Abstract:The frequent occurrence of the phenomenon of “growing vegetable by occupying land” caused by rapid urbanization and has become a difficult point of governance in the community. Taking the phenomenon of “growing vegetable by occupying land” in the new urban community as the starting point, exploring the reasons of the phenomenon and proposing the governance strategy has important practical significance and theoretical value. The study found that the phenomenon of “growing vegetable by occupying land” occurred frequently, the reason is that land emotions of the new community residents in the process of social role transformation. It is precisely because of the disappearance of land elements in new communities, the physical space of land emotional practice is limited, and the land emotions of community residents gradually evolve into the struggle for community space resources in the process of awakening, accumulating and releasing, and cause destructive consequences to the community. The strategy is the cooperative governance model of autonomy and heteronomy, then it provides a practical space for the land-emotional expression of the new community residents, finally achieves good governance in the community.
