中国城市更新的三重逻辑:价值维度、内在张力及策略选择

Abstract The logic of people's livelihood,capital logic and power logic dominate the physical form and social pattern of the urban renewal in China.The logic of people's livelihood is a superficial social expression,reflecting the perception competition on people-oriented principle and the principle of multiple participation.Its primary goal is to achieve comfort and happiness,and its core value is sense of accomplishment and satisfaction.The capital logic is middle-level capital operation,reflecting the profit competition on the principle of survival of the fittest.Its primary goal is to boost efficiency and income,and its core value is commercialization and assimilation.The power logic is the policy intervention at the bottom,reflecting the personnel competition when new requirements are added at every level in the implementation of rules and regulations and promotion is based on the measure of performances.Its primary goal is to boost economic growth and maintain social order,and its core value is growth rate and beautification degree.There exist a strong tension among the three logics.Between the people's livelihood logic and the capital logic exists deviation tension between instrument and purpose,between the people's livelihood logic and the power logic exists tension between demand and supply,and between the power logic and the capital logic exists performance tension between public sectors and private sectors.The internal tension among the three logics can be balanced and redressed to a certain extent through precise updating,participatory updating and inclusive updating.
