Abstract：Based on the analysis of liberalism and especially the solution of new authoritarianism, this paper interprets the government capability paradox from the perspective of state modernization, drawing the following conclusions：to find a solution to government capacity paradox, we should go beyond the prescription of “strengthening government power” provided by the new authoritarianism, and focus on the construction of government credibility. Only on the basis of credibility can the government capability be lasting, powerful, and modern.
