Abstract：The old “5+2” special economic zones, free trade zones and the Xiongan New Area are pioneers at different stages of China’s reform and opening-up process. They are institutional arrangements to realize national development strategies, paths to realize social transformation, short cuts to accelerate modernization, and exploration and enrichment of Chinese road. This development road has helped develop economic growth poles in China, and at the same time promoted the balanced and harmonious development of Chinese society in an all-around way. In terms of the logic starting point and the path choice of China’s reform and opening-up to the world, unbalanced development has been the dominant strategic choice. However, with the establishment of an increasing number of economic zones, development zones, new areas and free trade zones, and the market economy throughout the country, the conditions predicted by Williamson’s inverse-U hypothesis have emerged, and the establishment of the Xiongan New Area has borne out this hypothesis to a certain extent. The establishment of the Xiongan New Area integrates gradient development and anti-gradient development. It will prove that Chinese integration of gradient?development and anti-gradient development will achieve impressive performance, and bear out the unique and creative characteristics of Chinese road in the course of deepening reforms.
