Abstract:In response to the anti-globalization thought and resistance to reform in recent years, we need to draw on some successful experiences in China's reform and opening up process of nearly forty years. Promoting reform through opening up is an important part China's successful experience. Establishment of special economic zones, introduction of foreign investment, joining WTO, the Shanghai-Hong Kong Stock Connect program, Shanghai Pilot Free Trade Zone, and “Belt and Road” initiative are all classical cases of promoting reform through opening up, and some of them reveal “opening up is also reform”. Combing through these successful experiences will help us explore new ways to effectively implement reform measures and further open up in an orderly way.
