service, interest coordination, public decision-making, easing social conflicts, to elevate new urbanization to a new level.
