Abstract:In the unitary state, local power is granted from the central government. In China, the relationship between the central government and the Hong Kong SAR is the relationship between the central government and the autonomous regions under the unitary system. The Basic Law of the HKSAR, a constitutional law to implement the principle of“one country, two systems” Hong Kong people ruling Hong Kong; with a high degree of autonomy, implies“no conflict”, “limited intervention”, and “highly autonomous”are empowerment principles. The characteristics of HKSAR’s political system and the empowerment of the central government reflect the empowerment principle of the Basic Law. Based on the analysis of its empowerment principle and characteristics, we can see the “empowerment mode” implicit in the Basic Law is a centralized and integrated one.
