西部农村公共文化服务供给效率及收敛性分析

摘要 “十三五”时期是促进乡村振兴战略实施的关键时期,对西部农村公共文化服务供给效率进行分析,有利于促进西部农村公共文化服务资源有效配置,推动现代公共文化服务的整体发展。以Malmquist指数模型中的全要素生产率为衡量指标,综合运用σ收敛和β收敛检验方法,对2007~2018年西部农村公共文化服务供给效率差异及收敛性进行分析,实证结果表明:西部农村公共文化服务供给效率仍未摆脱负增长局面,技术效率的改善是当前供给效率变动的主要因素;公共文化服务供给效率在整个西部农村地区间差距并没有缩小,绝对差距仍然存在;但在引入经济发展水平等变量后,不同区域公共文化服务供给效率差距呈现出显著缩小的态势。此外,西部两大区域农村公共文化服务供给效率的收敛速率也存在差异,影响收敛的因素具有显著的空间差异性。未来西部农村公共文化服务供给效率的提升需要根据地域特征合理调整资源要素的配置结构与规模、加强公共文化服务与数字文化的融合、因地制宜地制定公共文化服务发展战略。

Abstract：The period of the 13th Five-Year Plan is essential to promoting rural revitalization.The analysis of the supply efficiency of public cultural service in western rural areas is conducive to advancing the effective allocation of public cultural service resources in those regions and pushing forward the overall development of modern public cultural service.Taking the total-factor productivity (TFP) in the Malmquist index model as the measurement index,the paper analyzes the differences and convergence of the supply efficiency of public cultural services in western rural areas from 2007 to 2018 with comprehensive application of convergence and convergence test methods.The findings are as follows:the efficiency of public cultural service supply in western rural areas still shows negative growth,and the improvement of technical efficiency is the principal factor for the change in current supply efficiency;The gap between the public cultural service supply efficiency in the whole western rural areas has not been narrowed,the absolute gap still exists;However,after introducing variables such as the level of economic development,the gap in efficiency of public cultural service supply in different regions shows a significant trend of narrowing.In addition,the convergence rate of the rural public cultural service supply efficiency in the western two regions is also different,and the factors that affect the convergence have significant spatial differences.in the future,the improvement of the supply efficiency of public cultural services in western rural areas requires reasonable adjustment of the allocation structure and scale of resource factors according to regional characteristics,closer integration of public cultural services and digital culture,and strategies for public cultural services in accordance with local conditions.
