Abstract:Rural migrants are the product of China’s urban-rural binary structure. China’s urbanization process has been hampered by the huge gap between urban and rural areas, which is characterized by widening income gap, identity gap, and the development gap between urban and rural residents. The key to narrowing the gap between urban and rural areas lies in the citizenization of rural migrants. Efforts should be focused on increasing farmers’ income, changing their identities, and narrowing the development gap between urban and rural areas. Safeguarding migrant workers’ rights and interests, improving labor market, reforming income distribution system, increasing income of migrant workers and rural residents, and narrowing income gap between urban and rural residents are important measures to ensure the increase of farmers’ income. The current hukou (residence permit registration) system should be reformed so as to gradually push forward citizenization. Rural immigrants should be granted the same rights, benefits, and public services as registered urban residents. All these are necessary measures to improve farmers’ status. To bridge the gap between urban and rural areas, it is crucial to take measures as follows: migrant workers should be first citizenized to narrow the gap between urban and rural areas; residents in small towns should be directly citizenized to promote coordinated development of urban and rural areas; we should promote development of rural areas with the construction of new countryside and occupational farmer system.
