“Inclusive” New Governance: Internet Cultural Content Management and Regulation

Abstract:The Internet-centered media revolution is having a tremendous impact on the contemporary industry, culture, and society. “Internet+” brought about the ecological reform of the cultural and creative industries. The cultural content management has problems and contradictions such as the “linear” thinking of management and the “non-linear” ecology of the Internet, the massiveness and advancement of cultural content and the lag of Internet management.Under the current state of Internet culture content management in the three-way game of government, enterprises and individual users, we should build a more inclusive and pluralistic governance model based on the theory of sharing and creative friendly under the“new governance”theory.At the same time, from the establishment of government management boundaries, the establishment of content review mechanisms for the coordination of different subjects, the use of scientific and technological means, the establishment of different techniques for the application of different procedures, and industry standards , the content review procedures to strengthen the construction of Internet culture content “new governance” mechanism.
