| Identity Urbanization of Migrant Workers from the Perspective of State-Centrism |

Abstract As a collective actor, the state has its goals and priorities. It adjusts the macro-policy concerning the urbanization of migrant workers in accordance with its strategic goals. Being the implementing subjects, the urban governments are, on one hand, restrained by the state’s policies about migrant workers, on the other hand, have their own responsibilities and objectives. The impact of the state’s policies about migrant workers on the fiscal conditions of the cities and the interests of city residents could directly affect the implementation of the policies at local level. Decentralization between central government and local governments and non-reciprocity of responsibility and rights make urban governments deviate from the national goal in the implementation of national policies. As key actors, the urban governments follow the principle of fulfilling their own responsibilities and goals. They, therefore, are selective about the policies concerning urbanization of migrant workers, and choose to gradually open up some social security programs. The inter-subjectivity of modern society and the complexity of the identity urbanization of migrant workers result in the limitation of the government policies under state-centrism.
