Abstract:Bureaucracy is fundamentally divorced from the nature and tenet of the Communist Party of China (CPC). To build better political culture within the CPC, we must fight against bureaucracy. In the 70 years since the founding of the People’s Republic of China, the central leaderships have taken resolute measures against bureaucracy and other unhealthy political cultures within the CPC. Their institutional orientation has become increasingly prominent. Over time, institutions have gradually become major means to fight against bureaucracy. Although the effects of the institutions are different due to different conditions and practices at different times, the central leaderships have been consistent in the notion of using institutions to fight against bureaucracy with continuous innovation and development, and have achieved great accomplishment in institutional construction against bureaucracy in both ideology and practice, but there are lessons to be learned. Looking back on this historical period, we can find that several generations of communists, through continuous efforts and exploration, keep improving their understanding of anti-bureaucracy campaigns and adopting more scientific approaches to institutional construction.
