Abstract:The “in-circle” purchase mechanism in government purchase public services makes social organization rely heavily on local government,which limits the development of social organizations to some extent. Therefore, it is of great theoretical and practical value to explore why it is possible for social organization to undertake government service programs across regions. From the perspective of organizational legitimacy, this paper analyzes the practice process of social organizations undertaking government purchase service projects across regions, and finds that social organizations have an obvious construction logic of “local legitimacy” in their actions to break through the “inner circle” purchase dilemma. The process of social organizations establishing “local legitimacy” involves the accumulation of “industry legitimacy” as the logical premise, the construction of “buyer legitimacy” as the key link, and the achievement of “community legitimacy” as the inner essence. Specifically, the industry legitimacy requires social organization to establish good inter-organizational cooperation and relationship network, the buyer legitimacy aims to help social organizations establish a trust relationship with governments outside their territories and obtain service projects, and the community legitimacy focuses on social organizations meeting the needs of stakeholders in the community during project implementation. By obtaining three kinds of legitimacy, social organizations establish their own “local legitimacy” in other regions, and successfully achieve cross-regional purchasing services and high-quality development.
