| Value Orientation and Path Choice of Legal Actions of Economic Management |

Abstract Freedom and order are the basic value of law. Unity of the two is the guideline for a country’s economic management, restraining the legal actions of economic management and providing a value measure for the evaluation of the legal actions of economic management. In addition, it helps bring full into play the role of the legal actions of economic management in comprehensive deepening of reform. For the legal actions of economic management, freedom is the goal value, while order is the tool value. At present, to achieve the unity between freedom and order, we need to make efforts in the following areas: scientifically distribute and regulate economic management; exert positive function of macro-control and market regulation; improve the evaluation mechanism for legal actions of economic management.
