| On the Innovative Mechanism of Rural Grass-Root Self-Government: Based on Overall Planning of Urban and Rural Development |

Abstract Since China’s reform and opening up, there has been a constant improvement in China’s governance patterns at grass–root level, which has gradually evolved from the villagers’ and urban residents’ self-governance to community autonomy in both rural and urban areas. However, in the context of overall planning of urban and rural development, the grass-root self-government in rural areas faces challenges in the aspects of election, decision-making, and supervision. To innovate rural grass-root self-governance mechanism, we need to define laws and regulations in detail and innovate system establishment mechanism, to improve the villagers’ quality and innovate the benefit guarantee system, and to shape citizen culture and ingenuity cultivation mechanism.
