Abstract:The characteristics of Chinese higher education reform in recent thirty years are as follows: in terms of the subject, the government is the designer, initiator, and propeller of the reform; in terms of the content, the reform of higher education system and mechanism is the core; in terms of the approach, “patching” is the basic mode. To comprehensively deepen the reform, there should be some limits on the power of the government. The main function of the government is to design a legal university system, build university statutes of legal significance, make clear the independent legal person position of universities, and transform universities into autonomous society-oriented legal entities. We need to break through the dual system of higher education, and allow the market competition mechanism to play a decisive role. We also need to understand the essence of the comprehensive reform of higher education, ensure it follows a correct direction, and bring it into a legal track.
